The announcement stated: In the first 7 months of 2025, the world economy continued to be affected simultaneously by rapidly fluctuating and complex geopolitical , economic and social factors. Prices of strategic commodities on the world market fluctuated intertwined, in which precious metal prices increased sharply, especially gold prices. Domestically, the market price level basically fluctuated according to the law. Compared to the same period last year, the CPI in the first 7 months of 2025 increased by 3.26%. This is an appropriate level to support economic growth in the context of resources being focused on promoting to achieve the highest economic growth.

Price management and operation in the first 7 months of 2025 achieved the set target, contributing to controlling inflation and supporting people's lives and production and business activities of enterprises with many solutions implemented promptly such as ensuring the supply of essential goods and services to meet people's consumption needs, especially during times of high market demand during holidays and Tet; timely issuance of national reserve goods to support disadvantaged people; cautiously managing prices of goods priced by the State; continuing to implement many policies to reduce, extend, and exempt taxes, fees, charges, and land rents to support people and businesses; proactively and flexibly operating monetary policy...

Focus on implementing effective price management and operation to control inflation according to target and support sustainable economic development.

In the remaining months of 2025, the world economy is forecast to continue to develop rapidly and complicatedly, leading to unpredictable fluctuations in the prices of some strategic commodities. Accordingly, it is necessary to continue to focus on implementing effective price management and operation to control inflation according to targets and support sustainable economic development, contributing to promoting production and business activities, people's lives and strengthening investor confidence. The Deputy Prime Minister requested ministries, branches and localities, according to their assigned functions and tasks, to proactively and promptly and effectively implement the following tasks and solutions:

Proactively monitor closely the price movements of strategic goods in the international market, the world economic and inflation developments affecting Vietnam to have appropriate response solutions, promptly warn of risks affecting domestic price levels, proactively implement according to authority or propose and advise competent authorities on appropriate measures, solutions and response scenarios.

Closely monitor price fluctuations in the domestic market, especially for essential consumer goods and services and important input materials for production; proactively and flexibly take measures to regulate supply and demand and stabilize the market to ensure production, meet social needs, prevent shortages and price hikes, and ensure social security.

Reasonable management of monetary policy in close coordination with fiscal policy and other policies to contribute to macroeconomic stability, control inflation, and ensure major balances of the economy. The State Bank of Vietnam implements synchronous and effective solutions to manage money supply, stabilize the exchange rate of Vietnamese Dong with the US Dollar to reduce the cost of importing raw materials for domestic production.

Flexibly and effectively use tools and measures to regulate prices according to the provisions of the law on prices to control and stabilize the market. Strengthen the effective implementation and supervision of price declaration and posting measures, publicize price information, check compliance with the law on prices, and strictly handle violations of the law on prices.

Ministries, ministerial-level agencies, and provincial People's Committees must proactively develop solutions for price management and operation right from the beginning of the year. In case of unexpected situations, they must report and promptly deploy measures to handle and remove difficulties and obstacles within the scope of assigned authority.

Continue to promote information and propaganda work, ensure timely and transparent information on prices and price management of the Government and the Price Management Steering Committee, especially price developments of important materials and essential goods related to production and people's lives to limit expected inflation and stabilize consumer and business psychology.

In October 2025, complete the construction of the price management plan for 2026.

Ministries, branches and localities shall coordinate with statistical agencies to carefully assess the impact of price adjustments on the consumer price index for goods under their management to make adjustments according to their authority or submit them to competent authorities for consideration and decision on the appropriate level and timing of adjustments to avoid major disruptions to price levels and major impacts on people's lives, ensuring the goal of controlling inflation. From now until the end of October 2025, ministries and branches shall develop a price management plan for 2026 for goods under their management and report to the Price Management Steering Committee to be proactive in management for the following year.

Carefully assess the impact to have a price adjustment plan suitable to market developments and price levels.

Ministries, branches and localities are responsible for organizing and closely monitoring the supply and demand and market prices of goods under their management to have appropriate management measures, including:

Petroleum: In the context of conflicts and geopolitical fluctuations in the world that may affect the supply of petroleum, the Ministry of Industry and Trade shall preside over and coordinate with relevant agencies to implement solutions to ensure the supply of petroleum for the domestic market in all situations and manage petroleum prices according to regulations; at the same time, research to diversify petroleum supply sources; strengthen market inspection and supervision, strictly handle violations; prevent shortages and interruptions in petroleum supply... Urgently complete legal documents on petroleum business management in accordance with market practices and mechanisms.

Electricity: The Ministry of Industry and Trade directed Vietnam Electricity Group to thoroughly implement cost-saving solutions and increase production and business efficiency to optimize and reduce input costs.

For medical examination and treatment services and items subject to price adjustment: The Ministry of Health and other ministries and branches, according to their assigned functions and tasks, shall proactively review carefully the price formation factors, coordinate with statistical agencies to carefully assess the impact on the socio-economy and price levels to proactively have adjustment plans according to their authority or promptly submit to competent authorities for consideration of price adjustment plans in accordance with developments and market price levels in accordance with regulations with appropriate adjustment levels and timing, avoiding causing cost-push inflation resonance, creating expected inflation of the economy.

Do not allow speculation, hoarding, or taking advantage of natural disasters and floods to unreasonably increase prices.

Food: The Ministry of Agriculture and Environment coordinates with the Ministry of Industry and Trade and localities to closely monitor the production situation, consumer demand, and price developments of essential agricultural products such as rice, pork, and agricultural materials to prevent speculation, hoarding, and taking advantage of natural disasters and floods to unreasonably increase prices; proactively deploy production solutions to ensure food supply, and prevent shortages in the last months of the year; promptly regulate supply and demand of goods to serve domestic needs, between regions, localities, and export needs to stabilize market prices.

Closely monitor developments in the construction materials market

Construction materials: The Ministry of Construction closely monitors developments in the construction materials market, especially for key materials serving key public investment projects; urges the People's Committees of provinces and centrally run cities to handle issues related to the supply of construction materials in the area, and reports to the Prime Minister on solutions to ensure supply and demand and stabilize construction material prices.

Focus on removing difficulties and obstacles regarding supply and real estate speculation

Land and real estate: The Ministry of Agriculture and Environment and the Ministry of Construction coordinate with the People's Committees of provinces and centrally run cities to have synchronous solutions to manage the real estate market to operate healthily, in accordance with people's lives, focusing on removing difficulties and obstacles regarding supply and real estate speculation.

Regarding the price management of other important and essential commodities, ministries, branches and localities are responsible for organizing and implementing price management tasks according to the assigned authority and responsibility of agencies and units as prescribed in the Law on Prices and guiding documents; organizing and closely monitoring the supply and demand developments and market prices of commodities under their management to have appropriate management measures, proactively forecast and have plans to ensure balance of supply and demand, especially during times when the market has high demand for essential commodities, avoiding shortages and disruptions in supply sources that cause sudden price increases./.
