Land records increased significantly before the provincial merger.

The merger of provinces and cities will change the authority and agencies responsible for receiving land-related documents, but the land-related procedures themselves remain unchanged. However, since the beginning of the year, the number of administrative procedures related to land in the province has increased sharply.

The number of applications has increased, but there have been no delays.

It wasn't even 8 a.m. yet, but a large number of people had already arrived at the "one-stop" service center in Ba Ria City to handle land-related procedures. Mr. Vo Hung Phong, Director of the Ba Ria City Land Registration Office Branch, said that from January to May 31st, the branch received 7,078 land-related applications, a 10% increase compared to the same period last year. April saw the highest number of applications, approximately 1,866, with land use right transfer applications accounting for 32%.

Next are the applications confirming the continued use of agricultural land by individual households; applications for the renewal of land use right certificates… “The increase in land applications is due to people's mindset before the information about the province merger, buying land to hold onto; selling land after a long period of the real estate market being ‘frozen,’ or fearing that they will have to travel far to complete land procedures in the future…,” Mr. Phong informed.

According to Mr. Tran Ngoc Cam Tuan, Director of the Provincial Land Registration Office, following information regarding the merger of Ba Ria - Vung Tau and Binh Duong provinces, the number of land registration applications in the province has increased sharply. Specifically, according to statistics from the land registration office branches, the number of administrative procedures related to land received was 69,082.

In May alone, the province received 26,062 applications, an increase of 3,691 applications compared to the same period in May 2024, with a significant increase in applications related to land use right transfer transactions. Despite the very high increase in the number of applications, the rate of early processing by most branches remained above 98%.

It is not mandatory to reissue land ownership certificates ("red books") when provinces are merged.

Many people dealing with land-related procedures have expressed concerns that after the merger of communes and wards, the abolition of the district level, and the upcoming merger of provinces, the process will become more complicated. In addition, the lack of clear information regarding whether land and house ownership documents will need to be redone after the merger is also causing anxiety among the public.

Regarding this matter, Mr. Tran Ngoc Cam Tuan affirmed that the merger of provinces and cities will change the authority and agencies receiving land registration documents, but land procedures will remain unchanged. People can carry out procedures at alternative agencies such as the Land Registration Office, land registration branches, commune People's Committees, or other agencies.

"After the administrative unit merger, land record information may need to be adjusted (for example, changes to land parcel information, land user information, etc.), but it is not mandatory to do so simultaneously. The adjustments mainly depend on the needs of land users or when carrying out administrative procedures related to land," Mr. Tuan emphasized.

The Provincial Land Registration Office also provided further information, stating that the National Assembly is currently soliciting public opinion on amendments to the 2013 Constitution. Simultaneously with the constitutional amendments, the Land Law and its guiding decrees and circulars are also being drafted to replace the existing one when the two-tiered local government model is merged. However, this will not disrupt land-related administrative procedures.
