Hai Phong speeds up the realization of Special Economic Zones, creating new development momentum

On November 7, the Steering Committee for the development of economic zones (EZs) and industrial parks (IPs) in the city met to give opinions on the development of EZs and IPs, and identify key tasks for the last two months of 2025.

Reporting at the Conference, Mr. Le Trung Kien, Vice Chairman of the City People's Committee, Head of the Hai Phong Economic Zone Management Board said: The Project to establish Hai Phong Specialized Economic Zone has been submitted to the Prime Minister and is continuing to implement the next steps to establish it. Hai Phong Specialized Economic Zone will have a modern and synchronous infrastructure, becoming a comprehensive, multi-sector economic zone, a driving force to promote the city's socio-economic growth with a contribution to the City's GRDP of about 3 - 4% by 2030 and over 5% after 2030.

Mr. Le Trung Kien, Vice Chairman of the City People's Committee, Head of the Hai Phong Economic Zone Management Board reported on the development of economic zones and industrial parks in the city.

The specialized economic zone has an area of about 5,300 hectares, in the core area of the dynamic industrial zone in the West of the city, belonging to 6 communes: Thuong Hong, Nguyen Luong Bang, Bac Thanh Mien, Thanh Mien, Hai Hung, Binh Giang (communes according to Resolution No. 11/NQ-HDND dated April 28, 2025 on approving the policy of arranging commune-level administrative units of Hai Duong province in 2025). The planning area of Hai Phong specialized economic zone is located in the core area of the dynamic industrial zone, in the West of Hai Phong (south of Hanoi - Hai Phong highway).

This is a very favorable location, the center connecting the Red River Delta, where there are many industrial and commercial centers, large domestic markets and abundant human resources; with the ability to connect traffic by road, waterway and air. In the Vietnam - China regional relationship, the Special Economic Zone is located on the main route of the economic corridors: Nanning - Lang Son - Hanoi - Hai Phong - Quang Ninh; Kunming - Lao Cai - Hanoi - Hai Phong - Quang Ninh.

For the Southern coastal economic zone, the City is focusing on establishing and approving the master plan, striving to complete it in 2025. In this economic zone, 4 industrial parks have been established, including Tran Duong - Hoa Binh Industrial Park (area A); Tan Trao Industrial Park (phase 1); Ngu Phuc Industrial Park (phase 1); Tien Lang Airport Industrial Park (area B).

There are 3 other industrial parks that have been approved for 1/2000 zoning plans but have not been established yet, including Tien Lang 2 Industrial Park (phase 1); Tien Lang Airport Industrial Park (area A); Tran Duong - Hoa Binh Industrial Park (area B). Tien Lang 1 Industrial Park is currently being studied for zoning plans.

In addition, Hai Phong City has been implementing a number of industrial clusters: Tan Trao, An Tho, An Tho - Chien Thang, Nam Am... Seaport, logistics and energy projects include Nam Do Son Port and Logistics Center; Hai Phong LNG Thermal Power Plant; Tien Lang Seaport and Logistics Center Construction Investment Project and Hung Thang, Thai Hoa New Urban Areas, and Resettlement Areas.

Regarding the city's Free Trade Zone, after the decision to establish it on October 13, 2025, the Hai Phong Economic Zone Management Board has researched and developed a plan to develop the Hai Phong City Free Trade Zone, which clearly defines the tasks to be implemented as well as the criteria for selecting investors and investment projects to be implemented in the Free Trade Zone.

The Southern coastal economic zone, the new generation free trade zone, specialized economic zones and ecological industrial zones will create new development momentum to form a comprehensive value chain and increase export value.

In addition, the City is also actively speeding up the progress of other industrial parks in the area such as Trang Due 3, Nam Trang Cat, Vinh Quang, Hai Phong International Gateway Port, Nomura Phase 2, Tien Thanh, Xuan Cau... However, some projects are behind schedule due to problems in site clearance and some projects due to the capacity of the investor.

At the conference, leaders of city departments, branches and localities pointed out the work that has been implemented, especially site clearance; reflected on some difficulties and problems and expressed their determination to focus on completing assigned tasks, especially site clearance.

Mr. Le Ngoc Chau, Chairman of Hai Phong City People's Committee, emphasized two important factors that need to be considered in the development of economic zones and industrial parks in the city: site clearance and investment attraction. In particular, the site clearance progress of some projects is showing signs of slowing down and is behind schedule, which needs to be thoroughly resolved by sectors and localities.

Regarding investment attraction and filling of industrial zones, the Chairman of Hai Phong City People's Committee emphasized the role of the Hai Phong Economic Zone Management Board; the city's departments and branches and requested more active, effective and drastic solutions. In particular, focusing on reviewing the capacity of investors and resolutely replacing them if they do not meet the requirements. The Economic Zone Management Board also needs to promptly advise and propose solutions to meet the human resources needs of industrial zones and economic zones.

Concluding the meeting, Mr. Le Tien Chau, Secretary of the Hai Phong City Party Committee, Head of the Steering Committee for the Development of Economic Zones and Industrial Parks of the City, emphasized that the development of economic zones and industrial parks is the city's key task and the driving force for growth. Currently, there are a number of economic zones and industrial parks that are effective, but there are also many industrial parks with slow progress and many difficulties and problems. Therefore, it is necessary to review the overall strategy on the orientation and planning of economic zones, industrial parks, industrial clusters, and free trade zones throughout the new city to ensure the maximum promotion of the potential and advantages of each area, effectively utilize key infrastructure projects, minimize new infrastructure investment costs and limit internal competition, creating mutually complementary development between areas.

Mr. Le Tien Chau, Secretary of Hai Phong City Party Committee, affirmed that the development of economic zones and industrial parks is a key task and at the same time the driving force for the city's growth.

The Secretary of the Hai Phong City Party Committee directed to accelerate the establishment of specialized economic zones and complete the master plan for the coastal economic zone in the south of Hai Phong in 2025; soon complete procedures to start construction of the Nam Do Son port and logistics center in December 2025.

Regarding the Free Trade Zone, the City Party Committee directed the development of a development plan, especially on the model, conditions, and criteria for attracting sectors into the Free Trade Zone; clarifying the resources for implementation, both budget resources and business resources. Promoting investment attraction, along with attracting from Japan, Korea, China, as well as expanding to the United States, Europe, Singapore...

In developing the Free Trade Zone, it is necessary to maximize the superior mechanisms and policies from Resolution No. 226/2025/QH15 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Hai Phong city, thereby spreading the attractiveness of the city's Free Trade Zone.

Assign the City People's Committee to work with the investors of industrial park infrastructure being deployed in the area with agencies, units and localities, build a progress roadmap to direct the removal of difficulties, especially site clearance work, report to the Steering Committee for monitoring and urging before November 15.

For industrial parks under study that have not yet had an investment policy decision, the City Party Committee and People's Committee will work with investors and relevant units to review the implementation progress, carefully assess the investor's capacity and the city's industrial park development needs, and establish a progress critical path for monitoring and completion in November 2025.

For industrial parks that are slow in site clearance, the City Party Secretary requested localities to focus on implementing measures to enforce land recovery and require investors to organize construction immediately, at the latest after 1 month of having the site... At the same time, direct to speed up the construction progress of Tien Thanh Industrial Park, if it is too slow, appropriate measures will be taken; remove difficulties for the Hai Phong Sakura Golf Course project and speed up the progress of the Xuan Dam Golf Course project.
