The Hai Phong City Labor Federation has issued a plan to pilot the model of "Socialist Grassroots Trade Union" in units and enterprises in the city.
The goal is to ensure that the trade union organization is truly a political and social organization of the working class, for the interests of union members and workers, contributing to building Hai Phong into a model in the model of socialist construction.
The pilot model will be implemented from November 2025 to August 2027, at 30-50 grassroots unions with 200 or more union members and workers. The set of criteria for evaluating the "Socialist Grassroots Trade Union" model includes 4 standards, with 8 criteria, on a 100-point scale.
The standards include: Caring for and protecting the rights of union members and workers; improving the cultural life and spirit of union members and workers; organizing emulation movements; participating in building a strong Party, government, and trade union organization.
The criteria include: Negotiating and signing collective labor agreements in accordance with regulations is classified as A, including many provisions more favorable than the law; having coordination regulations between the union and unit leaders, organizing periodic dialogues at least twice a year and annual labor conferences in accordance with regulations.
100% of employees participate in social insurance, unemployment insurance, occupational accident and disease insurance according to the law, and have periodic health check-ups at least once a year.
100% of union members and workers are given gifts and cared for during the holidays; 100% of union members and workers in difficult circumstances, with serious illnesses, natural disasters, or risks are supported by businesses or the City Union Shelter Fund.
The grassroots trade union organizes cultural and artistic seminars at least twice a year; at least two sports competitions per year; opens at least one class per year on foreign languages, information technology, improving professional skills or disseminating legal knowledge, occupational safety and hygiene; organizes at least one soft skills class or activities to improve spiritual life...
A unit achieves the title of "Socialist Grassroots Trade Union" when it scores 90 points or more, in which each criterion scores at least 50% of the total score.
The City Labor Federation selected 30-35 grassroots unions in many fields to pilot the model; provided support in terms of policies, resources, and facilities to promote the model's effectiveness.
