Perfecting the science, technology and innovation institution, enhancing national competitiveness in the digital transformation era

In October 2025, the science and technology (S&T) sector continued to affirm its role as one of the key drivers of economic growth, making an important contribution to the national digital transformation (DT) process and sustainable development. The Ministry of Science and Technology submitted to the Government and the Prime Minister 1 Resolution, 7 Decrees and 7 important Decisions, covering most of the key areas of the sector.

Perfecting institutions, creating legal corridors for science, technology and innovation

At the press conference, the contents of the exchange and discussion focused on major issues, such as: Implementing the Decrees guiding the Law on Science, Technology and Innovation (S&I) on encouraging S&T activities in enterprises, supporting creative startups, attracting and employing S&T talents, developing national and local venture capital funds; putting the provisions of the Law and Decree into practice; implementing Resolution No. 57-NQ/TW of the Politburo on breakthroughs in national S&T, I&I development; promoting commercialization and transfer of "Make in Vietnam" technology solutions... These are issues that have received attention from Party and State leaders, domestic and international communities, and the whole society.

Speaking at the press conference, Deputy Minister of Science and Technology Bui Hoang Phuong said that the current policy is to assign domestic enterprises to implement the "big problems" of the State, thereby helping enterprises improve their autonomy and create output for "Make in Vietnam" technology products and services. In the coming time, the Ministry of Science and Technology will continue to complete detailed instructions, especially the "sandbox" mechanism, controlled testing in the industrial and digital technology fields. When this legal corridor is issued, enterprises will have more favorable conditions to test, apply and replicate new technology models.

New policies issued in the 2024-2025 period are expected to create a breakthrough in management, attracting talent and developing Vietnamese technology enterprises, thereby contributing to improving national competitiveness in the digital transformation era.

Notably, Resolution No. 307/NQ-CP dated October 6, 2025 officially added the Artificial Intelligence Law project to the agenda of the 10th Session of the 15th National Assembly, marking an important step forward in building a legal corridor for this field.

In October 2025, 07 Decrees were issued, providing detailed guidance on the contents of the Law on Science, Technology and Innovation, from autonomy mechanisms, finance, venture capital funds, human resources, scientific awards, to science and technology task programs and innovative startup ecosystems. In particular, Decree No. 271/2025/ND-CP regulates the establishment and capital contribution of enterprises to commercialize science and technology research results in Hanoi, opening up a new mechanism, bringing scientific knowledge into production practice.

Along with that, also in October 2025, the Prime Minister issued many important decisions to promote the development of science, technology and innovation, such as: Completing the Government Steering Committee on Science, Technology, Innovation and Digital Transformation and Project 06; issuing a plan to implement amended laws in the field of standards, technical regulations and science and technology; approving the program to encourage private enterprises to invest in telecommunications infrastructure and national digital infrastructure until 2030; issuing a national radio frequency spectrum plan; a set of criteria to evaluate the effectiveness of science, technology, innovation and digital transformation for socio-economic development; along with the process of selecting breakthrough initiatives and the plan to implement the Law on Science, Technology and Digital Transformation. These are documents with directional significance, helping to quantify the contributions of science and technology in each industry and each locality, while promoting the effectiveness of public investment in research and innovation.

At the ministerial level, the Ministry of Science and Technology has issued 5 specialized guidance circulars, such as: Regulations on technical audits of electronic signatures and trusted services; guidance on preliminary nuclear safety assessments for nuclear power plant sites during the investment decision phase; regulations on approval procedures for telecommunications numbering and Internet resource planning; regulations on management, connection and data sharing on the National Information System on Science, Technology and Innovation; and guidance on determining specialized job positions in digital transformation. These documents contribute to perfecting the legal framework, standardizing technical processes and improving the effectiveness of state management in the field of Science, Technology and Innovation.

Promoting professional activities, international cooperation and digital transformation

Along with the work of building and perfecting institutions, the Ministry of Science and Technology has synchronously deployed many professional activities and international cooperation. The Ministry has issued the Data Strategy to 2030, the National Digital Architecture Framework and the Plan for developing telecommunications and digital infrastructure to serve the Vietnam International Financial Center. These are strategic directions to help build a unified data platform, promote the development of digital infrastructure and support e-government operations.

The Ministry has issued 5 dispatches directing the Departments of Science and Technology and telecommunications enterprises to proactively respond to storms No. 10 and 11 and overcome the consequences of floods and storms, ensuring smooth communication for direction and management. At the same time, dispatch 5511/BKHCN-CĐSQG guides ministries, branches and localities to develop a digital transformation plan for 2026, demonstrating the Ministry's coordinating and leading role in the national digital transformation roadmap.

Also in October 2025, the Ministry chaired and coordinated the organization of more than 15 major conferences, workshops and scientific events. Notable ones were the Workshop "Breakthrough in scientific and technological development to promote green transformation and sustainable development" in Quang Tri; the International Workshop "100 years of quantum physics" in Gia Lai with the participation of 80 scientists from 14 countries; the 8th National Conference on Measurement Science and Technology and the 16th National Conference on Nuclear Science and Technology (VINANST-16) in Da Nang; Vietnam International Digital Week 2025 in Ninh Binh...

One of the notable highlights in October 2025 was the event "Innovation for all people - Driving force for national development" held in Hanoi, attracting more than 800 delegates, connecting online to 34 provinces and cities organized by the Ministry of Science and Technology in coordination with the Ministry of Finance. Within the framework of the program, the Policy Forum and International Exhibition on Innovation were held, introducing hundreds of new products and technology solutions of Vietnam. Also in the month, the VNIX-NOG 2025 event took place in Nha Trang (October 16-17) bringing together domestic and foreign experts and telecommunications enterprises, aiming at the goal of developing the new generation Internet IPv6-Only, automating network infrastructure and improving the quality of national Internet services.

In particular, the Program to celebrate the National Digital Transformation Day 2025 with the theme "Digital transformation: Faster - more effective - closer to the people" summarized the period 2020-2025, announced the Digital Transformation Index (DTI) in 2024 of provinces and cities and honored collectives and individuals with outstanding achievements in digital transformation implementation. This is an opportunity to look back on the 5-year journey of implementing the national digital transformation program, and at the same time orient the next phase with the goal of taking people and businesses as the center.

Focus on completing 5 draft laws to submit to the National Assembly

In November 2025, the Ministry of Science and Technology focused on completing 5 draft laws to be submitted to the National Assembly for consideration and approval at the 10th session, including: Law on Digital Transformation, Law on High Technology (amended), Law amending the Law on Intellectual Property, Law amending the Law on Technology Transfer and Law on Artificial Intelligence.

Along with that, the Ministry continues to speed up the progress of developing Decrees and Circulars guiding the implementation of the Laws passed by the National Assembly at the 9th session. Complete the draft Decrees on handling administrative violations in the field of atomic energy; product and goods quality management; development of digital technology industry and concentrated digital technology zones; quality management of Halal products and services; and regulations amending the operating conditions of organizations inspecting, calibrating and testing measuring instruments.

At the same time, also in November 2025, the Ministry of Science and Technology will deploy many key projects, such as: Project to promote intellectual property work to serve socio-economic development; Project to compile and evaluate the contribution of biotechnology; Strategy for development and application of atomic energy for peaceful purposes until 2035, vision 2050; Project to train and develop human resources for atomic energy.
