On the morning of June 27, the Hanoi People's Council held a thematic session - the 24th session of the 16th term People's Council.
At the meeting, the Hanoi People's Council carefully reviewed the reports and submissions of the City People's Committee, the inspection reports of the City People's Council Committees to discuss, decide and pass 11 Resolutions with contents to promptly operate the 2-level local government model from July 1, 2025; resolutions on adjusting socio-economic decentralization, decentralization of revenue sources, expenditure tasks; adjusting budget estimates, public investment plans; authority to manage and use public assets (etc.), when applying the 2-level local government model...
Speaking at the closing session, Chairman of the Hanoi People's Council Nguyen Ngoc Tuan emphasized that immediately after this session, the People's Council requested the People's Committee of the city, departments, branches and localities to base on the provisions of the Law, Resolutions of the People's Council of the city and assigned functions and tasks to organize timely, complete and effective implementation.
Regarding the arrangement of administrative units and the implementation of the 2-level local government model, the Chairman of the Hanoi People's Council affirmed that this is a very correct policy of the Party and the State, aiming to ensure the comprehensiveness, synchronization and unity in the political system; to arrange the apparatus to be streamlined - compact - strong - efficient - effective - efficient, with the goal of being closer to the people, serving the people and businesses better; meeting the requirements in the new development era of the country.
The Hanoi People's Council requested the City People's Committee, all levels, sectors and localities to continue to focus highly; seriously and effectively implement the directions of the Central Government and the City to complete the preparation work, officially put into operation the city's 2-level local government model from July 1, ensuring smooth, continuous, uninterrupted operation, without affecting production, business activities and serving people and businesses.
Regarding the Resolutions on adjusting socio-economic decentralization, decentralization of revenue sources, expenditure tasks; adjusting budget estimates, public investment plans; authority to manage and use public assets are the legal bases for transferring tasks and powers from district-level authorities to commune-level authorities. The Hanoi People's Council requests the City People's Committee to promptly issue detailed and specific plans and instructions to effectively implement the Resolutions of the City People's Council to ensure consistency and unity.
“During the implementation process, promptly direct and remove obstacles and difficulties, especially issues arising during the transition period of the two-level government,” said Mr. Nguyen Ngoc Tuan.
Regarding the thematic resolutions on adjusting and supplementing the list of land acquisition projects; approving the investment policy for the Land Acquisition, Compensation, Resettlement Support, Site Clearance Project of the Road Connecting Gia Binh Airport to Hanoi Capital and the Environmental Improvement and Waste-to-Energy Burning Project under the Public-Private Partnership (PPP) model, the Chairman of the Hanoi People's Council requested the City People's Committee to develop a specific plan, clearly assign responsibilities, clearly define the roadmap and progress; strengthen investment supervision and evaluation so that the projects are implemented in accordance with quality, progress and regulations.
Along with that, the Chairman of the Hanoi People's Council also requested the Standing Committee of the City People's Council, the Committees of the City People's Council, and the City People's Council delegates to strengthen supervision, especially the implementation of the organization and apparatus arrangement and the implementation of mechanisms, policies, and resolutions of the City People's Council to promptly grasp problems and difficulties and propose solutions to remove them, in order to ensure that the resolutions of the City People's Council are put into practice and achieve practical results.
The City People's Council requested the Vietnam Fatherland Front Committee of Hanoi to continue to propagate and mobilize voters and people to pay attention to, support and highly agree with the policies and guidelines of the Central Government and the City, and at the same time strengthen supervision of their implementation.
