The workshop was held to implement Directive No. 14-CT/TW dated July 1, 2022, on continuing to strengthen the Party's leadership over the Vietnam Lawyers Association in the new situation, implementing Resolution No. 27-NQ/TW of the 6th Conference of the 13th Party Central Committee dated November 9, 2022, on continuing to build and perfect the socialist rule-of-law state of Vietnam in the new period.

Speaking at the workshop, Dr. Tran Cong Phan, Deputy Secretary of the Party Committee, Vice President and General Secretary of the Vietnam Lawyers Association, said: The Vietnam Lawyers Association is a political, social and professional organization assigned with very clear tasks by the Party and the State. The Association has more than 70,000 highly qualified members. “The role of the Lawyers Association is very important in monitoring, criticizing and contributing to the development of laws and policies of the State. Promoting the role of collective intelligence, the Association systems are very active in the fight against many fields, including the fight against corruption. This is also a political task assigned by the Party and the State. The Lawyers Association not only participates in monitoring, criticizing and developing laws, but also aims to support disadvantaged groups, participate in education, dissemination of laws, and exemplary law enforcement,” Mr. Phan affirmed.

Speaking at the discussion, Ms. Nguyen Thi Thu Ha, Head of Group 3, Institute of Human Rights, outlined the Party and State's regulations on the responsibilities of the Lawyers Association in preventing and combating corruption.
Accordingly, in the current fight against corruption and negativity in our country, the Vietnam Lawyers Association is demonstrating its active and effective participation in the work of building and perfecting policies and laws, judicial reform, administrative reform; disseminating and educating the law; providing legal advice and assistance; social criticism, supervising law enforcement; fighting against corruption, negativity and violations of the law...
Implementing a series of directives of the Party and State on the responsibilities of the Lawyers' Association in preventing and combating corruption and negativity, in recent times, the Vietnam Lawyers' Association has contributed to effectively implementing the National Strategy for Anti-Corruption for the 2009-2021 period and effectively preventing the manifestations of "self-evolution" and "self-transformation" of a number of cadres and Party members, participating in the implementation of socio-economic development tasks, maintaining national defense and security, consolidating and enhancing the trust of all classes of people.
Regarding one of the key tasks of the Vietnam Lawyers Association in the new period, Dr. Le Dinh Mui, Deputy Head of Group 1, Institute of Law and Public Administration, said that Directive 14-CT/TW dated July 1, 2022 of the Politburo on continuing to strengthen the Party's leadership over the Vietnam Lawyers Association in the new situation clearly stated that the Association is always a pioneer on the legal front and in the cause of building a socialist rule-of-law state in Vietnam, a reliable support for the Party, the State and the people, performing well the functions and tasks assigned by the Party and the State, including the responsibility to prevent and combat corruption and negativity. At the same time, it is necessary to enhance the quality of participation in law-making; strengthen propaganda and dissemination of the Party's guidelines and policies, the State's policies and laws; supervise the implementation of the law. Actively provide legal advice and legal aid, especially for the poor, policy beneficiaries, remote and isolated areas; Participate in public reception, dispute resolution outside of court, mediation at the grassroots level...
Continue to improve professional capacity
Speaking at the workshop, Dr. Nguyen Van Tuan, Member of the Central Executive Committee of the Vietnam Lawyers Association, Deputy Head of the Department of Research, Development and Dissemination of Law, Vietnam Lawyers Association emphasized the role of the Association in building laws and perfecting institutions on corruption prevention and control.
Mr. Tuan commented that the participation of the Vietnam Lawyers Association in the law-making process has increasingly affirmed its expertise, professionalism, and objectivity, and has been trusted and highly appreciated by drafting agencies. The participation of the Vietnam Lawyers Association and other social organizations from the stage of forming legal policies until the promulgation of legal documents has contributed to the development of legal documents that are suitable for practical life and create favorable conditions for implementation after promulgation.
Delegates expressed their opinions at the workshop.
“In order to participate in law-making activities with increasing quality and effectiveness, the Vietnam Lawyers Association and its levels need to continue to improve the professional capacity and document drafting capacity of its members and association organizations; proactively update information, promptly grasp difficulties in law enforcement and requirements from practical social life to propose to competent State agencies to amend, supplement or issue new legal documents,” the Doctor stated.
Also at the workshop, Associate Professor, Dr. Tran Quang Hien, Deputy Director of the Institute of State and Law, also proposed solutions to promote the role of the Vietnam Lawyers Association in participating in monitoring and social criticism on corruption prevention and control.
Accordingly, all levels of the Vietnam Lawyers Association need to be steadfast and apply and creatively develop Marxism-Leninism and Ho Chi Minh thought in contributing ideas to build policies and laws and in propagating and mobilizing the implementation of policies and laws on preventing and combating corruption and negativity.
At the same time, raise awareness among members of the Bar Association at all levels about preventing and combating corruption and negativity; the Bar Association coordinates with competent State agencies to actively contribute opinions, supervise and criticize in the development of scientific and reasonable policies and plans, ensuring perseverance, creativity, openness and principles to propagate and mobilize the implementation of the contents and goals of the Party and State's fight against corruption and negativity. In particular, the Bar Association at all levels needs to actively and proactively promote the role of the association and each member to effectively implement the information and mass mobilization mechanism to create consensus in society.
Expressing her views on the role of the Lawyers Association's media and press activities in preventing and combating corruption, Associate Professor, Dr. Nguyen Thi Ngoc Hoa, Head of Group 5 - Academy of Journalism and Propaganda, highly appreciated the Association's press and publishing agencies for performing well their assigned tasks, actively participating in propagating the Party's guidelines and policies, the State's policies and laws on preventing and combating corruption and negativity; the guidelines and viewpoints of the Party Delegation, the Standing Committee...
In particular, with a leading role, the Life and Law Magazine has published many news and propaganda articles on preventing and combating corruption and negativity, contributing to the dissemination of the law and the building of a socialist rule-of-law state. In addition, the Law and Development Magazine is one of the bilingual publications that readers are interested in, especially bilingual legal theory research articles, when it has published many research articles on economic integration issues with an important institutional tool being a legal system compatible with international requirements and commitments. Next, other magazines under the Association have also made contributions to strengthening the capacity of the Association of Lawyers in foreign affairs, promoting the Association's activities in the International Association of Democratic Lawyers, the Association of Law of ASEAN countries.
Regarding the exemplary responsibility of members of the Bar Association in preventing and combating corruption, Dr. Tang Thi Thu Trang, member of Group 1 - Institute of State and Law, Ho Chi Minh National Academy of Politics, said that members of the Bar Association must comply with the code of conduct for people with positions and powers when performing tasks and public duties as prescribed in the Law on Prevention and Combating Corruption, including standards of conduct which are things that must be done or not done in accordance with the law and professional characteristics to ensure integrity, responsibility and public service ethics.

The workshop ended successfully, with many issues clarified and of high practical value.
After the speeches at the workshop, Associate Professor Dr. Truong Ho Hai, Director of the Institute of State and Law, affirmed his agreement with the opinions of the experts; at the same time, he said that through this workshop, scientists have analyzed, clarified and continued to affirm the role and specific activities of the Lawyers Association in the work of preventing and combating corruption and negativity in the new period. From there, it will contribute to building our Party and State to be increasingly clean and strong, continuing to contribute to building and perfecting the socialist rule of law state of Vietnam in the coming time.
