The Standing Committee of the Hai Phong City Party Committee has just assigned the City People's Committee to direct units to carry out procedures for investing in the East-West connecting route of the city, connecting National Highway 10 with the old Hai Duong City Ring Road 1. This is a project that the city has identified as a focus and priority in the 2026-2030 period.
According to the assessment of the Hai Phong Department of Construction, currently the traffic connection between the western urban area (the old urban core of Hai Duong City) and the eastern area (the old Hai Phong City) is mainly through National Highway 5 and the Hanoi - Hai Phong Expressway.
Through the survey, these connecting routes have revealed limitations and inadequacies, causing bottlenecks and bottlenecks in economic development.
The research and investment in the construction of the East-West connecting route of Hai Phong City aims to shorten the distance connecting the urban center of the Western region with the center of Hai Phong City, connecting urban centers - economic - industrial - seaport - aviation - logistics...
Forming and creating new space, exploiting potentials and strengths, creating development momentum and having important political - administrative - socio-economic significance of Hai Phong City after the merger.

According to the proposal, the project has a road management scale of 110m wide, with a total length of about 23.5km, passing through the following communes/wards: Nam Dong, Ai Quoc, Ha Tay, Thanh Ha, Ha Bac, Ha Nam, Kim Thanh, An Phong, An Duong. In which, the main road has a cross-section of 68m, designed for a minimum speed of 80km/h, one-way traffic; 6-lane double-track road.
The route will be designed with a median strip, emergency lane, and parallel road for motorbikes and cars with a maximum speed of 60km/h. The median strip ensures land reserve for the development of modern public transport methods such as: BRT, ART...
Both sides of the main road have a 42m wide road width to reserve for the construction of a service road to serve the traffic needs of the developing area on both sides to exploit urban areas, services, and industrial zones.
Hai Phong City People's Committee also built plans and development orientations, exploiting an additional 11,700 hectares to develop industrial parks, develop ecological urban areas combining high-tech agriculture and commercial and service urban areas; integrated industrial parks promote the attraction of developing commercial and service urban areas.
Of which, it is expected to exploit more than 2,200 hectares of land for urban development, new commercial services; 2,300 hectares of industrial land development and about 7,000 hectares of high-tech agricultural land development, traffic land, technical infrastructure, trees...
Hai Phong City also built 4 investment options: public-private partnership, construction-transfer contract form with payment by land fund combined with budget; public-private partnership in construction-transfer contract form with 100% use of investor capital, payment by land fund; public investment with budget or using ODA loan capital.
The city's inter-sectoral agencies plan to arrange 650-700 hectares of land planned for urban - service - commercial development, and ecological urban areas to pay or compensate with other land funds in the area with approved planning and plans to ensure payment balance for investors.
