On the morning of November 6, continuing the working program of the 6th Session, under the chairmanship of National Assembly Chairman Vuong Dinh Hue, the National Assembly conducted the Question and Answer Session.
Authorized by the Prime Minister , Deputy Prime Minister Tran Luu Quang presented a report on the implementation of a number of resolutions of the 14th National Assembly on thematic supervision and questioning and the National Assembly's resolutions on thematic supervision and questioning from the beginning of the 15th tenure to the end of the 4th Session.
Deputy Prime Minister Tran Luu Quang stated: According to the Session Program and the implementation plan of the National Assembly Standing Committee, the Government has sent to the National Assembly deputies 19 full reports on the implementation results of 10 National Assembly resolutions on thematic supervision and questioning during the 14th National Assembly term and from the beginning of the 15th National Assembly term to the 4th Session.
In the fields of planning and investment; finance; banking , implementing the Resolutions of the National Assembly, the Government and the Prime Minister have focused on directing all levels, sectors and localities to focus on synchronously and effectively implementing tasks and solutions on planning, investment, finance, currency and credit and achieved many important results.
Planning work has been promoted and quality has been improved; the National Master Plan and many sectoral, sectoral and provincial plans have been issued, striving to complete the approval of plans in 2023. The socio-economic recovery and development program, support policies and business development have been actively implemented, contributing to removing difficulties for businesses, ensuring social security and people's lives. Public investment has been restructured in the direction of ensuring focus and key points, avoiding spreading, waste and inefficiency; discipline and order in public investment have been strengthened; disbursement of public investment capital has been promoted.
Financial discipline - The state budget is strengthened, ensuring correct, full and timely collection, especially for e-commerce and digital platform business; thoroughly saving regular expenditures; strictly controlling deficit, public debt, government debt, and national foreign debt within the limits permitted by the National Assembly.
Monetary policy is actively, flexibly, promptly and effectively managed; the monetary market, foreign exchange and exchange rates are basically stable. Since the beginning of 2023, the operating interest rate has been reduced 4 times with a reduction of 0.5-2%; implementing a credit package of 120 trillion VND for social housing, 15 trillion VND for forestry and fishery products; focusing credit capital on growth drivers and priority sectors.
However, there are still limitations and shortcomings in these areas, as many National Assembly deputies have pointed out. The progress of completing sectoral, regional and provincial planning is still slow. Disbursement of public investment capital and implementation of policies to support businesses in borrowing under the 40 trillion VND package of the Socio-Economic Recovery and Development Program have not met requirements. The arrangement, restructuring and equitization of state-owned enterprises are still slow. Access to credit is still limited, credit growth is low, bad debt tends to increase; handling weak credit institutions faces many difficulties due to having to correctly assess the value of assets that have gone through many periods...
Regarding the fields of industry and trade, agriculture and rural development; transportation; construction; natural resources and environment , the Deputy Prime Minister said that the Government and the Prime Minister have directed to focus on completing and promulgating the National Energy Master Plan and the National Power Development Plan. Strongly developing the domestic market in conjunction with expanding and diversifying international markets, improving product quality, effectively exploiting signed Free Trade Agreements (FTAs); at the same time, promoting negotiations and signing new FTAs; supporting businesses to improve their capacity and participate in investing in global supply chains.
Proactively and synchronously deploy many solutions to develop large-scale, highly efficient commodity agriculture; agricultural export turnover in the first 10 months of 2023 reached 43.08 billion USD, trade surplus 9.3 billion USD; the whole year of 2023 is expected to reach 43 million tons of rice, contributing significantly to ensuring national food security, major balances and macroeconomic stability.
The Government has submitted to the National Assembly for decision on investment policies for 06 key national transport projects with a total investment of nearly 400 trillion VND. Accelerate site clearance and complete procedures for commencement of all projects approved by the National Assembly. From 2021 to present, 659 km of expressways have been completed and put into use, bringing the total length put into operation to 1,822 km; strive to complete and exceed the target of 3,000 km of expressways by the end of 2025 according to Resolution of the 13th National Congress.
The Government and the Prime Minister focused on directing the summary, completion and submission to the National Assembly of the draft Land Law (amended); innovation of financial policies on land and land prices. The effectiveness and efficiency of land management and use have been gradually improved; the situation of slow land use in localities has had positive changes.
Control of water exploitation and use activities, ensuring water security in the context of climate change has been improved. The Water Resources Plan for the period 2021 - 2030, with a vision to 2050, and 07 river basin plans have been issued. The national marine spatial plan is a difficult and sensitive plan, which is being focused on building, completing, and reporting to competent authorities for submission to the National Assembly for consideration and decision.
Environmental protection work is focused on, especially environmental control, wastewater in industrial zones, craft villages, projects, facilities with the risk of causing environmental pollution, and pollution treatment in river basins. The management of domestic solid waste has many positive changes; the rate of urban domestic solid waste collected and treated is about 96% (exceeding the National Assembly's target of 89%).
In addition to the achieved results, the site clearance and implementation of some key infrastructure projects, especially energy and transport infrastructure, are still slow; the Plan to implement the 8th Power Plan, the Urban and Rural System Plan, and regulations on sea encroachment have not been issued. The development of smart cities is still limited; the real estate market is still difficult. Environmental quality in some places is still slow to improve; control and treatment of environmental pollution in craft villages, production facilities, river basins, and urban areas still have shortcomings...
