Hanoi adjusts the total settlement of city budget revenue and expenditure in 2023

Specifically, the City People's Committee submitted to the City People's Council to adjust a number of contents in Resolution No. 52/NQ-HDND dated December 10, 2024 of the City People's Council approving the final settlement of revenue and expenditure of Hanoi city budget in 2023: Adjusting to reduce local budget revenue and city budget by VND 107,538 million (including adjusting to reduce additional revenue from the central budget by VND 107,538 million); Adjusting to reduce local budget surplus and city budget by VND 107,538 million.

After consideration, the City People's Council unanimously approved the settlement of local budget revenue: Total local budget revenue in 2023 is 253,930,239 million VND, a decrease of 107,538 million VND compared to the approved settlement amount in Resolution No. 52/NQ-HDND dated December 10, 2024. Additional revenue from the central budget is 8,808,092 million VND, a decrease of 107,538 million VND compared to the approved settlement amount in Resolution No. 52/NQ-HDND dated December 10, 2024.

The local budget surplus in 2023 is VND 13,092,941 million, of which the city-level budget surplus is VND 5,362,749 million, a decrease of VND 107,538 million compared to the approved final settlement amount in Resolution No. 52/NQ-HDND dated December 10, 2024.

* Regarding the List of public career services using the state budget in the financial sector of Hanoi city, according to the Submission of the City People's Committee, on June 21, 2021, the Government issued Decree No. 60/2021/ND-CP. Accordingly, at Point a, Point b, Clause 2, Article 4 of the List of public career services using the state budget, stipulates: “Basic and essential public services according to the provisions of specialized laws and the law on the state budget include: Preschooleducation services, general education; preventive medicine, primary health care, hospitals in disadvantaged areas, border areas, islands; examination and treatment of leprosy, tuberculosis, mental illness; basic scientific research; traditional folk culture and arts, training of athletes, national sports coaches; care for people with meritorious services and social protection and services in the list of public career services using the state budget according to the fields specified in Appendix I issued with this Decree.

Ministries, ministerial-level agencies, Government agencies; People's Committees of provinces and centrally-run cities shall continue to implement the list of public career services using the state budget that has been issued by competent authorities in cases where the current list is consistent with the provisions at Point a of this Clause; at the same time, review to amend and supplement accordingly.

In Appendix I issued with Decree No. 60/2021/ND-CP: The education and training sector has training services for officials, civil servants, and public employees, but does not have training services for officials, civil servants, and public employees.

Current reality in Hanoi city: On March 29, 2024, the City People's Council issued Resolution No. 03/NQ-HDND promulgating the List of public career services using the state budget in the field of education and training of Hanoi city, including training services for cadres, civil servants, and public employees in the education and training sector, but there is no training service for cadres, civil servants, and public employees.

In recent years, implementing the Project "Training and improving the quality of cadres, civil servants and public employees of Hanoi city in the period of 2022-2025 and orientation to 2030", the Department of Finance has been assigned the target of organizing training courses for cadres, civil servants and public employees specializing in the fields of public finance management, budget, public investment, strategy, public policy, policy development and implementation; supplementing and updating knowledge about new regimes and policies of the State, creating a strong change in the quality of the professional staff with sufficient qualities, qualifications and capacity, meeting development requirements.

At Point b, Clause 3, Article 4 of Decree No. 60/2021/ND-CP dated June 21, 2021 of the Government stipulates: "Specialized agencies under the Provincial People's Committee shall report to the Provincial People's Committee to submit to the Provincial People's Council to amend, supplement or promulgate a list of public career services using the state budget according to decentralization within the scope of local management and in accordance with the local budget capacity, and send it to the Ministry of Finance and ministries managing sectors and fields for supervision during the implementation process".

Based on the above regulations, the City People's Committee's submission to the City People's Council to issue a Resolution on the list of public career services using the state budget in the financial sector of Hanoi City is necessary and within its authority.

Agreeing with the proposal of the City People's Committee, 100% of delegates at the meeting approved the issuance of the List of public career services using the state budget in the financial sector of Hanoi city, including: Financial knowledge training services for cadres, civil servants and public employees of Hanoi city.
