674,888 people bitten by animals had to receive rabies preventive treatment
On the evening of March 14, the Government Office announced that Deputy Prime Minister Tran Luu Quang had just signed Official Dispatch No. 22/CD-TTg of the Prime Minister on focusing on strictly implementing rabies prevention and control work.
The dispatch stated that, according to a report by the Ministry of Agriculture and Rural Development , in 2023, 82 people died of rabies in 30 provinces and cities nationwide, and 674,888 people bitten by animals had to receive rabies preventive treatment, an increase of 45% compared to 2022 (of which 80% of cases were caused by dogs, 18% by cats, and the rest by other animals such as monkeys, rats, and bats).
In the first two months of 2024, 18 people died from rabies in 14 provinces and cities, an increase of 9 cases compared to the same period in 2023, the number of people requiring rabies preventive treatment reached nearly 70,000 people, an increase of 11% compared to the same period in 2023. Recently, in Quang Ninh province, there was a case of a rabid dog biting 14 students and teachers in a school.
To prevent the risk of increasing the number of people requiring preventive treatment for rabies due to animal bites and the number of deaths due to rabies, the Prime Minister's Official Dispatch requests the Chairmen of the People's Committees of provinces and centrally-run cities to perform many important tasks.
Accordingly, promote information and propaganda work, raise people's awareness and responsibility and guide people to strictly comply with legal regulations in raising and managing dogs, cats and other animals that are at risk of causing diseases.
Instruct and require owners of dogs, cats and other animals at risk of causing disease to commit to fully and correctly implementing regulations on raising, confining and managing them, especially declaration, vaccination and rabies prevention and control.
Do not let dogs and cats roam freely. When taking dogs and cats to public places, crowded places, residential areas, and apartment buildings, they must be managed and fully implemented measures must be taken to ensure the safety of people around them (especially dogs must be muzzled, have a leash and a person to lead them) and ensure environmental hygiene.
Strictly implement rabies vaccination for dogs and cats, ensuring that at least 80% of the total dog and cat population in each locality is vaccinated against rabies in 2024 and the following years.
Direct People's Committees at all levels, relevant departments and branches, especially veterinary and health agencies, to promptly monitor, warn and apply measures to prevent and control rabies.
Collect, synthesize, and report complete and accurate information on dog-raising households, number of dogs, rabies vaccination in residential groups, residential areas, villages, communes, and rabies situation to the Animal Disease Reporting System (VAHIS).
Directing to strengthen strict handling of cases of violations of legal regulations in raising and managing dogs and cats; investigating, prosecuting, and strictly handling cases of non-compliance with regulations in raising and managing dogs and cats, leading to serious consequences according to the provisions of law.
Strictly punish leaders who are negligent in rabies prevention and control
Chairmen of local People's Committees directed to review, clarify responsibilities, and strictly handle collectives, individuals, and heads of authorities at all levels who are still subjective and negligent in leading and directing rabies prevention and control work.
Especially in places where there are many cases of people dying from rabies (such as in the provinces of Gia Lai, Dak Lak, Binh Phuoc, Ben Tre, Nghe An, Dien Bien) and where the rate of rabies vaccination for the total dog population is low, below 10% (such as in the provinces of Quang Binh, Hau Giang, Binh Dinh and Quang Nam).
Establish a working group to directly inspect and urge localities with low rabies vaccination rates for dogs and cats and places with many deaths from rabies to carry out rabies vaccination, rabies prevention and management of dogs and cats.
The Ministry of Public Security coordinates with the People's Committees of provinces and cities to direct local police to proactively grasp the situation, promptly investigate and strictly handle cases of dog owners who do not comply with regulations on dog breeding and management, leading to serious consequences.
