Autonomy becomes the driving force for highereducation development
On the afternoon of July 11, the Government Electronic Information Portal organized a seminar "University autonomy - What opportunities for development?" The seminar attracted many leading experts to analyze the movements, advantages, difficulties and opportunities for developing the university system.
Associate Professor Dr. Hoang Dinh Phi - Principal of the School of Business and Management (HSB), Vietnam National University, Hanoi - shared that the journey to full autonomy of a public university in Vietnam requires the continuous efforts of the collective.
In the global context, higher education needs to be positioned at the top of the knowledge pyramid, rather than being universalized. Not every province needs a large-scale university, but rather the focus should be on the quality of science and training.
“For those who are not suitable for the academic path, vocational training or other training fields are reasonable choices, avoiding wasting time and resources of family and society” - Associate Professor, Dr. Hoang Dinh Phi expressed his opinion.
In recent times, Vietnam's autonomy has become a driving force for the development of our country's higher education system, Associate Professor, Dr. Luu Bich Ngoc - Chief of Office of the National Council for Education and Human Resources Development acknowledged.
Despite many remarkable achievements, Associate Professor, Dr. Luu Bich Ngoc said that in the past 10 years, the progress has been a bit slow compared to the expectations of the Party, the State, and society.
Stating three main reasons, Associate Professor, Dr. Luu Bich Ngoc analyzed: Firstly, society and current higher education institutions in Vietnam in the past have not understood university autonomy correctly.
The government has issued policies to increase university autonomy but has cut budget investment, which makes university autonomy synonymous with autonomy that educational institutions have to take care of themselves.
Second , there is a conflict in power, administration, and management. At present, higher education institutions still have overlaps between the University Council, the Party Committee, and the School Board, leading to ineffectiveness in the internal administration of higher education institutions.
Third , the autonomy mechanism is not really open. When autonomous, higher education institutions must still comply with the State's legal systems and documents. However, the lack of uniformity and synchronization between these laws has made higher education institutions tied up when implementing autonomy.
Innovation in education and training must have new concepts and thinking.
Prof. Dr. Nguyen Xuan Yem - Director of the Institute of Non-Traditional Security, School of Business and Administration (Vietnam National University, Hanoi) - said that in the near future, the Central Government will issue a resolution on modernization and breakthrough in education and training.
“A good governance model for education and training is the pyramid model as Associate Professor Dr. Hoang Dinh Phi just mentioned” - Professor Dr. Nguyen Xuan Yem emphasized, at the same time suggesting that university education - elite education, needs to be recalculated, reducing universities to have strengths.
Places with national and regional universities should not have small universities that lack both teachers and facilities. For localities with high urbanization, need to train human resources or large economic groups, priority should be given to developing universities of these establishments.
According to Professor Nguyen Xuan Yem, if we want to innovate education and training, and consider this a breakthrough, we must increase the authority of the principal. All innovations in schools must start from teachers, especially the principal, who determines the innovation and success of education and training.
In addition, to innovate education and training, there must be a new concept and new thinking about teachers. Accordingly, teachers today must not only be good at teaching and scientific research, but also good at practice.
The teaching staff is not only part-time, but must participate in management and teaching organization; places that teach economics must have the participation of economic activists and business directors to teach students how to get rich.
“Teachers who do not know how to enrich themselves cannot teach others to enrich themselves. This is a reality,” Professor Nguyen Xuan Yem suggested, adding that resources must be increased. The National Assembly and the Government should prioritize development and allocate adequate budget, within Vietnam’s possible conditions, for education and training.
Along with that, we must expand international cooperation. In the current conditions, if we want to bring Vietnamese universities on par with and catch up with universities around the world, we must definitely expand international cooperation. If we do this well, our students will be able to work in a global environment after graduation.
From there, we will have modern facilities, such as we are promoting the project to build a direct and online cyber security practice room, with foreign funding. Hopefully this will also be a modern place, on par with international standards.
With the motto "refined, compact, strong, effective, efficient, and effective", as a researcher on education and educational administration, Professor Dr. Nguyen Xuan Yem hopes that the university autonomy model will be summarized by the Central Government, and then widely replicated in the new period of the country.
