Assessing the opportunities, advantages as well as difficulties and challenges in the domestic, regional and world situations, our Party, headed by General Secretary To Lam, affirmed: "The country is facing a new historical moment, a new era, an era of national rise, the requirement to strongly innovate leadership methods, improve leadership capacity and governing capacity to continue to move the nation forward is urgent". In particular, this is also the major orientation agreed upon by the 10th Central Conference in the draft documents submitted to the 14th Party Congress. Digital transformation needs to be fully and accurately perceived as a process that contributes to creating a shift in the development/growth model from breadth to depth, creating a productivity breakthrough through value breakthrough. "The importance of developing productive forces and gradually improving and perfecting production relations", as the article points out, is a reflection and continuous development movement of the Vietnamese revolution. The General Secretary also pointed out: “ The process of globalization and international integration poses an urgent need to improve the competitiveness of the economy. The fourth industrial revolution is taking place strongly, the development of production tools in the digital economy creates profound changes in the productive forces, leading to new contradictions with existing production relations; both creating the premise and driving force for the formation of new production methods in the future, and requiring fundamental changes in the way of organizing production and social management. New productive forces are forming and developing strongly; but the quality of human resources is still far from the requirements of national development in the new period, while training and fostering to improve the quality of human resources, especially high-tech human resources, is still a big challenge. Production relations still have many shortcomings, not keeping up with the development of productive forces. ”. At the same time, it also emphasized that: “ We are facing the need for a revolution with strong, comprehensive reforms to adjust production relations, creating new momentum for development. That is the digital transformation revolution, applying science and technology to restructure production relations in accordance with the remarkable progress of productive forces. Digital transformation is not simply the application of digital technology to socio-economic activities, but also the process of establishing a new, advanced and modern mode of production - "digital production mode", in which the characteristic of productive forces is the harmonious combination of humans and artificial intelligence; data becomes a resource, becomes an important means of production; at the same time, production relations also have profound changes, especially in the form of ownership and distribution of digital means of production ." Based on the above important instructions, how can digital transformation truly become a new mode of development, bringing the country to new heights of development?

First of all, we need to understand the concept of digital transformation. Digital transformation is a revolution in the foundation of thinking towards a new form of social organization. In which, technology is the driving force, digital society is the driving platform, and is led by the transformation of the platform from financial capital (capital) to data capital (data-capital). This concept comprehensively meets the instructions on the nature, role and position of the digital transformation process as instructed above. It shows that the digital transformation process, through the revolution in the foundation of thinking, will contribute to creating new production relations or new forms of social organization, helping to unleash the potential of new productive forces that science and technology, along with the digital revolution, have brought and impacted all aspects of political - economic - social life. This new production relationship will also respond to a new production environment, a new production method - digital production method - in a new environment (digital society). In which, data becomes an important resource or means of production, where data capital (data-capital) will become as important as financial capital (capital). The digital transformation process needs to be promoted by four focuses that the General Secretary has pointed out: First , perfecting institutions and legal systems, firmly pursuing the goal of building a socialist-oriented market economy , while constantly innovating to keep up with the development trends of the times; Second , unleashing and maximizing all social resources, accelerating modernization; Third , reforming and building a streamlined, effective and efficient state apparatus; Fourth , promoting digital transformation associated with ensuring security and safety is an objective necessity for Vietnam to make a breakthrough in the new era. In order for the digital transformation process to truly become a new development method (digital development method) that brings Vietnam to a new level of development through "developing productive forces, perfecting production relations, bringing the country into a new era", we need to: Clearly know : How the digital transformation process becomes a new development method to realize it into guidelines, policies, projects, activities, and actions - through perfecting a theory of digital transformation as a new development method. Clearly understand : What content, nature, methods, and goals does the digital transformation process include, that is, clearly understand what we will transform, through what process, and how, and into what? Deep understanding : Based on that, clearly define the digital transformation process including levels, stages, and specific processes to ensure a standardized - systematic - synchronous - effective resonance nationwide from central to local levels, from the Party, State, and government systems to each department, branch, organization, agency, locality, people and businesses to effectively participate in the digital transformation process, transform development methods and achieve successful transformations. Correct action : Accordingly, deploy into Programs, Plans, Proposals... to