Including 2 resolutions stipulating the criteria for deciding to conduct bidding to select investors to implement investment projects to build urban areas and rural residential areas in Ha Nam province and the List of land plots to conduct bidding for investment projects using land according to the provisions of the 2024 Land Law effective from August 1, as a basis for attracting and implementing investment projects, serving the socio-economic development goals of the province; 6 resolutions on investment policies for important transport infrastructure projects, aiming to complete the connecting transport system in the province and inter-provinces, creating a driving force to attract investment, develop the socio-economy, ensure national defense and security; 2 resolutions on adjusting the medium-term public investment plan for 2021-2025 and adjusting the public investment plan for 2024.
At the meeting, the People's Council of Ha Nam province also passed a resolution on the plan to use the increased provincial budget revenue from other budget revenue sources that have not been allocated in the 2024 budget estimate; Resolution on the list of projects requiring land recovery, projects to change the purpose of using additional rice-growing land, adjusted in 2024 in Ha Nam province according to the 2024 Land Law and the Project "Improving the organization and operation of the Ha Nam Provincial Farmers' Support Fund", in order to improve the effectiveness of the fund's operations, promptly support and encourage farmer members in the province to develop the economy , enrich themselves legitimately and reduce poverty sustainably, improve their material and spiritual life, and contribute to promoting socio -economic development.

In order to soon put the resolutions into practice, promote their effectiveness, promptly resolve arising tasks, and serve the province's socio-economic development, in her closing speech, Comrade Le Thi Thuy, Secretary of the Provincial Party Committee, Chairwoman of the People's Council of Ha Nam province, proposed that the Provincial People's Committee promptly concretize and organize implementation; at the same time, direct departments, branches, and localities according to their functions and tasks to deploy and coordinate to seriously, promptly, and effectively implement the resolutions of the Provincial People's Council that have been passed; direct the implementation of public investment projects that the Provincial People's Council has approved the investment policy, and allocate capital according to schedule and legal regulations.
Timely arrange and disburse capital for projects in the public investment plan list, ensuring the plan, close to the capacity and progress of project implementation to promote the efficiency of investment capital; carry out the payment and settlement of public investment projects in accordance with regulations; promptly find solutions to remove difficulties in public investment capital sources of the province and districts, towns and cities; promote the disbursement of public investment capital, striving to achieve the highest rate; complete documents and procedures for projects preparing for investment in the next phase, especially projects expected to propose the central budget for investment support in accordance with regulations.
The Provincial People's Committee focuses on directing the management and use of the budget in accordance with regulations and is responsible to the Provincial People's Council for the allocation and use of increased budget revenue from other revenue sources and the budget that has not been allocated in the 2024 budget approved by the Provincial People's Council at this session; directing the recovery and conversion of land use purposes in accordance with regulations; stepping up propaganda, mobilization, and creating consensus among people in compensation and site clearance; not allowing petitions, complaints, and violations in land recovery, site clearance, and resettlement.

The Standing Committee of the Provincial People's Council, the committees of the Provincial People's Council, and the delegations of the Provincial People's Council shall strengthen the supervision of the implementation of the resolutions of the Provincial People's Council that have been issued, detect difficulties, obstacles, and shortcomings; propose and recommend to competent authorities to promptly resolve them so that the resolutions can be effective, promote socio-economic development, and ensure national defense and security.
The provincial People's Council delegates actively and proactively perform the duties of people's representatives, maintain close contact with voters; promptly disseminate and inform voters about the resolutions passed by the provincial People's Council in appropriate forms; create high consensus and unity in the organization of implementation; promptly grasp the thoughts, aspirations, opinions and recommendations of voters on difficulties, obstacles and shortcomings in the process of implementing the resolutions and recommend competent authorities to promptly resolve them, so that the resolutions can truly come into life.
