Accordingly, Vietnamese primary school students continue to be in the top in all three areas of mathematics, reading comprehension and writing among the 7 participating countries. The official results will be announced by the SEA-PLM Organizing Committee at the end of 2025.
The 7 countries participating in the SEA-PLM program cycle 2024 include: Cambodia, East Timor, Laos, Myanmar, Malaysia, Philippines and Vietnam.
Vietnam first participated in SEA-PLM in the 2019 cycle. This cycle was launched from 2012-2015 and implemented from 2016-2020.
Regional results and comparative data for the 2019 cycle were released in December 2020, covering six countries: Cambodia, Laos, Myanmar, Malaysia, the Philippines and Vietnam.

Vietnamese primary school students ranked first in all three areas with a math score of 341.55 points (regional average of 304.79), reading comprehension score of 336.46 points (regional average of 300) and writing score of 328.01 points (regional average of 304.92).
The results of the 2019 and 2024 SEA-PLM cycles of Vietnamese students are similar to the results of the Program for International Student Assessment (PISA), for students aged 15.
In the PISA 2022 exam, the average score of 3 subjects of Vietnamese students ranked 2nd in ASEAN region, after Singapore. Specifically, math ranked 31/81 countries, science ranked 35/81 countries and reading ranked 34/81 countries.
The SEA-PLM aims to assess the extent to which primary school students meet educational program objectives in Southeast Asian countries, particularly in the areas of reading, writing, mathematics, and global citizenship.
This is the first programme to use the ASEAN Common Values-Based Model, building a complex assessment framework to measure the ability to apply knowledge and skills in practice.
The program is implemented every 5 years.
