The central task in sustainable development

Sustainable poverty reduction has always been identified by the Hanoi City Party Committee, People's Council, and People's Committee as one of the important and continuous political tasks in the process of socio-economic development. Implementing the Resolution of the 13th National Party Congress, the Resolution of the 17th Hanoi City Party Congress, and the National Target Program for Sustainable Poverty Reduction giai đoạn 2021-2025, Hanoi has issued many specific mechanisms and policies to improve the effectiveness of poverty reduction and ensure social security for its people.

From the very beginning of the period, the city established a Steering Committee for national target programs, clearly assigning responsibilities to each department, sector, and locality; and simultaneously issued a fairly complete and synchronized system of guiding and operational documents. Notable examples include Resolution No. 17/2021/NQ-HĐND of the City People's Council stipulating a number of specific policies to achieve the goal of sustainable poverty reduction in the 2022-2025 period; Resolution No. 09/2021/NQ-HĐND stipulating the standard level of social assistance and social protection beneficiaries in Hanoi ; and Resolution No. 14/2023/NQ-HĐND on supporting the construction and repair of housing for poor and near-poor households.

According to the city's multidimensional poverty standard for the 2022-2025 period, Hanoi has a higher standard than the national average, reflecting the need to improve the quality of life for the capital's residents. Based on this, the city has developed a systematic poverty reduction plan, aiming to reduce the number of poor households by 25-30% each year and striving to essentially eliminate poverty by the end of 2025. Implementing the National Target Program for Sustainable Poverty Reduction, Hanoi has simultaneously implemented many projects and sub-projects suitable to the characteristics of a large urban area with no poor districts, but a segment of the population still faces difficulties due to a lack of basic social services.

One of the highlights is the Livelihood Diversification Project, developing poverty reduction models. The city prioritizes supporting poor households, near-poor households, newly-escaped-from-poverty households, and people with disabilities to develop production and business, creating sustainable livelihoods. Through support with livestock, production equipment, and household economic models, many families have gradually stabilized their lives and risen out of poverty sustainably.

Simultaneously, Hanoi is accelerating the implementation of social policy credit programs. The city's budget funds entrusted to the Social Policy Bank have continuously increased, enabling hundreds of thousands of poor and near-poor households and other policy beneficiaries to borrow capital for production and business development and job creation. The total outstanding social policy credit balance reached over 16,500 billion VND by the end of 2024, primarily focused on programs creating livelihoods, jobs, and stabilizing living standards.

In the field of sustainable employment development, the city focuses on connecting labor supply and demand, improving the efficiency of the job exchange system, and promoting vocational training linked to market needs. In 2024 alone, Hanoi created jobs for over 225,000 workers, exceeding the target by nearly 40%, contributing to a reduction in the urban unemployment rate to 2.54%.

In addition, vocational training has been widely implemented with the participation of more than 300 vocational education institutions. The rate of trained workers in the city has reached over 74%, of which more than half have degrees or certificates, creating a solid foundation for sustainable poverty reduction in the context of knowledge-based economic development and digital transformation.

Ensuring full implementation of policies for the poor.

Besides supporting livelihoods, Hanoi always prioritizes the full and timely implementation of social security policies for poor and near-poor households. 100% of people classified as poor and near-poor households are provided with health insurance cards; poor households receive electricity subsidies; and students from poor and near-poor households are exempt from or receive tuition fee reductions and support for learning expenses. In particular, the program to support the construction and repair of housing for poor and near-poor households has become a highlight, demonstrating a strong sense of humanity. During the period 2022–2024, the entire city supported the construction and repair of housing for more than 3,500 disadvantaged households. In 2024 alone, implementing Resolution No. 14/2023/NQ-HĐND, 714 houses for poor and near-poor households were completed, contributing to helping people "settle down" and work and produce with peace of mind.

Activities to care for the poor and disadvantaged during Tet (Lunar New Year) are also organized regularly and thoughtfully. Hundreds of thousands of gift packages, totaling hundreds of billions of VND, have been delivered directly to people during each Tet holiday, demonstrating the spirit of "leaving no one behind." Alongside resources from the budget, the Fatherland Front and political and social organizations at all levels have actively mobilized the "For the Poor" Fund, raising social resources to support the construction and repair of houses, provide livelihoods, and help the poor overcome difficulties. From 2021 to the present, the three-level "For the Poor" Fund of the city has raised over 150 billion VND, creating an important resource for social welfare work.

Thanks to the synchronized and effective implementation of support programs, projects, and policies, Hanoi's poverty reduction efforts have achieved very positive results. While at the beginning of 2022, the city still had over 3,600 poor households according to the new multidimensional poverty standard, by the end of 2024, Hanoi had no poor households left, achieving the poverty reduction target one year ahead of schedule for the 2022-2025 period.

This result not only demonstrates the city's strong political resolve but also shows the correct approach to multidimensional poverty reduction, focusing on people-centered solutions and addressing fundamental deficiencies in employment, healthcare, education, housing, and information. Looking ahead, as Hanoi enters a new phase of development with increasingly higher demands for quality growth and social equity, poverty reduction efforts will continue to present deeper and more comprehensive challenges.

Beyond simply eliminating poverty, the city aims to improve living standards, access to social services, and the self-reliance of its citizens, especially vulnerable groups. Effectively integrating poverty reduction programs with rural economic development, vocational training, job creation, digital transformation, and the development of a civilized urban environment will create a solid foundation for sustainable social security.

With strong political determination, the synchronized involvement of the entire political system, and the collective efforts of the community, Hanoi continues to affirm its role as a leading locality nationwide in implementing social progress and equity, for the prosperous and happy lives of the people of the capital city.
