Profile increase but not delay
It was not yet 8 a.m. but the number of people coming to the "one-stop" department of Ba Ria City to do land-related procedures was quite large. Mr. Vo Hung Phong, Director of the Branch of the Land Registration Office of Ba Ria City, said that from January to May 31, the Branch received 7,078 land records, an increase of 10% over the same period last year. Of which, April had the largest number of records with about 1,866 records, of which records of land use rights transfer (QSDD) accounted for 32%.
Next are the records confirming continued use of agricultural land by individual households; records of granting and exchanging land use right certificates... "The reason for the increase in land records is that people are psychologically worried about the information about province mergers, buying land for storage; selling land after a long period of time when the real estate market is "frozen", or fearing that they will have to go far to do land procedures in the future...", Mr. Phong informed.
According to Mr. Tran Ngoc Cam Tuan, Director of the Provincial Land Registration Office, in response to information related to the merger of Ba Ria - Vung Tau and Binh Duong provinces, the number of land records in the province has increased sharply. Specifically, according to statistics from branches of the land registration office, the number of administrative procedures on land received is 69,082 records.
In May alone, the province received 26,062 applications, an increase of 3,691 applications compared to the same period in May 2024, of which, applications related to land use rights transfer transactions increased sharply. Although the number of applications increased very high, the rate of early file return of most branches was over 98%.

No need to re-issue "red book" when merging provinces
Many people who carry out land-related procedures have expressed concern that after the merger of communes and wards, the abolition of the district level, and the upcoming merger of provinces, the implementation of procedures will become more complicated. In addition, unclear information about whether or not land and house papers must be redone after the merger also makes people worried.
Regarding this issue, Mr. Tran Ngoc Cam Tuan affirmed that the merger of provinces and cities will change the authority and agencies receiving land records, but land procedures will remain unchanged. People can carry out procedures at alternative agencies such as the Land Registration Office, land registration branches, commune People's Committees or other agencies.
“After merging administrative units, land records information may need to be adjusted (for example, changing land plot information, land user information, etc.) but it is not mandatory to do so simultaneously. Adjustments mainly depend on the needs of land users or when performing administrative procedures related to land,” Mr. Tuan emphasized.
The Provincial Land Registration Office also informed that the National Assembly is currently soliciting public opinions on contributions to amending the 2013 Constitution. In parallel with the constitutional amendment, the Land Law, Decrees, and Circulars guiding the Land Law are also being drafted to replace them when merging the 2-level local government model. However, this does not disrupt land administrative procedures.
