According to the announcement, to ensure the rights of candidates as required by the Ministry of Education and Training, the British Council has committed to issuing additional (re-issuing) Aptis certificates to candidates who took the exam from November 11 to December 22, 2022.
Specifically, the reissued certificate will have the additional line "The Aptis Candidate report has the same validity as an Aptis ESOL International Certificate".

According to the announcement, Ton Duc Thang University will recognize Aptis certificates reissued by the British Council for students taking the exam from November 11 to December 22, 2022, according to the form required by the Department of Quality Management (Ministry of Education and Training) in Official Dispatch 624 dated April 26.
Ton Duc Thang University recommends that these students contact the British Council to have their certificates reissued in a new format and then contact the Student Support Office to submit an application for English language exemption as prescribed. The application period is from May 4 to July 31.
For foreign language proficiency certificates issued after December 22, 2022, the school will consider recognizing exemption from credits and meeting English output standards.
Representing more than 800 students whose Aptis certificates were invalidated by the British Council, L., a fourth-year student of the Faculty of Sports Science at Ton Duc Thang University, was overwhelmed with emotion when the school recognized the reissued Aptis certificates after 5 months of pursuing the matter.
"The school has notified the students involved. From here, we can clearly plan our study plans for the remaining subjects, as well as prepare for better jobs after graduation," the male student confided.
About 70 students from Ton Duc Thang University, representing more than 800 people, went to the British Council headquarters in District 10, Ho Chi Minh City in February to request specific solutions.
H.Nhi, a fourth-year marketing student, feels more relaxed and motivated to continue her studies after months of almost hopeless waiting before receiving positive feedback from the Ministry of Education and Training and the school.
Previously, as Thanh Nien Newspaper reported, although the Ministry of Education and Training only allowed the issuance of Aptis ESOL certificates after the postponement, the British Council issued Aptis General and Aptis Advanced certificates (collectively referred to as Aptis) to candidates taking the exam from November 11 to December 22, 2022, causing many consequences because the units did not accept it.
Among them, more than 800 students of Ton Duc Thang University who were granted Aptis certificates in violation of regulations have had to continuously "call for help" from the school and the British Council since the beginning of January 2023 until now because the two sides have constantly conflicted views. Specifically, the school believes that the Aptis certificate has no "legal validity" because it was issued in violation of the regulations of the Ministry of Education and Training, so it does not recognize this certificate in training activities. Meanwhile, the British Council affirms that the two types of Aptis certificates are similar and have the same legal value.
Aptis ESOL is a computer-based English proficiency test for all four skills, developed by the British Council. The test is administered at test locations, controlled and accredited by the UK's Office for Qualifications and Examinations Regulation (Ofqual).
According to Decision No. 3646 of the Ministry of Education and Training dated November 11, 2022, 4 units in coordination with the British Council in Vietnam are licensed to organize Aptis ESOL English certificate exams, including VietnamEducation Development and Trade Company Limited (VTED), Education and Times Media Joint Stock Company (ECOMS), ETE Vietnam Company Limited (ETE), and Times Education Technology and Development Company Limited (TEDT).