Regarding the fields of science and technology; education and training; culture, sports and tourism; health; labor - war invalids and social affairs; information and communications, Deputy Prime Minister Tran Luu Quang said that the Government and the Prime Minister have focused on directing the synchronous revision of management mechanisms, finance, investment methods, removing difficulties and obstacles, promoting the development of the science and technology market, and the national innovation and startup ecosystem. Vietnam's global innovation index ranked 46/132, up 02 places compared to 2022.
Completing the legal corridor to implement innovation and development of education and training; effectively implementing the 2018 General Education Program. Building a healthy cultural environment and perfecting the personality of Vietnamese people is of interest to the whole society. The work of protecting and taking care of people's health is focused on, especially effectively controlling the COVID-19 pandemic.
The preventive and primary health care systems have been strengthened, gradually reducing the load on central and tertiary hospitals. The food safety management mechanism has been basically completed. Policies for people with meritorious services have been fully and promptly implemented, ensuring social security and supporting people and businesses; people's lives have been improved. The poverty rate according to the multidimensional poverty standard has decreased to 2.93%...
Effectively implement the overall program of state administrative reform; promote national digital transformation and Project 06; promptly build and operate national databases. By 2023, strive to complete the goal of 100% of communes with especially difficult socio-economic conditions, island communes and island districts having operating radio stations. Basically complete the arrangement of press agencies according to the plan; promptly rectify and handle the situation of "newspaperization" of magazines, manifestations of "privatization" of the press.
However, these areas still have limitations, shortcomings, and difficulties as the National Assembly delegates have pointed out. Investment in science, technology, and innovation is still modest. The quality of education, training, and vocational training is still limited; the local shortage of preschool and general education teachers has not been completely resolved; and textbook reform has not met requirements.
Cultural development is still slow compared to economic development; the development of cultural industry and tourism is not commensurate with potential and advantages. The shortage of medicine, equipment and medical supplies has not been completely resolved. The number of workers who have lost their jobs, had their working hours reduced, and had their social insurance withdrawn at one time has increased locally; the number of workers in the informal sector is still large; the unemployment rate among young people is still high...
Regarding the fields of justice; internal affairs; security, order, social safety; inspection, settlement of complaints and denunciations, Deputy Prime Minister Tran Luu Quang stated: Clearly identifying the task of building and perfecting legal institutions and organizing their implementation as a key task, the Government, since the beginning of the term, has submitted to the National Assembly for approval 03 Resolutions on the annual law and ordinance building program; 25 draft laws and resolutions; The Government, the Prime Minister and ministries and branches have issued 116 documents, including 68 Decrees to detail the laws and resolutions that have come into effect. The work of inspecting and reviewing legal documents has been regularly directed.
The enforcement of civil judgments and monitoring of administrative judgments are increasingly effective; complicated and prolonged cases, handling of the recovery of assets misappropriated and lost in economic and corruption cases are being directed resolutely. Strengthening decentralization and delegation of power; reviewing and perfecting the organizational apparatus; resolutely reorganizing, merging and consolidating organizations that do not meet the criteria and conditions for establishment, especially organizations within ministries, branches and localities. Continuing to rectify the situation of cadres and civil servants shirking responsibility, being afraid of responsibility and being afraid of making mistakes in the performance of public duties; issuing a Government Decree on encouraging and protecting dynamic, creative cadres who dare to think, dare to do, and dare to take responsibility for the common good.
Effectively deploy the National Strategy on Crime Prevention for the period 2016 - 2025. Seriously and effectively implement the National Assembly's Resolutions on inspection, citizen reception, handling of complaints and denunciations, prevention and combat of corruption and negativity...
In addition to the achievements, these areas of work still have shortcomings, limitations, difficulties and challenges. The backlog of documents detailing laws and resolutions that have come into effect has not been completely resolved. Cutting and simplifying administrative procedures is sometimes slow, not timely and drastic; arranging and perfecting a streamlined apparatus, operating effectively and efficiently, reducing focal points and intermediate levels still has shortcomings.
Security, social order and safety, and crime in some areas and fields still have potential complications, especially drug crimes and cyber crimes; there have been a number of serious fires and traffic accidents, and a number of complicated mass complaints and denunciations...
Deputy Prime Minister Tran Luu Quang affirmed that in recent times, the Government and the Prime Minister have focused on directing ministries, branches and localities to seriously implement the National Assembly's Resolutions on thematic supervision and questioning, achieving many positive results, contributing to the effective implementation of the set socio-economic development goals and tasks.
Many tasks have been completed, creating positive changes in various fields, and some regular and long-term tasks are being vigorously implemented. However, some tasks are still being implemented slowly, not meeting the requirements due to many objective and subjective reasons and will continue to need time to complete.
In the coming time, the Government and the Prime Minister will focus on directing ministries, branches and localities to make greater efforts in implementing the National Assembly's Resolutions on thematic supervision and questioning. The Government and the Prime Minister respectfully request and hope to continue to receive the attention, companionship, support and supervision of the National Assembly, the Vietnam Fatherland Front, socio-political organizations, people's organizations, National Assembly deputies and compatriots and voters nationwide to strive to achieve the highest goals and tasks of the 2023 plan, contributing to the successful implementation of the 5-year socio-economic development tasks of 2021 - 2025 according to the Resolution of the 13th National Party Congress and the Resolution of the National Assembly.
