The Secretary of the Ninh Binh Provincial Party Committee emphasized that building a Millennium Heritage City can only be realized with the joint efforts and consensus of the entire population, making every citizen of the province always proud of the heritage value.
"Millennium Heritage City" is the impressive name of Hoa Lu, the capital city of Ninh Binh in the future according to the Ninh Binh Provincial Planning for the period 2021-2030, with a vision to 2050.
With the soul of "Trang An Culture," Ninh Binh province aims for Hoa Lu to be a class I urban area, and by 2035 it will be a centrally-run city. In the coming time, the province will continue to implement synchronous solutions to help Ninh Binh steadily build a Millennium Heritage City that both preserves the sustainable values of the heritage and is civilized and modern.
Realizing Millennium Heritage City
On May 28, Ninh Binh province organized the Announcement of the Ninh Binh Provincial Planning for the period 2021-2030, with a vision to 2050. Accordingly, in terms of development, Ninh Binh is determined to follow the direction of "green, sustainable and harmonious", taking tourism and cultural industry as spearheads, modern automobile mechanical industry as a driving force, attaching importance to cultural development, strengthening regional linkages and expanding international cooperation.
The plan identifies "3 foundations," "4 pillars" of economic development and "7 key, breakthrough tasks." Of which, the most important foundation is the cultural-human-nature values, the quintessence of the ancient capital's culture.
Regarding development space, 3 functional areas are identified, with the central area playing the role of a driving force and breakthrough in development being Hoa Lu city (based on the merger of Ninh Binh city with Hoa Lu district at present) and Tam Diep city. Regarding urban system planning and territorial organization of rural areas, the province orients 7 central urban areas including: 1 type I urban area, 1 type II urban area and 5 type IV urban areas. For rural areas, it will develop in harmony with the construction of heritage urban areas.
Ninh Binh Provincial Party Secretary Doan Minh Huan said that the arrangement of administrative units at commune and district levels according to the Party and State's policies is an opportunity to reorganize rural and urban society, especially to regain the position and value of the Hoa Lu Ancient Capital heritage in modern society. That is to build Hoa Lu-Ninh Binh urban area with the characteristics of a Millennium Heritage Urban Area and a creative city.
Faced with the challenges of compact urban areas and concrete urban areas, the Secretary of the Ninh Binh Provincial Party Committee believes that cultural heritage is the core factor in inheriting, promoting and building Millennium Heritage Urban Areas. People are the center of Millennium Heritage Urban Development Management, focusing on cultural character and urban lifestyle.
Ninh Binh needs a strategy to build a system of cultural values and human dignity in the ancient capital of Hoa Lu, to awaken and promote the latent "cultural gene" of Trang An, effectively serving the realization of development aspirations.

Associate Professor, Doctor, Architect Nguyen Hong Thuc, Hanoi National University, believes that the Millennium Heritage City, which includes both a world heritage city and a creative city, is the right direction for Ninh Binh province in its breakthrough development strategies. To build the content and space, symbols and images for this city with new values, for smart and sustainable development, it is necessary to start from theoretical and practical thinking, action frameworks and motivational strategies; establish development infrastructure for heritage economy and creative economy; innovate the development ecosystem, establish high value-added service chains.
Proposing a model for developing urban heritage space for Ninh Binh province, according to Dr. Architect Nguyen Quoc Tuan, Head of the Faculty of Architecture, Phuong Dong University, Ninh Binh should focus on urban development in the direction of building creative art cities, tourist cities associated with cultural heritage with the vision of a Millennium City, associated with the thousand-year heritage that nature and our ancestors have passed down.
Designing and selecting development models, building friendly urban areas, adapting to climate change, suitable for indigenous culture, preserving and sustainably maintaining heritage, promoting a unique economy associated with the capacity to develop creative culture... is the appropriate direction, so that existing good values will be passed on to future generations.
Many opinions of management experts and scientists believe that with the goals, orientations and aspirations for development, in the coming time, Ninh Binh province needs a new vision, a new position, a new image for the transformation period to liberate and promote all local identity values, become a resource and capital for socio-economic development and take advantage of the opportunistic factors of the new context.
Therefore, Ninh Binh needs to have special and outstanding mechanisms and policies to undertake the great mission of preserving and conserving cultural values and human heritage. At the same time, it is necessary to create motivation for the province to have more opportunities to promote its internal strength and mobilize resources for rapid and sustainable development, worthy of being a special urban area in terms of heritage values./.
