The project aims to develop a pilot plan for social security payments and social security payment support levels in Hanoi to comply with the Government's policy in Directive No. 21/CT-TTg, dated November 25, 2022 of the Prime Minister on promoting digital transformation in non-cash social security payments...
The pilot will be implemented from 2025 until there are specific regulations from the Central Government on payment costs throughout the city with 2 forms of payment: Cash payment for people with force majeure and no account; Non-cash payment (payment via bank account or non-cash methods according to the provisions of law and the state treasury system).
To effectively implement the above Project, the City People's Committee assigned specific tasks to departments and branches. In particular, the Department of Home Affairs takes the lead in guiding the implementation and coordinating to submit to the People's Council the cost support mechanism. The Department of Health guides the implementation for the group of medical subjects under its management. The Department of Finance balances the budget and arranges funding for implementation. The State Treasury of Region I builds a direct payment process to the subject's account and completes the technical infrastructure.
Commune and ward People's Committees strengthen management, propaganda and mobilize people to open accounts.
