Talks between the Border Gate Working Subcommittee of Lai Chau Province (Vietnam) and the Border Gate Cooperation Office of Yunnan Province (China)

Attending the meeting, on the side of Lai Chau province (Vietnam), there were comrades: Lieutenant Colonel Truong Minh Duc - Deputy Head of the Lai Chau Provincial Border Gate Working Subcommittee, Head of the delegation of the Lai Chau Provincial Border Gate Working Subcommittee; leaders of the departments: Foreign Affairs, Industry and Trade, Construction, Agriculture and Environment, representatives of the Provincial Economic Zone Management Board, Phong Tho District People's Committee; on the side of Yunnan province (China), there was comrade Ma Tuan - Deputy Director of the Department of Commerce, Head of the Yunnan Provincial Border Gate Board, Head of the delegation of the Yunnan Provincial Border Gate Cooperation Office; leaders of the Border Gate Planning Development Department of the Department of Commerce, the Commerce Department of the Pu'er City Border Gate Board, and the Office of the People's Government of Jinping District.

The two sides' working delegations surveyed the construction site of the Kim Thuy Ha/China - Ma Lu Thang/Vietnam multi-purpose bridge.

Participating in the talks, the delegates paid a courtesy visit to the functional forces at Ma Lu Thang Border Gate and were introduced to the Ma Lu Thang Border Gate Economic Zone, the inspection, control and supervision activities of the Border Guard. Working with the Provincial Economic Zone Management Board and the Provincial Department of Industry and Trade, they surveyed the situation of agricultural development, production and market in Lai Chau city. Accordingly, implementing trade cooperation between Lai Chau province (Vietnam) and Yunnan province (China), the functional agencies of the two sides regularly exchange through many forms to jointly remove difficulties and obstacles to promote the development of border trade between the two sides. Strengthening connections and supporting enterprises of the province to participate in trade promotion activities.

The delegations of both sides surveyed OCOP products - Lai Chau specialties at the exhibition, introduction and consumption space of the Provincial Farmers' Association.

In 2024, 16 enterprises and cooperatives with 73 products of Lai Chau province were supported and connected to participate in the Trade Fair organized by Kim Binh district, Yunnan province, China; 2 enterprises and cooperatives were connected to participate in the Thematic Research Delegation and exchange on trade investment promotion in Hong Ha district, Yunnan province. Import and export activities through Ma Lu Thang - Kim Thuy Ha border gate continued to be maintained. The total import and export turnover of goods through Ma Lu Thang - Kim Thuy Ha border gate as of May 22 reached 29.6 million USD.

Regarding the survey of the actual situation of the construction of the Kim Thuy Ha/China - Ma Lu Thang/Vietnam multi-purpose bridge, the two sides have determined the location of the multi-purpose bridge, and at the same time announced the content of the bridge construction. Lai Chau Provincial People's Committee issued Decision No. 831/QD-UBND dated May 16, 2025 on the establishment of an interdisciplinary working group and a technical expert group to negotiate the multi-purpose bridge in the Ma Lu Thang (Vietnam) - Kim Thuy Ha (China) border gate area.

The delegates discussed, recommended and proposed: The specialized and competent agencies of Yunnan province should pay attention and coordinate with the specialized and competent agencies of Lai Chau province to speed up the preparation work (negotiate and agree on the location, scale, nature, design, etc.) to soon report to the Government of both sides to negotiate and sign the Protocol on the construction of the Multi-purpose Bridge in the Ma Lu Thang - Kim Thuy Ha border gate area. At the same time, propose the content of cooperation in the coming time such as: Flexibly organize the announcement of upgrading the Ma Lu Thang - Kim Thuy Ha border gate pair to an international border gate pair even when the multi-purpose bridge has not been completed. Promote cooperation, support, invite and introduce enterprises of Yunnan province to survey and seek investment opportunities in the fields of agriculture, industry, trade, tourism in Lai Chau province, etc.

Members of the Lai Chau Provincial Border Gate Working Subcommittee presented souvenirs to Comrade Ma Tuan - Deputy Director of the Department of Trade, Head of the Border Gate Committee of Yunnan Province (China).

Within the framework of the meeting, delegates also conducted a market survey at Huong Long Supermarket (Tan Phong Ward, Lai Chau City) and a survey of agricultural development and production at the macadamia garden in Dong Phong Ward (Lai Chau City); a space for displaying, introducing and consuming OCOP products - Lai Chau specialties of the Provincial Farmers' Association.

Conclusion: The two sides agreed on the contents discussed and surveyed.
