Enhancing the accountability of Party committee leaders at all levels.
On March 31, the Standing Committee of the Hanoi City Party Committee issued Plan No. 307-KH/TU on receiving citizens and conducting dialogues to implement Regulation No. 11-QĐi/TƯ dated February 18, 2019, of the Politburo "On the responsibility of the head of the Party committee in receiving citizens, engaging in direct dialogue with citizens, and handling citizens' feedback and suggestions" by the Politburo member, Secretary of the Hanoi City Party Committee, and Head of the Hanoi City National Assembly Delegation in 2025.
Accordingly, the heads of Party committees at all levels must directly lead and direct the work of receiving citizens, handling and resolving feedback, suggestions, complaints, and denunciations from the people. They must strictly implement the procedures for receiving citizens, engaging in dialogue, and handling and resolving feedback, suggestions, complaints, and denunciations from the people in accordance with the regulations of the Party and the laws of the State.
The implementation of Regulation No. 11-QDi/TU must be serious, practical, and effective, avoiding formalism; strengthening inspection and supervision, detecting shortcomings and violations, and strictly handling the responsibility of heads of departments who are negligent in handling petitions, letters, and receiving citizens to resolve complaints and denunciations.
This should be considered a regular and important task in the performance of duties by Party committees, Party organizations, agencies, organizations, and units under the city. It should also serve as a criterion for evaluating the performance of the heads of Party committees and agencies, organizations, and units under the city.
Handling feedback and suggestions from citizens.
The plan emphasizes the continued strengthening of leadership and guidance by Party committees at all levels in carrying out citizen reception work, engaging in direct dialogue with citizens, handling citizens' feedback and suggestions, and resolving complaints and denunciations.
Seriously disseminate, publicize, and implement the directives, resolutions, plans, and work programs of the Central Committee, the City Party Committee, and the leadership and guidance documents of Party committees at all levels on the work of receiving citizens and resolving complaints and denunciations, especially Conclusion No. 107-KL/TƯ dated December 24, 2024, of the Politburo "On continuing to strengthen the Party's leadership over the work of receiving citizens and resolving complaints, denunciations, suggestions, and feedback"; Directive No. 35-CT/TƯ of the Politburo "On strengthening the Party's leadership over the work of receiving citizens and resolving complaints and denunciations"; Regulation No. 11-QĐi/TƯ and Directive No. 15-CT/TU of the Standing Committee of the City Party Committee on "Strengthening the leadership of Party committees over the work of receiving citizens and resolving complaints and denunciations".
Along with that, it is necessary to strengthen the dissemination and education of laws, the Law on Citizen Reception, the Law on Complaints, the Law on Denunciations, and guiding documents for their implementation; to raise awareness and responsibility of officials and the people in complying with the directives and resolutions of the Party, and the policies and laws of the State, in order to successfully carry out the political tasks of the locality, contributing to maintaining political security and social order in the city.
The plan also requires strengthening the responsibility of heads of Party committees, Party organizations, and governments at all levels; mobilizing the entire political system to participate in receiving citizens and resolving complaints and denunciations. It also calls for the continued strict implementation of Plan No. 138-KH/TU dated May 7, 2019, of the Standing Committee of the City Party Committee on implementing Regulation No. 11-QĐi/TƯ, with a proactive, timely, thorough, meticulous, and substantive approach, focusing on vulnerable groups, policy beneficiary families, and those with meritorious service.
This includes focusing on long-standing and unresolved cases affecting many households and localities, cases that pose potential risks to security and order, cases of violations related to compensation for land clearance, service land, construction violations on agricultural land, illegal parking lots, cemeteries, waste disposal, encroachment on public land, violations of land management, and construction regulations...