implement in a specific manner suitable to the reality, characteristics, requirements, conditions, capabilities and goals of each level, each branch, each organization, each locality, each subject in a proactive, unified and concentric way, bringing the digital transformation process to achieve optimal transformation speed. At the same time, effectively transform traditional production relations/methods into new production relations/methods in a reasonable, effective and successful manner. Based on the above orientations, some directions to realize these specific proposals: First , through the completion and publication of the book Promoting the national digital transformation process (National Political Publishing House Truth 9/2023 - according to the State's order), we have completed a comprehensive and comprehensive theory on digital transformation as a new development method to bring Vietnam towards a new level of development. In which, concretized by the contents, accordingly, fully, correctly and focusedly respond to the instructions of the General Secretary: + Clearly stating the vision of the digital transformation process is to create the capacity to proactively participate in the Fourth Industrial Revolution (Resolution 52-NQ/TW). + Conceptualize and specifically explain the concept of digital transformation, fully in terms of content, extension, and the nature of this process and basic concepts related to the digital transformation process in a systematic way, as the basis and foundation for building related content to shape how to build that capacity. + At the same time, concretize through the three pillars of the national digital transformation process: Digital Government, Digital Economy, Digital Society, clearly showing the dialectical relationship between these three pillars, as well as how to promote each pillar in the dialectical relationship between the three pillars. These are important bases for knowing what we need to do and how to do it. + Along with that, to ensure the leadership role of the Party and the management of the State, the digital transformation process will contribute through administrative reform, institutional reform, contributing to enhancing the leadership role of the Party and the management of the State to be modern, effective and efficient to lead the national digital transformation process. + Next, guide the way through assessing and measuring the digital transformation process in conjunction with political - economic - social goals so that the digital transformation process truly contributes to creating transformation, acting as a method, a process of means, a tool to lead and manage the socio-economic development process to achieve the set goals. + Put the digital transformation process at the center of the country's rapid and sustainable development. It is necessary to clearly point out that rapid and sustainable development based on science and technology, innovation and digital transformation will create a qualitative change in development, a new development orientation needs to be created. From there, the digital transformation process is the leading focus, science and technology is the driving force, and innovation is the driving force. + Specify the viewpoints, goals, tasks and solutions of the National Digital Transformation Program (Decision 749/QD-TTg) in a specific, focused, solution-oriented, foundational, fundamental and strategic manner. + Finally, clarify how the national digital transformation process will contribute to bringing Vietnam to a new level of development.

Second , it is necessary to put the "steering wheel" of the digital transformation process in the hands of the highest authority to truly be able to coordinate in a unified, systematic, synchronous and effective way the national digital transformation process at all levels, departments, branches, localities and the whole society on a common ship. Through that: i) Build a common Master Plan for the entire national digital transformation process including planning, architecture, organization, implementation, and management of the digital transformation process in an overall National Digital Strategy. On that basis, consolidate all relevant guidelines, policies, guidelines, strategies, policies... into a common Master Plan, allowing to ensure the consolidation of these specific contents in a systematic, synchronous standard, and create effective resonance. At the same time, take that as a guide to concretize, deploy and realize related contents, from legislative, executive, and judicial. ii) Forming a national-level Data Agency directly under the Party Central Committee to ensure the consolidation of all data axis systems, database systems, data infrastructure systems, and data usage systems into a national Data Platform Architecture, allowing the formation of a data-based Social Operating System. This is of great significance to the role of "holding" and "mastering" the most important productive force of the new era through "holding" and "mastering" the foundation of new relations/production methods - digital production methods. iii) Put the task of leading and managing the digital transformation process on the top leaders of all levels, departments, branches and organizations along with systematic and methodical training on digital transformation as a new development method so that leaders have a deep understanding through which to act correctly, clearly perceive the meaning of the role they are taking on in the digital transformation process to transform into their leadership and management strength. Currently, that is an obstacle, a major bottleneck in the digital transformation process, when many leaders at all levels do not really understand the nature, role and position of the digital transformation process. It is very necessary and urgent to include mandatory content in formal training and development programs for leaders at all levels. iv) On the basis of knowing clearly, grasping firmly, and understanding deeply about digital transformation, it is necessary to build a specific mechanism for the digital transformation process to shape the budget, investment, and investment management structures that allow for the effective release and mobilization of resources from the entire society, contributing effectively to investment in the digital transformation process.
