(Dan Tri Newspaper) - Many teachers in Dak Lak are concerned as the deadline for receiving bonuses for 2024, according to Government Decree 73, is only about 20 days away, yet the education sector has not issued any guidance.
Teachers may "miss out" on bonuses.
Government Decree 73, issued on June 30, 2024, stipulates the basic salary and bonus regime for officials, civil servants, public employees, and members of the armed forces.
Accordingly, these individuals will receive bonuses based on outstanding work performance and the results of annual performance evaluations and rankings. The annual bonus fund is determined at 10% of the total salary fund.

According to Decree 73, if an agency or unit has not used up its bonus fund for the year by January 31st of the following year, it is not allowed to transfer the remaining funds to the bonus fund for the following year.
Meanwhile, the Dak Lak Department of Education and Training has yet to issue guidelines, causing many teachers to worry that they may not receive their bonuses.
A teacher working in M'Đrắk district said that every year, as Tet (Lunar New Year) approaches, teachers hope to receive bonuses from the education sector to help cover expenses for celebrating the holiday with their families. However, this year, teachers have been waiting for a long time without receiving any announcement from the education sector regarding bonuses.
"With only a few days left until the deadline for bonus payments, we still haven't received any response from the education authorities. Many teachers are anxious and have raised this issue with the school leadership, but the school doesn't have the authority to answer," the teacher shared.
At the Dak Lak Education Sector Trade Union's review meeting on the morning of January 11th, a representative teacher asked the leaders of the Dak Lak Department of Education and Training a question regarding the implementation of the bonus system according to Government Decree 73.
According to the leaders of the Dak Lak Department of Education and Training, it is likely that the department will not be able to disburse bonuses for Tet in 2024, and will have to make up for it the following year.
The leader of the Dak Lak Department of Education and Training hopes that school leaders will share this information with their union members.

Following this announcement, many teachers attending the conference expressed disappointment that the education sector had not implemented the plan in a timely manner, leaving them without the benefits they were entitled to.
"Without receiving bonuses, many teachers, including myself, will certainly have an incomplete Lunar New Year this year," one teacher said sadly.
Many units are slow to implement Decree 73.
According to our findings, on December 13, 2024, the Dak Lak Department of Finance issued a response to the Department of Internal Affairs' letter regarding the bonus scheme under Decree 73.
The Dak Lak Department of Finance responded: "Currently, the units do not have specific regulations to implement the bonus scheme applicable to those on the payroll of the agency or unit. Therefore, there is not enough basis for the Department of Finance to advise the Provincial People's Committee to consider allocating funds to implement the bonus scheme for the first six months of 2024."
By December 20, 2024, the Chairman of the People's Committee of Dak Lak province issued a document authorizing the heads of departments, agencies, and the chairmen of the People's Committees of districts, towns, and cities to promulgate regulations on bonuses in accordance with Government Decree No. 73.
A leader from the Department of Finance stated that the Department of Finance will allocate funds to units that issue bonus regulations in time. However, because Decree 73 only takes effect from July 2024, many units have been slow to implement it and have not been able to do so in time.
