Hai Ha: Speeding up progress of key projects

Implementing the province's direction in disbursing public investment capital, contributing to ensuring growth targets after the impact of storm No. 3, Hai Ha district has been focusing on synchronously implementing solutions to speed up the construction progress of key works and projects.

In 2024, Hai Ha district was assigned a total public investment capital plan of nearly 561 billion VND to implement 8 transitional projects and 28 new projects. In which, the main source is direct support from the provincial budget, targeted supplements, capital from the Overall Program for sustainable socio -economic development to firmly ensure national defense and security in communes, villages, and hamlets in ethnic minority, mountainous, border, and island areas associated with the construction of new rural areas, advanced new rural areas, and model new rural areas of Quang Ninh province in the period 2021-2025, supporting the rural traffic upgrading program.

As of mid-September, Hai Ha district has disbursed over 125 billion VND of public investment capital, reaching 22.3% of the plan and 27.4% compared to the plan assigned at the beginning of the year. According to the analysis of Mr. Pham Van Tho, Director of the Hai Ha District Project Management Board: In 2024, investment capital for newly started projects accounts for more than 69% of the capital plan, and at the end of February, there was only a decree detailing and guiding the implementation of the Bidding Law, so investment preparation work was delayed by 2 months. Meanwhile, the provincial budget capital to support the rural traffic project in July was just assigned, plus the rainy weather conditions from May to September have greatly affected the disbursement of public investment capital.

Facing many difficulties in rainy weather conditions, Hai Ha district is determined to complete the Quang Phong Primary School project in 2024.

Implementing the province's direction in focusing on disbursing public investment capital, promoting socio-economic development and the annual growth target, Hai Ha district has requested contractors to mobilize additional human resources and equipment, increasing construction time from 2 to 3 shifts a day for transitional projects and newly started projects. Currently, 19 projects in the list of newly started projects have been organized for construction and by the end of September, it is expected to complete bidding and sign construction contracts for the remaining 9 projects.

To speed up project progress during the dry months, along with requiring contractors to mobilize human resources and equipment, Dam Ha district also focuses on removing bottlenecks in investment and basic construction.

As one of the 8 projects under the Rural Traffic Project, the Project to renovate and upgrade the main road of Quang Phong commune has just completed the procedures and signed the contract and is being organized for immediate construction.

Mr. Nguyen Huu Liem, Vice Chairman of Hai Ha District People's Committee, said: Along with strengthening the budget collection work to ensure the district-level budget source to match the projects supported by the province, the district focuses on coordinating with departments and branches in speeding up the completion of land allocation procedures to implement the project, granting exploitation rights to construction units; plan for handling public assets; completing compensation procedures for site clearance, mobilizing people to donate land and hand over clean sites as soon as possible; organize construction as soon as site clearance is completed; increase technical staff to supervise the site for technical work and immediately resolve arising problems. Strive to complete 100% of the plan assigned at the beginning of the year by December 31.
