Hanoi: Focus on thoroughly resolving long-standing complaints

Enhance the responsibility of Party leaders

On March 31, the Standing Committee of the Hanoi Party Committee issued Plan No. 307-KH/TU on receiving citizens and dialogue to implement Regulation No. 11-QDi/TU dated February 18, 2019 of the Politburo "On the responsibility of the head of the Party Committee in receiving citizens, having direct dialogue with the people and handling the people's reflections and recommendations" by the Politburo member, Secretary of the City Party Committee, Head of the National Assembly Delegation of Hanoi City in 2025.

Accordingly, the heads of Party committees at all levels must directly lead and direct the work of receiving citizens, handling and resolving people's reflections, recommendations, complaints and denunciations. Strictly implement the work of receiving citizens, dialogue and handling and resolving people's reflections, recommendations, complaints and denunciations according to the Party's regulations and the State's laws.

The implementation of Regulation No. 11-QDi/TU must be serious, practical, effective, and avoid formality; inspection and supervision must be strengthened, shortcomings and violations must be detected, and strict responsibilities must be taken against leaders who are lax in handling petitions, letters, and receiving citizens to resolve complaints and denunciations.

This must be considered an important regular task in the implementation of the tasks of the Party Committee, Party organizations, agencies, organizations and units of the city. At the same time, it is a criterion to evaluate the level of task completion of the heads of the Party Committee and agencies, organizations and units of the city.

Handling people's feedback and suggestions

The plan emphasizes continuing to strengthen the leadership and direction of Party committees at all levels in receiving citizens, having direct dialogue with people, handling people's reflections and recommendations, and resolving complaints and denunciations.

Seriously grasp, propagate and implement directives, resolutions, plans and work programs of the Central Committee, the City Party Committee and leadership and direction documents of Party committees at all levels on the work of receiving citizens, handling complaints and denunciations, especially Conclusion No. 107-KL/TU dated December 24, 2024 of the Politburo "On continuing to strengthen the Party's leadership in the work of receiving citizens and handling complaints, denunciations, recommendations and reflections"; Directive No. 35-CT/TU of the Politburo "On strengthening the Party's leadership in the work of receiving citizens and handling complaints and denunciations"; Regulation No. 11-QDi/TU and Directive No. 15-CT/TU of the Standing Committee of the City Party Committee on "Strengthening the leadership of Party committees in the work of receiving citizens and handling complaints and denunciations".

Along with that, it is necessary to promote propaganda, disseminationand education of law, the Law on Citizen Reception, the Law on Complaints, the Law on Denunciations and documents guiding their implementation; raise awareness and responsibility of cadres and people in complying with the Party's directives and resolutions, policies and laws of the State, in order to successfully carry out local political tasks, contributing to maintaining political security and social order and safety in the city.

The plan also requires strengthening the responsibility of leaders of Party committees, Party organizations, and authorities at all levels; mobilizing the participation of the entire political system in the work of receiving citizens, resolving complaints and denunciations. Continuing to seriously implement Plan No. 138-KH/TU dated May 7, 2019 of the Standing Committee of the City Party Committee to implement Regulation No. 11-QDi/TU with a proactive, timely, thorough, close, meticulous, substantive explanation spirit, focusing on people who are vulnerable, policy families, and those with meritorious services....

In particular, focusing on long-standing complaints that still affect many households and localities, cases that pose a potential risk to security and order, violations in compensation for site clearance, service land, violations in construction on agricultural land, illegal parking lots, cemeteries, waste, encroachment on public land, violations in land management, construction order...
