Hai Phong City People's Committee has just issued Decision No. 4068/QD-UBND dated October 13, 2025 on the establishment of Hai Phong City Free Trade Zone.

According to the decision, the Hai Phong City Free Trade Zone has an area of ​​about 6,292 hectares, located in non-adjacent locations adjacent to Dinh Vu - Cat Hai Economic Zone and Hai Phong Southern Coastal Economic Zone, organized into functional areas, including: Production area, port and port logistics area, logistics center, trade - service area and other types of functional areas according to the provisions of law.

Functional areas in Hai Phong City Free Trade Zone that meet the conditions of duty-free zones as prescribed by law are guaranteed customs inspection, supervision and control activities by customs authorities and state management activities in corresponding fields by relevant agencies as prescribed by law.

Hai Phong City Free Trade Zone is an area with defined geographical boundaries, established to pilot specific and outstanding mechanisms and policies prescribed in Resolution No. 226/2025/QH15 dated June 27, 2025 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Hai Phong City.

The Hai Phong City Free Trade Zone is planned at 3 locations with a total area of ​​about 6,292 hectares, within the coastal economic zones of the city, specifically: Location 1, with an area of ​​about 2,923 hectares, located in the Southern Hai Phong Coastal Economic Zone, in Chan Hung and Hung Thang communes. This area borders the Van Uc River to the North; the West borders the residential area and urban development land of Hung Thang commune; the South borders the East Sea, Do Son coastal strip; the East borders the port area and coastal marine logistics services.

Location 2, with an area of ​​about 1,077 hectares, is located in Dinh Vu - Cat Hai Economic Zone, in Dong Hai ward. The North borders Tan Vu - Lach Huyen road and bridge and Nam Dinh Vu Industrial Park (Zone 1, Zone 2); the South borders the shipping channel to Lach Huyen port and the East Sea; the East borders Lach Huyen deep-water seaport; the West borders Hai An ward - an area developing coastal urban and industrial areas.

Location 3, with an area of ​​about 2,292 hectares, belongs to Cat Hai special zone, within the Dinh Vu - Cat Hai Economic Zone. The East and Northeast border the terminals 1 - 6 of Lach Huyen port and the railway station connecting Lach Huyen port to the Lao Cai - Hanoi - Hai Phong - Quang Ninh railway line; the West borders Tan Vu - Lach Huyen bridge and the mainland of Cat Hai island; the South borders the East Sea.

Hai Phong Free Trade Zone is divided into two main development phases. Phase 1 (2025 - 2030) completes the legal framework, infrastructure and pilots. Immediately apply a number of pilot mechanisms and policies to the area of ​​Dinh Vu - Cat Hai Economic Zone; implement planning, investment, construction... in the area of ​​Hai Phong Southern Coastal Economic Zone; prioritize investment in completing connecting infrastructure, seaports and key logistics functional areas; complete the management and operation model and build coordination regulations in administrative management and customs management in Hai Phong Free Trade Zone; focus on building a specific legal framework and decentralization mechanism.

From 2026 to 2028, continue to promote the thorough application of all pilot mechanisms and policies in the Hai Phong Free Trade Zone for the area of ​​Dinh Vu - Cat Hai Economic Zone; continue to carry out procedures on planning, approving investment policies and construction for functional sub-zones; deploy the work of attracting and selecting investors to invest in a number of key infrastructure projects according to the approved planning scheme to soon put into operation and attract investment according to the list of priority industries and occupations.

From 2028 to 2030, promote all pilot mechanisms and policies at Hai Phong Free Trade Zone for areas belonging to Dinh Vu - Cat Hai Economic Zone; basically complete technical infrastructure and promote the thorough application of all pilot mechanisms and policies at Hai Phong Free Trade Zone for areas belonging to Hai Phong Southern Coastal Economic Zone.

In Phase 2 (2030 - 2035), the City will focus on comprehensively completing infrastructure, expanding scale, implementing extensive incentives and promoting integration with the industrial - logistics ecosystem.

During this period, Hai Phong will promote deep connectivity and integration between the Hai Phong Free Trade Zone and industrial parks and clusters in the city, forming a complete production and logistics ecosystem, strengthening the supply chain for key industries. Attract investment projects in industries with higher added value such as green industry and bio-industry. Develop high-quality support services such as R&D, consulting, and technology finance to serve businesses in the region. Enhance the application of digital technology in the management and operation of seaports and logistics activities to optimize efficiency and reduce costs.

The Hai Phong Free Trade Zone is oriented to become a new growth engine, contributing to the implementation of Resolution No. 45-NQ/TW of the Politburo on Hai Phong's development to 2030, with a vision to 2045. Aiming to become a regional and international competitive production, logistics, trade - services, high technology and finance center; promoting high-tech industry, innovation, digital transformation and green growth. The zone is organized into functional areas including: production area; port and port logistics area; logistics center; trade - service area and other functional areas according to regulations.

The operations, mechanisms, policies and management organization of the Hai Phong City Free Trade Zone shall comply with the provisions of Resolution No. 226/2025/QH15 dated June 27, 2025 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Hai Phong City and relevant legal documents.

The Hai Phong Economic Zone Management Board is an agency under the City People's Committee that directly performs state management of the Hai Phong City Free Trade Zone; manages and organizes the implementation of the function of providing public administrative services and other support services related to investment, production and business activities for enterprises in the Hai Phong City Free Trade Zone.

The development of the Hai Phong City Free Trade Zone is carried out according to a roadmap consistent with the national socio-economic development strategy, the general plan of Hai Phong City and the approved goals and orientations for the development of the Free Trade Zone, ensuring consistency, feasibility and efficiency.

Along with the strategic orientation, the City is also urgently realizing the Southern Coastal Economic Zone with specific steps.

According to the Hai Phong Economic Zone Management Board, the Master Plan for the Southern Coastal Economic Zone of Hai Phong was approved on July 3, 2025, and is currently bidding to select a consulting unit to develop the plan, with the documents expected to be completed and submitted to the Ministry of Construction in November 2025. This is an important legal premise to specify the new development space.
