Need to recruit 4,865 more teachers from kindergarten to high school

On August 8, the Department of Education and Training of Ho Chi Minh City held a conference with 168 People's Committees of wards, communes, and special zones on the management and professional work of schools after the merger and the operation of two-level government.

According to statistics from the Department of Education and Training of Ho Chi Minh City, after operating a two-level government with 168 wards and communes, Ho Chi Minh City currently has a total of 341 leaders and education officials under the commune-level cultural and social departments.

Specifically, among the 341 education leaders and civil servants, there are 197 officials and specialists from the Department of Education and Training of districts, towns and cities of Ho Chi Minh City, Binh Duong province, and Ba Ria - Vung Tau province before the merger. The remaining 144 officials and specialists are from the People's Committees and departments under the People's Committees at the district and town levels of the 3 localities before the merger.

At the meeting, some officials of the ward and commune in area 2 (formerly Binh Duong province) said that the locality has education officials but they are not officials of the education and training sector before, so they will also face limitations and difficulties in management and coordination. Therefore, they requested the Department of Education and Training to provide special support in the initial period of operating the 2-level government.

Faced with this reality, Mr. Nguyen Van Hieu, Director of the Department of Education and Training of Ho Chi Minh City, proposed a plan to use local management staff. For any ward or commune that lacks an education specialist or a department of culture and society that does not have an old education specialist, it is possible to second local education facility management staff to support.

Referring to the recruitment of teachers for the new school year after the Ministry of Education and Training officially stipulated that the Department of Education and Training is responsible for recruiting teachers for all levels of general education during the operation of the two-level government, the Director of the Department of Education and Training of Ho Chi Minh City said that based on the review and proposed needs from schools in 168 wards, communes, and special zones, in the new school year 2025-2026, Ho Chi Minh City needs to recruit 4,865 more teachers from preschool to high school.

Of which, preschool needs 451 teachers, primary school needs 1,483, secondary school needs to recruit the most with 2,283 teachers and high school needs to recruit 648 people.

The head of the Ho Chi Minh City Department of Education and Training said that after the merger, Ho Chi Minh City still has a local surplus and shortage of teachers. In the coming time, in parallel with recruiting new teachers according to demand, the department will also have a plan to reduce the local surplus and shortage of teachers, and encourage young teachers to volunteer to teach in schools in remote areas...

Resolutely manage extra teaching and learning

In addition, the leader of the Department of Education and Training of Ho Chi Minh City recognized that the issue of extra teaching and learning will be "hot" when the new school year begins, so Ho Chi Minh City will implement it drastically so that Circular 29 on extra teaching and learning is strictly implemented in accordance with regulations.

Mr. Nguyen Van Hieu stated that extra classes are a practical and real need of students and extra teaching is also a normal need of teachers. However, all students in Ho Chi Minh City must have extra classes according to regulations. The organization of extra classes must be carried out in accordance with Circular 29, not allowing any student to be oppressed during the extra classes.

From there, the Director of the Department of Education and Training requested the People's Committees of 168 wards, communes, and special zones to implement this content and strictly handle principals who violate the regulations on extra teaching for school teachers. "If the principal is strict, no teacher will dare to violate the regulations," Mr. Hieu emphasized.

Mr. Hieu directed that when registering to teach at extra-curricular centers, teachers must inform the principal where they teach, the list of students taught at that center, and honestly declare on the extra-curricular management software of the Ho Chi Minh City Department of Education. From there, it will be possible to detect whether or not teachers are tutoring their own students.

The Director of the Department of Education and Training of Ho Chi Minh City emphasized: "This regulation must be strictly implemented in 168 wards, communes, and special zones in the city. This is to ensure students' right to study, equality, and objectivity in extra teaching and learning, and to limit the situation of teachers oppressing and causing stress to students and parents in extra teaching and learning. Wards and communes must strictly implement the regulations so that students can go to school happily and joyfully in the new school year, without being constrained or oppressed."

"Most teachers are caring people who want their students to learn happily and joyfully. The number of teachers who cause difficulties for students is not much, but there are still teachers, so properly implementing the regulations on extra teaching and learning is the way we eliminate teachers who cause difficulties for students..." Mr. Nguyen Van Hieu added.
