How many sessions per week are principals and vice principals required to teach?

The Minister of Education and Training issued Circular 05/2025 regulating the working regime for general education and university preparatory teachers. Notably, Article 8 of this Circular clearly stipulates the teaching hours for principals and vice principals.

Specifically, in addition to leadership and management tasks, principals and vice principals must teach a number of lessons within theeducational program to grasp the content, objectives of the educational program and the learning situation of students in order to improve the effectiveness of leadership and management work.

The teaching hours per school year are determined as follows:

Teaching hours per school year = Average teaching hours per week x Number of teaching weeks.

In which, the number of teaching weeks is the number of weeks teaching educational content in the general education program (excluding the number of reserve weeks).

Similarly, the average teaching hours per week for principals is 2 and for vice principals is 4.

Principals and vice principals are not allowed to convert the reduced teaching hour quota regime for concurrent tasks as prescribed in Articles 9, 10 and 11.

When teaching enough prescribed teaching hours, the principal and vice principal shall apply the provisions in Article 13 to calculate the total number of teaching hours when calculating the number of extra teaching hours (if any).

Also in Circular 05/2025, the Ministry of Education and Training stipulates that the working time during the school year of principals, vice principals, and teachers of general schools is 42 weeks, including:

The number of weeks for teaching the contents of the general education program is 37 weeks (including 35 weeks of actual teaching and 2 weeks of reserve);
Number of weeks of study and advanced training is 3 weeks;
The number of weeks to prepare for the new school year and summarize the school year is 2 weeks.

The working time during the school year of principals, vice principals, and teachers of preparatory schools is 42 weeks. Specifically:

The number of weeks for teaching and organizing educational activities according to the school year plan is 28 weeks;
The number of weeks for studying, improving qualifications, building documents, scientific research and some other activities according to the school year plan is 12 weeks;
The number of weeks to prepare for the new school year and summarize the school year is 2 weeks.

In case of sudden, urgent cases to prevent and combat natural disasters, epidemics or urgent cases requiring adjustment of the school year schedule, the number of teaching weeks shall be implemented according to the adjustment regulations of the competent authority.

Notably, from this year onwards, principals and vice principals are entitled to summer vacations like teachers. Summer vacations are arranged flexibly during the school year and during the summer break. To ensure the normal operation of the school and avoid the situation where all administrators are on vacation at the same time, the summer vacation schedule of administrators must be reported to the management agency.
