Obvious effectiveness of the 2-level local government model in Ho Chi Minh City

Ho Chi Minh City Police is assessed by the Ministry of Public Security as the local police unit with the largest but most scientific and stable arrangement.

On October 22, the Ho Chi Minh City Party Committee held a conference to review the implementation of Resolution 18-NQ/TW of the 12th Party Central Committee on "Some issues of continuing to innovate and reorganize the apparatus of the political system to be streamlined and operate effectively and efficiently".

At the conference, many agencies and units presented papers and shared outstanding results as well as difficulties and obstacles in the process of implementing Resolution 18 associated with the implementation of the 2-level local government model after the merger.

Permanent Vice President of the Vietnam Fatherland Front Committee of Ho Chi Minh City Truong Thi Bich Hanh said that the Vietnam Fatherland Front of the City has reduced its staff by nearly 52% after the reorganization, from 891 to 457 people, with 10 specialized departments instead of 32 previous department-level units. In parallel with the streamlining, the Front focused on improving the quality of staff, organizing 2 training courses for 168 grassroots-level Fatherland Front Chairmen to equip them with skills and knowledge in the new organizational model.

In the coming period, the City Party Committee of the Vietnam Fatherland Front will continue to improve its apparatus in the direction of "clear people, clear work, clear responsibilities", while promoting the application of information technology and training digital skills for Front officials, meeting the requirements of mobilizing and gathering people in the digital transformation period.

Comrade Tran Van Nam, Deputy Secretary of the Party Committee of the Ho Chi Minh City People's Committee, said that immediately after the merger, the City People's Committee issued a master plan to reorganize specialized agencies, administrative agencies and public service units, strictly implementing the principle of "one agency doing many things, one job is assigned to only one agency responsible". Since then, the City's administrative apparatus has been clearly streamlined, overcoming overlapping situations, clearly defining responsibilities and powers.

However, streamlining the payroll is still a difficult step, affecting the interests of individuals and organizations; personnel arrangement is sometimes not close to the strengths. The Party Committee of the City People's Committee recommends strengthening propaganda, creating consensus among cadres and people; at the same time, continuing to decentralize, delegate authority and strongly transform digitally to improve the initiative and flexibility of the two-level apparatus.

Speaking at the conference, Lieutenant General Mai Hoang, Director of the Ho Chi Minh City Police Department, said that the Ho Chi Minh City Police Department is a unit with a very large arrangement with more than 30,000 leaders, commanders, officers and soldiers. During the process of reorganizing the apparatus, the Ho Chi Minh City Police Department was assessed by the Ministry of Public Security as the largest but most scientific and stable local police unit.

After two reorganizations, the Ho Chi Minh City Police Department has reduced 46 department-level units and more than 200 team-level units. Thanks to that, the command and control work has been shortened, concentrating resources on the grassroots - where security and order are directly implemented and served the people. Crimes against social order have decreased by more than 36% compared to the same period. The City Police Department has proposed investing in modern facilities for grassroots police and having specific policies suitable to the characteristics of security and order work in special urban areas.

At the grassroots level, the Thu Duc Ward Party Committee has implemented many post-merger models, creating many positive changes in serving the people. Secretary of the Thu Duc Ward Party Committee Mai Huu Quyet said that the ward has prioritized investment in facilities for the reception department, operating a modern public administration center from socialized sources, and applying robots to support people in completing procedures quickly and conveniently.

In addition, the ward has strengthened supervision of sensitive areas such as land, construction, and public assets; proactively coordinated to resolve voters' petitions. Despite the increased workload, the ward Party Committee has persisted in perfecting the organization, training civil servants according to job positions, and promoting digital transformation to improve efficiency in serving the people.

From the practical operation of the apparatus after the reorganization, Secretary of the Party Committee of Dat Do Commune Do Thi Hong said that in the early days of implementing the new model, the commune encountered many difficulties in organizing and implementing it. However, thanks to maintaining periodic assessments by day, week, month, and quarter, difficulties were detected and promptly resolved, helping the apparatus to quickly stabilize and better serve the people.

The Secretary of the Dat Do Commune Party Committee recommended that the City continue to promote decentralization and delegation of power, creating conditions for communes to have sufficient authority, resources and legal corridors to perform their tasks; at the same time, increase investment in information technology infrastructure, and take advantage of available databases to improve work processing efficiency, helping grassroots cadres have more time to research, think and be creative to be closer to the people.
