Leading us to visit the scientifically planned and neat VAC farm, veteran Dao Van Vinh, Thu Hoa village, Thanh Tan commune (Thanh Liem) shared: After completing my military service and returning to my locality, although I had a lot of land, because I did not know how to apply science and technology to production, my family's economy still faced many difficulties. Since joining the Veterans Association, being propagandized and mobilized to change the structure of crops and livestock, being able to borrow capital from the Bank for Social Policies and participating in training courses on transferring science and technology organized by the association at all levels has helped me change my way of thinking and doing. In 1997, when the locality had a policy of encouraging farmers to convert ineffective rice growing areas to aquaculture, I boldly converted and bid for land from the Commune People's Committee with a total area of nearly 20 hectares to build the VAC model. Up to now, with the previously ineffective rice growing land area, I have renovated it to raise fish with high economic efficiency, such as: black carp, common carp, bighead carp, grass carp... At the same time, taking advantage of the pond bank area, building more barns to raise more than 100 pigs and using manure as fish feed, reducing costs. After many years of development, my VAC model generates an income of over 100 million VND/year.
As for CCB Tong Van Thuc, Hoan Duong village, Moc Hoan commune (Duy Tien), thanks to his own will and determination and the help and support of the association at all levels, he has now built a livestock farm worth over 1 billion VND. Mr. Tong Van Thuc said: In 2008, with the help of the Association of CCB in Moc Hoan commune, which created conditions for loans from the Bank for Social Policies and the Bank for Agriculture and Rural Development, along with his family's savings, I boldly bought 10 dairy cows. After more than 1 year, the cows gave birth to 6 female calves and harvested milk, after deducting expenses, I still made a profit of about 600,000 VND/day, equivalent to 18 million VND/month. Realizing that raising dairy cows was effective, in 2013, I boldly bid for a plot of land to expand the barn by 200m2, continuing to invest in buying breeding cows. Up to now, my cow farm regularly maintains more than 40 milking cows; After deducting all expenses, the average annual profit is more than 500 million VND.
Identifying that borrowing capital is an important factor to help members develop their family economy , and is the foundation for completing the association's target programs, every year, the Provincial Association of War Veterans has developed a plan to direct the Association of War Veterans at all levels to strengthen the propaganda and dissemination of the Party and State's policies and guidelines, regularly update preferential credit policies and programs, guide and disseminate regulations of the Bank for Social Policies to group members through meetings; requiring groups to properly implement the process of entrusting loans to poor households and other policy beneficiaries, focusing on the work of evaluating and lending capital to the right subjects, publicly and democratically, ensuring the process. At the same time, directing the Association of War Veterans in districts, towns and cities to review the quality of operations of savings and loan groups to consolidate and improve the quality of operations of the groups.
In addition, every year, the Provincial Association of War Veterans directs the Association of War Veterans in districts, towns and cities to inspect 100% of savings and loan groups in the area. Through inspection and supervision, errors and limitations in the management and lending of policy credit capital have been overcome and corrected; help the Association at all levels synthesize opinions and recommendations related to management and lending activities to propose and recommend to the Social Policy Bank solutions to support and promptly handle difficulties and problems in the locality... Up to now, with a total outstanding debt of more than 600 billion VND from the loan capital of the Social Policy Bank managed by the Association at all levels, it has provided loans to poor households, students, job creation, labor export, clean water and rural environmental sanitation... Along with supporting preferential loans, from the beginning of 2024 up to now, the Association of War Veterans at all levels has also coordinated with functional agencies to organize many training courses to propagate and guide techniques for planting, caring for, and preventing pests and diseases for rice and other crops; preventing diseases in livestock and poultry... for a large number of officers and members of the Association of War Veterans to participate.
With timely guidance and support from the Veterans Association at all levels in terms of scientific and technological knowledge, production and business experience and capital, many veterans have continuously researched, innovated, proactively seized opportunities and promoted economic development. Currently, the province has 3,524 production and business models owned by veterans, including 98 small and medium enterprises, 28 cooperatives, 22 cooperative groups, 171 farms, 1,022 households, 2,183 service business households... attracting 11,145 workers in the following industries: textiles, construction, mining, service business, processing, livestock farms, cultivation... helping to stabilize the economy and increase income for veterans' families. Up to now, the province has over 70% of veterans' families achieving a fairly good or rich economic level; the rate of poor veterans' families has decreased to 0.31%.
