Hai Phong speeds up progress of development projects in the western region

Hai Phong City leaders recently had a working session and conducted a field survey of a number of projects in the western part of the city.

Specifically, the working group surveyed the progress of projects: Cong Hoa Industrial Park, investment plan for the route connecting National Highway 37 with the riverside road of Dong Trieu City, Tan An Bridge construction project and the road leading to National Highway 18, plan to connect Gia Binh airport with Lach Huyen port and the northern provinces of the city to develop the economic - urban space in the northern area of the city.

Along with that, the working group surveyed the progress of the project to renovate, repair and upgrade old buildings and add fire prevention and fighting systems at Hai Duong General Hospital, the West City Cultural and Sports Complex and the high-speed route plan connecting the East and West of the city.

At the projects, representatives of investors as well as leaders of city departments and agencies reported, proposed recommendations and solutions for implementing works and projects.

Accordingly, for the Project to expand the Cong Hoa Industrial Park Phase 2 (invested by the Vietnam Rubber Urban and Industrial Park Development Joint Stock Company), up to now, the infrastructure investment has been completed, attracting 20 secondary projects, the occupancy rate has reached 95%. The city leaders support the policy of expanding the scale of the project to contribute to attracting more new investors.

Mr. Le Tien Chau, Secretary of the Hai Phong City Party Committee, assigned the Hai Phong Economic Zone Management Board and city departments and branches to support and create favorable conditions in handling administrative procedures, and assist the investor in striving to start the project in the first quarter of 2026 at the latest.

Regarding the proposal to build housing areas for experts and social housing in industrial parks to serve experts and workers coming to work in industrial parks, city leaders agreed and noted that investors must implement the right purpose, commit, manage closely and not let any changes occur.

Regarding the investment plan for the route connecting National Highway 37 with the riverside road in Dong Trieu area (Quang Ninh province), the leaders of Hai Phong City basically agreed with the proposal and recommendations of the investor's representative. At the same time, they directed the City People's Committee to soon work with the Quang Ninh Provincial People's Committee to agree on the policy of connecting and synchronously investing in the project, promoting investment efficiency.

At the Tan An Bridge and Highway 18 Construction Project, the project is currently facing difficulties in site clearance and construction material sources. The construction volume has reached about 40%, disbursement is 139.4 billion VND/180.0 billion VND, reaching 77.4% of the 2025 capital plan.

To ensure the completion and operation of the project on schedule (December 31, 2025), Mr. Le Tien Chau requested the investor to coordinate with the People's Committee of Chu Van An Ward to urgently complete all site clearance work to hand over to the construction unit as soon as possible. On the construction contractor side, it is necessary to overcome difficulties, mobilize maximum human resources and equipment, and implement construction solutions to compensate for the delayed volume due to the impact of high construction material prices and lack of clean construction sites in the past time.

For the city's key transport infrastructure development project, including the high-speed route connecting the East - West area of the city and the high-speed route connecting Gia Binh Airport with Lach Huyen Port. These are two strategic transport routes, contributing to effectively connecting the economic zones in the East and West of the city, maximizing the potential of the national infrastructure system such as: Lao Cai - Hanoi - Hai Phong high-speed railway; Gia Binh airport; Hai Phong International Gateway Port at Lach Huyen and Nam Do Son Port... Along with that, the Southern Coastal Economic Zone and the New Generation Free Trade Zone will create a breakthrough in regional connectivity, expand development space, increase space and form new growth drivers for the city in the coming period.

The Secretary of the Hai Phong City Party Committee assigned the City People's Committee to urgently study and propose specific investment policies and plans; at the same time, thoroughly evaluate the investment efficiency and financial plans for each project to ensure efficiency, feasibility and conformity with the overall development plan. At the same time, review and adjust the overall city planning, especially the planning of industrial parks, urban areas, services and logistics, to meet development requirements in the new situation.

Regarding the recommendation and proposal to adjust the total investment of the project to renovate, repair and upgrade old buildings and add a fire prevention and fighting system at Hai Duong General Hospital, the city leaders support the policy of investing and developing infrastructure in the health sector, thereby actively contributing to the care and improvement of people's health.

Assign the City People's Committee and relevant departments and branches to study, balance and arrange the budget to implement the items so that the project can be started as soon as possible. In addition to implementing the investment project, upgrading infrastructure, modern equipment and machinery, Hai Duong General Hospital needs to constantly pay attention to improving the professional qualifications and service attitude of the medical staff; actively coordinate and establish twinning with hospitals in Hanoi City as well as major hospitals in the city to transfer new and specialized techniques, thereby improving the effectiveness of medical examination and treatment and health care for the people of the city.

Regarding the Western City Cultural and Sports Complex project, the Secretary of the City Party Committee acknowledged the dedication and efforts of agencies and units in developing and proposing plans. At the same time, he assigned the City People's Committee, departments and branches to research and propose investment plans to ensure compliance with planning and investment efficiency.

It is known that recently, localities in the western region of Hai Phong have focused on reviewing, coordinating to remove obstacles, speeding up the progress of site clearance for key projects and works. Speeding up the progress of projects in the western region of the city will contribute to opening up new development space, promoting the economic and social development of the city.

According to the West Hai Phong Construction Investment Project Management Board, in 2025, the board was allocated more than VND 5,175 billion for 69 projects. The estimated cumulative disbursement value in the first 7 months of 2025 is more than VND 3,143 billion, reaching nearly 60.7% of the capital plan allocated at the beginning of the year and striving to complete the disbursement of 100% of the assigned capital plan in 2025. In the past time, the unit has synchronously implemented many solutions to speed up the construction progress and disbursement of public investment capital. The West Hai Phong Construction Investment Project Management Board strives to achieve the highest disbursement targets set, making an important contribution to the economic and social development of the city.
