This year's crop season, due to the very short transition period between spring and summer crops, localities have actively implemented production preparations to ensure the crop schedule and planting time, striving for a successful crop season right from the beginning.

According to the forecast of the National Center for Hydro-Meteorological Forecasting, the average temperature from May to July 2023 tends to be 0.5 degrees Celsius higher than the average of many years; from August to October 2023, the temperature will generally be 0.5-1 degrees Celsius higher than the average of many years, heat waves are likely to appear more frequently and more severely than the same period in 2022; it is predicted that 4-5 storms may directly affect the mainland of our country. The days of preparation for crop production take place in conditions of prolonged hot weather, little rain, low water levels on the main river system along with rotating power outages, making it difficult to regulate water for land preparation and winter-spring rice cultivation. Implementing the direction of the Provincial People's Committee, districts and cities have directed cooperatives to proactively arrange pumps to operate at maximum capacity based on the power outage schedule to pump enough water for plowing, burying straw, harrowing and sowing rice seedlings. To keep up with the time, farmers have implemented the motto "harvest to where, plow to there", harvest to where, and immediately prepare the land, so by July 3, 2023, localities in the whole province have basically completed the preparation of the entire winter-spring rice area.

Thanks to the active and careful preparation of production conditions, since July 2, farmers in localities, especially in the plain areas, have started to sow early-season rice. In the 2023 crop, Vu Ban district plans to sow 8,150 hectares; the average yield is 52.5 quintals/ha; the output reaches 42,787 tons, including 18 thousand tons of high-quality rice. Localities strive for the area of ​​​​machine-planted rice to reach over 20% of the total sown area. Localities plan the production areas for each rice crop, especially the early-season crop, to facilitate water collection and soil preparation for sowing. Soil preparation is carried out immediately after the spring rice harvest is completed. For fields with enough water, harrowing is carried out early to help the stubble decompose well; in high-lying fields, use a plow to turn over all the soil so that when there is water, harrowing helps the soil to be thoroughly prepared. Along with managing water supply and land preparation, agricultural service cooperatives proactively supply seeds and agricultural materials to ensure quality and stable prices for people... The District People's Committee directs communes and towns to continue reviewing, counting, and consolidating ineffective rice growing areas and abandoned areas into concentrated areas; researching and selecting suitable conversion objects and developing conversion plans according to the provisions of the Decrees: No. 35/2015/ND-CP and No. 62/2019/ND-CP of the Government on management and use of rice-growing land; No. 94/2019/ND-CP regulating plant varieties and cultivation. In addition, communes and towns continue to expand production areas according to the large-field model to reduce production costs, intermediaries, invest in processing, preservation and building brands and trademarks, proactively finding outlets for agricultural products; Expanding organic rice production areas in the communes of Minh Tan, Cong Hoa, Kim Thai, Lien Bao... The entire district strives to complete early-season rice cultivation before July 8 to create land for winter crop production; mid-season rice cultivation is completed before July 15 according to the direction of the Provincial People's Committee.

In the 2023 crop, the whole province will cultivate 71,800 hectares; strive for an average yield of over 50 quintals/ha; strive for an output of over 365 thousand tons, including over 292 thousand tons of high-quality rice. Strive for each district to have at least 10 large fields for commercial rice production, with a scale of over 30 hectares/field; have at least 2 models of value chain linkage, production - consumption of commercial rice products with the participation of enterprises; have at least 2 models of converting ineffective rice-growing land to growing vegetables, industrial crops, fruit trees... with high economic efficiency.

The weather for the 2023 crop planting season is forecast to be complicated, with many heat waves leading to a high risk of salinity and acidity, affecting crop production. Comrade Nguyen Van Huu, Deputy Director of the Department of Agriculture and Rural Development, said: “The agricultural sector recommends that localities step up propaganda so that people focus on cleaning the fields, plowing and treating straw with biological products and lime powder; increase the use of organic fertilizers to limit rice poisoning at the beginning of the crop; prevent sources of pests and diseases, especially black-striped dwarf disease and weedy rice from the spring crop spreading to the summer-autumn crop, and improve the efficiency of fertilizer use. Strictly follow the crop calendar, variety structure, and cultivation process for each variety, expand the area of ​​​​tray seedlings and machine transplanting; proactively prepare short-term rice varieties when unfavorable weather occurs. Focus on developing forms of cooperation and linking commodity production, especially value chain-linked fields, associated with the development of key agricultural and food products, strengths of each locality, associated with promoting the implementation of the One Commune One Product program. Strive to complete the sowing and planting of the summer-autumn rice before July 15. within the best time frame; effectively implement the contents of restructuring agricultural production, increasing product added value and production efficiency".

With the motto of planting "as soon as possible" and synchronously applying intensive farming measures; resolutely directing the correct implementation of the plan for variety structure, methods and planting season to proactively respond to climate change, black-striped dwarf disease, weedy rice... This is a solid foundation for our province to strive to continue having a successful winter-spring rice crop./.
