Having fought on the Cambodian battlefield, upon returning to civilian life, Mr. Pham Van Bay (born in 1965, residing in Phuoc Ke hamlet, My Loc commune, Tay Ninh province) maintained the qualities of a soldier of Uncle Ho's army – resilient, exemplary, and practicing what he preached. For 22 years, from Hamlet Head to Party Branch Secretary and Head of Phuoc Ke hamlet, Mr. Bay has always dedicated himself wholeheartedly to the development of his homeland, especially in the new rural development program.

Mr. Pham Van Bay always followed President Ho Chi Minh's example of being close to the people, working alongside them to build new rural areas.

After being discharged from the army in 1986, Mr. Bay worked as a laborer in Ho Chi Minh City for over 10 years to make a living. After returning to his hometown to work in agriculture , in 2003, he was encouraged by the local government and trusted by the people to be elected as the Head of Phuoc Ke Hamlet. At that time, he was quite apprehensive because he had never done this job before and feared he lacked sufficient credibility.

"Initially, I was very worried because village work requires not only enthusiasm but also skill, closeness to the people, and understanding their needs and desires... but thanks to the support of the people, I gradually got used to the job," Mr. Bay shared.

Since 2008, he has been the Party Secretary of Phuoc Ke hamlet. In 2018, he became both the Party Secretary and the Head of the hamlet. For the past 22 years, he has consistently been a pioneer in all movements, promoting the spirit of learning from and following President Ho Chi Minh's teachings in a concrete and practical way, closely linked to the lives of the local people.

Phuoc Ke hamlet currently has 768 households with over 2,600 inhabitants. The rural landscape here has undergone many positive changes. Previously, the roads were mostly red dirt, muddy in the rainy season and dusty in the dry season. Now, most main roads and alleyways are paved with concrete or asphalt, clean and beautiful, and equipped with solar-powered streetlights.

“When I first became the village head, the entire village only had one concrete road, 900 meters long and 1.2 meters wide. Now, the road is well-connected to every alley and lane, much wider and cleaner. This is thanks to the collective efforts and unity of the people and the support of the local government,” Mr. Bay recounted.

To achieve that result, he didn't hesitate to go "door to door," campaigning for land donations, labor, and resources for road construction. Through his dedication and exemplary conduct, he earned the trust and mobilized the inner strength of the people.

Beyond just traffic management, Mr. Bay also places special emphasis on environmental criteria. He and the hamlet members regularly organize weekly clean-up campaigns, clearing vegetation, picking up trash, and encouraging residents to help preserve the living environment.

In all village activities, Mr. Bay was open and transparent, regularly organizing meetings to listen to people's thoughts and aspirations and find ways to overcome difficulties. "Hot" issues were discussed democratically within the Party branch and at village meetings.

“Having been entrusted with this responsibility by the government and the people, I always remind myself to be exemplary and to practice what I preach. Only by being close to the people and understanding them can I fulfill my role as a Party member and a grassroots official effectively. Every time I accomplish something that benefits the country and the people, I feel that my life has more meaning,” Mr. Bay further shared.
