The conditions and foundation for building a model NTM are that Thanh Luong has completed 3 general criteria including meeting advanced NTM standards, average income of over 92 million VND/person/year and smart village and hamlet model. Along with that, Thanh Luong is investing in improving quality to achieve 1 of 8 specific criteria in building a model NTM.

Chairman of Thanh Luong Commune People's Committee Bui Thi Ngát shared: To complete the model new rural program, the Commune Party Committee has issued a specialized resolution to direct its implementation. On that basis, the Commune People's Committee has specified plans to implement 3 general criteria and specific criteria in building a model new rural area in the commune.

One of the criteria that Thanh Luong is interested in investing in is healthcare. Since 2024, the Commune Health Station has invested in repairing and upgrading its synchronous and modern facilities, purchasing adequate equipment; ensuring the quality of staff as well as medicine and medical supplies. In addition, the unit promotes digital transformation, aiming at people's satisfaction. "To improve medical examination and treatment, aiming at people's satisfaction, the unit is completing electronic medical records for the entire population, reaching over 95% and is updating to strive to reach 100% in the coming time. Thereby, the process of medical examination and treatment is circulated on the network environment, convenient for people as well as the management of the unit" - Head of Thanh Luong Commune Health Station Tran Thi Khuyen shared.

Not only the Commune Health Station but Thanh Luong is also implementing synchronous digital transformation, connecting all fields and residential areas. In addition to the traffic system, street lights, outdoor sports equipment, the cultural houses of all hamlets are equipped with wifi, smart speaker systems, and security surveillance cameras, creating favorable conditions for people to participate in meetings, entertainment activities, and enjoy the achievements of the New Rural Development, especially digital transformation.

Head of Thanh Binh Hamlet, Thanh Luong Commune, Trinh Minh Hien, said: The Hamlet has established a community digital technology team to propagate and guide people to integrate documents on the VNeID application to improve the effectiveness of Project 06. This is a job that brings practical benefits to people and businesses, forming an electronic document wallet, moving towards a paperless administration, creating favorable conditions for checking and using without having to carry hard copies of documents.

Ms. Bui Thi Thao, an information technology support officer - digital transformation of Thanh Luong commune, said: Except for some elderly people who do not use smartphones, the digital transformation work in the area has many advantages. People have installed the VNeID application, so when submitting documents or applying for papers, it will be faster, more complete, and clearer; at the same time, they can submit documents on the Online Public Service Portal at home, officers save the documents on the computer and return the results to the people. Thereby, creating a dual benefit of reducing time and travel costs for people, while at the same time, officers guide to reduce administrative procedures, improving work efficiency.

IMPROVE PEOPLE'S LIVING STANDARDS

Thanh Luong Commune has a fairly flat terrain, fertile land, suitable for crops, so in recent years it has been known for many effective agricultural production models. In addition to free-range chicken farming cooperatives, there are now many models of specialized fruit tree cultivation in the area, bringing stable income to the people, typically the model of growing yellow rice longan and Thai rambutan.

With 1.5 hectares of production land, Mr. Lai Thanh Nhon's family in Thanh An hamlet previously experimented with growing many different types of trees, but in the past 5 years, the family switched to growing 3 main types of trees: purple-flowered lemon, yellow-fleshed longan and Thai rambutan. With the motto "taking short-term to support long-term", when longan and rambutan are still small, purple-flowered lemon is intercropped to find a source of income, because purple-flowered lemon is only 8 months old to be harvested. About 4 years later, when purple-flowered lemon is old and has low productivity, it is gradually cut down to invest in specializing in the cultivation of the remaining 2 types of trees.

Thanh Luong people carry out technical processes on Thai rambutan trees to produce fruit 2 months ahead of schedule to meet market demand as well as create higher income.

Mr. Nhon said: Purple lime, longan and Thai rambutan are all easy to grow, easy to care for, have few pests and diseases, adapt to climate and soil, so they almost do not need to spray pesticides and more importantly, provide stable income. With many years of experience, Mr. Nhon's family is implementing technical processes on longan and Thai rambutan trees to produce off-season fruit 2 months early to meet market demand as well as create higher income.

Currently, Thanh An hamlet alone has developed about 100 hectares of yellow longan and Thai rambutan. Currently, farmers are forming professional groups and specialized cooperatives to exchange production experiences, reduce investment costs, improve productivity and product quality, and develop these crops more stably and sustainably.

One of the criteria and highlights in building advanced rural areas and model rural areas that the locality has achieved is production development. Because Thanh Luong has many advantages, especially in developing agricultural economy, people are very sensitive, and a variety of fruit trees bring high and stable income. However, the difficulty is that this area often lacks irrigation water in the dry season, which affects productivity, quality as well as investment in changing the crop structure of the people. In addition, Thanh Luong has also formed many effective cooperatives for raising pigs, chickens, goats, and cows, in which Thanh Luong free-range chicken products have affirmed their brand for many years.

As a result of the program to build advanced new rural areas, the living standards and income of people in Thanh Luong commune have gradually improved. However, many works and projects, especially traffic routes in the area, due to being invested in and built a long time ago, have been degraded or narrowed, no longer suitable for development in the new period, so they need to be invested in and upgraded.

Chairman of Thanh Luong Commune People's Committee Bui Thi Ngát said: Implementing the program of building standard new rural areas and advanced new rural areas, the commune has invested synchronously in rural traffic and basically met the travel needs of people and goods circulation. However, the implementation process has been long, so many important traffic routes have degraded, most of which are only cement concrete, asphalt 3m wide, but now need to be widened from 5-7m or more. Along with that, there are some routes that were not previously shown on the cadastral planning map but have now been updated so they need to be invested. This is a very important criterion, the locality determined that it needs to continue to be implemented, however, the need for capital is very large so it needs investment attention from higher levels.

To complete the construction of the model new rural area, the entire political system of Thanh Luong commune has joined in the implementation, the remaining problem is the source of capital. It is expected that the competent authorities and functional agencies will soon disburse capital so that Thanh Luong can reach the model new rural area according to the set roadmap.
