Hanoi's units and localities must absolutely not be negligent, subjective, lose vigilance, and not allow interruption in directing response to natural disasters, especially during the time of administrative unit rearrangement.

That is an important direction stated in Official Dispatch No. 06/CD-UBND dated May 30, 2025 of the Hanoi People's Committee on focusing on responding to the risk of heavy rain, landslides, flash floods and proactively preventing and combating natural disasters in the coming time.

The telegram stated: The rainy and flood season of 2025 has begun. The risk of natural disasters such as storms, floods, inundation, landslides and flash floods is at a high level. Meanwhile, localities are implementing the arrangement of administrative units and the organization of two-level government. In this situation, Chairman of the Hanoi People's Committee Tran Sy Thanh requested departments, branches and sectors to proactively inspect, urge and organize timely and effective implementation of natural disaster prevention, control and search and rescue work. Absolutely do not allow passivity, surprise or interruption in the process of perfecting the organization of the government apparatus.

The Chairman of the People's Committee at the district and commune levels must be responsible to the Chairman of the City People's Committee for all disaster prevention, control and search and rescue work in the area. Localities need to strictly implement the "four on-site" motto, deploy response plans with a proactive, decisive and realistic spirit. The highest goal is to protect the safety of people's lives and property, putting the interests of the people above all else.

The City People's Committee requested districts, towns, communes, wards and townships to urgently review and rebuild the grassroots disaster prevention force according to the instructions of the competent authorities, ensuring effective operations from July 1, 2025. At the same time, localities must update and complete response plans for each type of natural disaster, especially heavy rain, landslides, flash floods, storms and flooding; thoroughly overcome the risks identified after Typhoon Yagi in 2024, and develop response scenarios for key areas.

The City People's Committee also clearly assigned tasks to each department, branch, and unit in the work of preventing, responding to, and overcoming the consequences of natural disasters, with the consistent goal of protecting the safety of people's lives and property, and preventing unfortunate losses.
