According to the conclusion of the State Appraisal Council, the pre-feasibility study report of the Ho Chi Minh City Ring Road 4 project under the public-private partnership (PPP) method (after receiving, explaining, and completing according to the opinions of the council members) has all the basic contents according to regulations.
The Ho Chi Minh City People's Committee is responsible for the accuracy of the information, data provided and the explanations in accordance with the provisions of law. At the same time, it will complete some contents such as the basis for selecting the route plan of the project section through Long An province; the plan for arranging intersections and rest stops; proposed mechanisms and policies, etc.
After voting in writing, 14/14 council members (100%) agreed to approve the report on the appraisal results of the project's pre-feasibility study report (of which 6 members approved and had additional comments).
In order to keep up with the progress of submitting to the National Assembly for consideration and decision on investment policy, the council recommends that the Government consider approving the pre-feasibility study report of the Ho Chi Minh City Ring Road 4 project as requested by the City People's Committee.
At the same time, the Ho Chi Minh City People's Committee is assigned to receive opinions from the council and Government members (if any) to complete the project's pre-feasibility study report. The Ho Chi Minh City People's Committee will coordinate with the Ministry of Construction to prepare the Government's submission to the National Assembly for consideration and decision on the project's investment policy.
According to the plan, Ho Chi Minh City Ring Road 4 has a total length of more than 207km, passing through 5 provinces and cities: Ho Chi Minh City (16.7km), Binh Duong (47.95km), Dong Nai (46.08km), Ba Ria - Vung Tau (18.23km), Long An (78.3km, including a 74.5km section through Long An, a 3.8km section through Ho Chi Minh City).
The Ho Chi Minh City Beltway 4 project submitted to the National Assembly has a total length of 159.3km through 4 provinces and cities: Ba Ria - Vung Tau, Dong Nai, Ho Chi Minh City, Long An. In phase 1, localities will clear the land at once according to the 8-lane plan, including emergency lanes, service roads, and parallel roads through residential areas.
Total investment in phase 1 is more than 120,412 billion VND, invested under the PPP method - BOT contract (build - operate - transfer) with the participation of state capital.

Preparing land and resettlement areas for the Ho Chi Minh City Ring Road 4 project
On April 22, the Ho Chi Minh City People's Committee directed departments, branches and localities to prepare for compensation, support and resettlement of the Ho Chi Minh City Ring Road 4 project and 4 gateway BOT projects according to Resolution 98.
In which, the City leaders assigned the Department of Construction to consider the proposal of Nha Be district on using a part of the remaining resettlement fund to serve the resettlement of the Ho Chi Minh City Ring Road 4 project. The People's Committee of Cu Chi district was also requested to urgently carry out the task of preparing a report proposing the investment policy according to the decision dated January 24 of the City People's Committee.
