On the afternoon of October 27th, continuing the agenda of the 6th session, the National Assembly held group discussions on adjusting some contents of Resolution 53/2017/QH14 dated November 24, 2017, of the National Assembly on the feasibility study report of the land acquisition, compensation, support, and resettlement project for Long Thanh International Airport and the draft resolution on piloting some specific mechanisms and policies on investment in road transport construction projects.

Discussions were held in Group 06, comprising the National Assembly delegations from the provinces of Dong Nai, Soc Trang, and Ha Giang. The head of the Dong Nai Provincial National Assembly delegation, Quan Minh Cuong, chaired the discussion session.

Regarding the specific mechanism for mining mineral resources used as common construction materials, as stipulated in Article 7 of the draft resolution, Representative Trang A Duong (Hanoi Giang National Assembly Delegation) suggested that the responsibilities of the management and supervisory agencies, the investment managing agencies, and the local authorities where the mineral mines are located should be clearly defined to ensure strict management, prevent corruption, profiteering, losses, and waste.

Sharing the same view, delegate Tô Ái Vang (from the Soc Trang National Assembly delegation) suggested that Article 7 needs further thorough research and evaluation to find more appropriate solutions to ensure the progress of the projects.

Delegates proposed that the Ministry of Natural Resources and Environment (MONRE) should soon implement the project: Assessing mineral resources to support the exploitation of sea sand, meeting the needs for leveling the ground for highway and transportation infrastructure projects, and urban areas in the Mekong Delta, in order to meet the demand for leveling materials.

The Ministry of Natural Resources and Environment will soon coordinate with the Ministry of Construction and the People's Committees of the Mekong Delta to determine the reserves of common construction materials, such as various types of stone, construction sand, and clay for road embankment. From there, they will regulate the supply of materials to localities that are scarce or lack them, providing provinces with a basis for calculating construction costs and implementing projects.

The Ministry of Natural Resources and Environment, in coordination with other ministries and agencies, will maximize the application of special mechanisms, issue coordination regulations, specify the responsibilities of ministries, agencies, investors, contractors, and guide localities in implementing procedures for assigning construction material mines to contractors under special mechanisms. It will clarify the responsibilities for inspecting and monitoring the output of sand mining and supply, the authority to handle violations, environmental protection, landslide prevention, and prevent policy abuse.

Representatives proposed that the Ministry of Transport (MOT) provide guidance on procedures for determining the estimated price of sand and the norms when assigning sand mines to contractors for sand extraction serving projects. Additionally, the MOT should guide provinces in identifying sand mines and extraction costs. This is because the price in the contract is only an estimate, and after assigning the mine to the contractor and organizing sand extraction, the investor will revise the sand price and adjust the contract accordingly.

Many concerns about the project's progress.

Citing reports indicating that the remaining area to be reclaimed is not large, accounting for only over 4% of the total area, but "it's not a scattered problem," Ms. Pham Thuy Chinh expressed concern that even if the process is extended to 2024, whether or not the land can be reclaimed is still a question.

The female representative also stated that the number of households whose resettlement plans have not yet been approved, exceeding 1,200 households, is a high percentage, accounting for 31%, especially the hundreds of households that were considered but did not meet the eligibility criteria for relocation.

Another concern raised by Ms. Nguyen Thuy Chinh is that the causes mentioned are primarily objective, with no assessment of subjective factors in the organization, direction, management, and implementation.

Furthermore, the proposed adjustments also reveal issues of discipline and order in the implementation of the law on budget and public investment, as funds remain undisbursed and have been carried over for many years, now that the fiscal year has ended.

He suggested that the funds from the 2016-2020 period should be cancelled from the budget because they are inconsistent with the budget law, public investment law, and resolutions of the National Assembly and the Government regarding budget allocation for subsequent years.

The female delegate also expressed concern about the preparation of the workforce to meet the project's needs when it becomes operational in 2025, as the number of people registering for vocational training is currently very modest.

Regarding these issues, she hopes that the delegates of the National Assembly delegation from Dong Nai province will provide more information.

Dong Nai province wishes to extend the implementation period until 2024.

Mr. Bui Xuan Thong, Deputy Head of the National Assembly Delegation of Dong Nai province, cited several reasons for the delay in the project's implementation. Firstly, Long Thanh Airport is a large-scale project, so land clearance, compensation, and resettlement will require a longer time. Secondly, at the time of implementation, the locality was subject to Directive 16 on social distancing due to the pandemic, causing work to freeze and making it impossible to conduct surveys.

Thirdly, because the planning project spans over 20 years, during the period before implementation, people with needs continue to transfer and sell land through multiple intermediaries, leading to difficulties in surveying and counting. If not done carefully, this could result in complaints.

Fourth, in early 2022, supply chain disruptions affected projects with resettlement construction components. Some contractors, despite having invested in 30-40% of the construction, abandoned the project. To re-tender, they had to conduct quantity take-offs, prepare documentation, and request adjustments to labor and material costs.

"We were very impatient during our monitoring and surveying because we saw that things were progressing very slowly, while the National Assembly's Resolution only stipulated that it should be completed by the end of 2021," Mr. Bui Xuan Thong shared, adding that the request to extend the deadline to 2024 was mainly to complete the technical infrastructure, while land clearance and compensation were almost finished.

Regarding vocational training and labor preparation, the Deputy Head of the National Assembly Delegation of Dong Nai province also expressed concern. The province is implementing measures decisively, but it still depends on the subjective will of the workers in their choices. Therefore, Dong Nai is stepping up propaganda and implementation because if preparations are not done well, the demand will not be met when the airport becomes operational in 2025.

Providing further information, Mr. Quan Minh Cuong – Deputy Secretary of the Provincial Party Committee and Head of the National Assembly Delegation of Dong Nai province – stated that there are still 64 hectares that have not been reclaimed, but these are mainly located outside the project center, so the subsequent land clearance will not affect the airport construction.

The leaders of Dong Nai province also stated that rising material prices caused contractors to abandon projects even while paying penalties. The businesses themselves suffered losses after investing tens of billions of dong, as continuing would result in further losses, leading them to stop. The province then had to spend hundreds of billions of dong to build schools.

Mr. Quan Minh Cuong also frankly pointed out that there are significant objective problems arising in practice that affect people's lives. "Dong Nai will strive to fulfill this task well, and we hope for the National Assembly's support," he said.

Sharing his views with Dong Nai, Mr. Lam Van Man, Secretary of the Soc Trang Provincial Party Committee, stated that while the legal regulations are clear, many difficulties arise in practice. He emphasized that the Long Thanh airport project is particularly important and must be completed as soon as possible to serve the national interest; therefore, it should be supported for continued implementation.
