Speaking at the opening of the meeting, Dr. Nguyen Van Quyen happily welcomed the Seoul Bar Association - Korea to visit and work with the Vietnam Lawyers Association.
According to Chairman Nguyen Van Quyen, the 13th delegation exchange between the Vietnam Lawyers Association and the Seoul Bar Association took place when Vietnam and South Korea had just upgraded their relationship to a “comprehensive strategic partnership” at the end of 2022 and right after the President and his wife and their high-ranking delegation had successfully concluded their state visit to Vietnam last June.
“Therefore, I strongly believe that the visit and work of the Seoul Bar Association this time will contribute to maintaining the close relationship that we have established and preserved over the past 17 years; at the same time, it will promote this relationship to continue to develop better with higher level, deeper and better quality in the coming time”, Chairman Nguyen Van Quyen expressed.

The leaders of the Vietnam Bar Association briefly introduced to the Seoul Bar Association some highlights of the situation of the Vietnam Bar Association in the past three years - a time when the two sides were unable to exchange delegations due to the impact of the Covid-19 pandemic.
Accordingly, with about 40 members since its establishment on April 4, 1955, the Association now has more than 80,000 members in all provinces and cities across the country. Members include lawyers who have worked and are working at agencies of the Party, State, Front, unions, economic organizations and universities, research institutes... operating in all fields of politics , economics, society, national defense and security.
During the development stages, many members of the Association were assigned important positions in Party and State agencies. Members of the Association operate in Association organizations in 63 provinces and centrally run cities, 483 districts, towns, and provincial cities; 52 central agencies, departments, branches, and organizations, and thousands of wards, communes, and towns.
In 2022, the Politburo issued a new directive - Directive No. 14-CT/TW dated July 1, 2022, which continued to affirm that the Vietnam Lawyers Association is a political - social - professional organization assigned by the Party and the State, aiming to promote all levels of the association and its members to actively contribute to the cause of national construction and development, protecting the independence, sovereignty , unity and territorial integrity of the Fatherland.
This is a document of special importance to us, serving as the political foundation for continuing to build and develop the Association in the coming time, in which we are identified with the tasks entrusted to us by the Party and State.
To implement this Directive, the National Assembly Party Delegation and the Government Party Executive Committee have both issued specific implementation plans. Based on these documents, the Association has issued an Action Program to implement activities in all areas of the Association's tasks.

In January 2022, the Association and the Institute for Legislative Studies under the National Assembly Standing Committee held a signing ceremony for the Cooperation Program for the 2022-2026 period, witnessed by National Assembly Chairman Vuong Dinh Hue. With 12 specific cooperation contents, the National Assembly Chairman placed high expectations on the cooperation results between the two agencies and affirmed that the National Assembly leadership would create the most favorable conditions to implement this cooperation program.
After signing this cooperation program, the Vietnam Lawyers Association has actively participated in law-making activities. The two sides have carried out many tasks such as: participating in giving opinions on documents, sending officials and experts to participate in scientific seminars to give opinions on law-making, etc.
In recent times, in the work of participating in law-making, the Association has researched and commented on draft Laws and Ordinances submitted to the National Assembly; at the same time, researched and commented on many draft legal documents of the Government, the Supreme People's Court, ministries, branches, etc.
In the first 6 months of 2023 alone, the Association has organized more than 600 conferences and seminars to contribute opinions and contribute more than 8,000 opinions to the drafting of central and local documents. The Vietnam Lawyers Association has sent representatives to participate in drafting committees, editorial teams of draft laws and programs and projects of the Government and Ministries, departments, branches, etc.

In foreign affairs activities, the Vietnam Lawyers Association has coordinated with the International Association of Democratic Lawyers and the International Peace Path Foundation of the Russian Federation to organize two international seminars on the East Sea in November 2022 and June 2023 with the topics "Disputes in the East Sea and the need to strengthen international cooperation" and "Promoting cooperation in the East Sea: For peace and development on the basis of international law".
Scholars and delegates all assessed that the workshop was very practical and needed to be maintained to promote new and appropriate cooperation mechanisms, aiming at the goal of peacefully resolving disputes in the East Sea.
“These are just some highlights of our activities in recent times, which we would like to share with the Seoul Bar Association,” Chairman Nguyen Van Quyen shared, hoping that the relationship between the two agencies will become increasingly strong and developed, along with the comprehensive development between Vietnam and Korea.

Mr. Kim Jung Wook emphasized that the legal profession carries a very special mission called “enforcing social justice”. This is also a profession with extremely strict and rigorous professional ethics and there are certain differences between countries.
Through this working program, Mr. Kim Jung Wook hopes that both sides will have comparisons and analyses on the ethical rules and privileges of information security of lawyers of the two countries. From there, it will help to arouse the inherent professional ethics in themselves, trying to research directions to further develop this issue in the future.

At the meeting, delegates listened to Ms. Nguyen Thi Mai - Former Deputy Director of the Department of Judicial Support, Ministry of Justice, member of the Vietnam Lawyers Association present a paper on "Code of Ethics for Lawyers". Lawyer Ha Chae Eun, 2nd International Director, Seoul Bar Association, presented a paper on "Principles and privileges of information confidentiality of Lawyers". Next, the two sides had open discussions around the topic of "Code of Ethics for Lawyers".
At the end of the meeting, the leaders of the Vietnam Lawyers Association and the Seoul – Korea Bar Association expressed their hope that both sides will have more opportunities to work and exchange experiences with each other, contributing to the development of the country's legal system.
