Monitoring the implementation results of National Target Programs in Thanh Hoa province

On the morning of October 28, the working delegation of the Central Steering Committee for National Target Programs (NTPPs) for the 2021-2025 period, led by Mr. Do Xuan Tuyen, Deputy Minister of Health, member of the Central Steering Committee, supervised, urged, and evaluated the implementation results of NTPPs in Thanh Hoa province.

According to the report of Thanh Hoa Provincial People's Committee at the working session, implementing 3 National Target Programs (New rural construction; Sustainable poverty reduction; Socio -economic development in ethnic minority and mountainous areas), the Provincial Steering Committee has focused on leading and promoting the role and responsibility of agencies, departments, branches and localities in performing tasks, ensuring transparency and efficiency.

Total resource mobilization to implement the National Target Programs in the province for the 2021-2025 period is estimated at more than 36,000 billion VND, of which state budget capital is more than 22,000 billion VND, more than 4,876 billion VND of integrated capital, more than 4,039 billion VND of credit capital, more than 811 billion VND of enterprise and cooperative capital and more than 4,407 billion VND of community mobilized capital.

The total disbursement value from 2021 to October 1, 2025 from the Central Budget of the 3 National Target Programs is more than 6,967 billion VND, reaching 81% of the plan.

The total disbursement value for the 2021-2025 period is expected to be more than VND 9,452 billion, reaching 100% of the plan.

In the 2021-2025 period, the whole province has 8 (old) district-level units meeting the standards and completing the task of building new rural areas (NTM); 64 communes and 261 mountainous villages and hamlets meeting NTM standards; 4 (old) districts and 103 communes meeting advanced NTM standards; 31 communes and 515 villages and hamlets meeting model NTM standards. There are 598 OCOP products that have been recognized.

In the 2022-2025 period, the poverty rate in the whole province will decrease by 6.26%, from 6.78% to 0.52%; an average decrease of 1.56% per year. In particular, the ethnic minority and mountainous areas will decrease from 20.46% in 2022 to 8.6% in 2024, and is expected to decrease to 5.6% in 2025. The material and spiritual life of the people in the mountainous areas will be significantly improved. Many extremely disadvantaged communes and villages will be removed from the support list.

Along with that, the quality of education , health care and culture is increasingly improved; cultural identity is preserved, backward customs are gradually eliminated; gender equality, social security and security and order are ensured.

Members of the working group discussed and clarified a number of issues at the meeting.

At the working session, members of the working delegation and representatives of provincial departments and branches discussed and clarified issues related to disbursement progress, capital integration mechanism, policies to support production development, population planning, vocational training, improving the quality of grassroots cadres, as well as difficulties in organizing and implementing tasks in some mountainous localities.

Opinions focused on proposing solutions to remove obstacles to ensure progress and effectiveness of implementing national target programs in the coming time.

Speaking at the meeting, Comrade Dau Thanh Tung, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee affirmed: The National Target Programs are major policies of strategic significance, demonstrating the deep concern of the Party and State for the comprehensive development of the country, especially in ethnic minority, mountainous and particularly disadvantaged areas. Thanh Hoa identifies the implementation of these programs as not only a socio-economic development task, but also an important political responsibility, contributing to strengthening the people's trust in the Party's guidelines and the State's policies.

Despite many difficulties, with the high determination of the entire political system, the province has achieved many positive results, many targets exceeded the plan, and the material and spiritual life of the people has improved.

In the coming time, the province will continue to promote decentralization, delegation of power, and promote the proactive and creative spirit of the grassroots; review and effectively integrate programs and projects; and strengthen inspection and supervision to ensure transparency and efficiency of investment capital.

Regarding the opinions of the working group, Thanh Hoa province will accept and implement them in an appropriate direction. The province will continue to focus on disbursing capital sources of the National Target Program, completing the target in 2025, creating a solid foundation for the period 2026-2030.

In his concluding remarks, Comrade Do Xuan Tuyen, Deputy Minister of Health, Head of the working delegation acknowledged and highly appreciated the efforts of Thanh Hoa province in perfecting the Steering Committees at all levels, promptly issuing guiding documents, organizing close inspection and supervision, proactively allocating resources, thereby many targets were achieved and exceeded the plan.

Deputy Minister of Health Do Xuan Tuyen suggested that the province continue to review, synthesize, and integrate the results of implementing indicators according to new administrative units to have a basis for comparison and evaluation; speed up the disbursement of capital in the last two months of 2025; pay attention to promoting international cooperation, developing the private economy associated with sustainable poverty reduction; deploy solutions to implement the National Target Program in line with the spirit of Resolutions No. 71 and 72 of the Politburo on breakthroughs in education and health development.

The Deputy Minister noted that from the 2026-2030 period, the three National Target Programs will be integrated into a unified program, so the province needs to soon develop a comprehensive program, clearly identify difficulties and obstacles to make specific proposals to the Central Steering Committee for timely support. At the same time, the Steering Committees at all levels should be strengthened and groups of subjects and regions should be established for implementation.
