( Bqp.vn ) - On October 10, in Hanoi, the Ministry of National Defense held a conference of the Drafting Committee for Government Decrees and Prime Minister's Decisions detailing the Law on Defense Industry, Security and Industrial Mobilization. Senior Lieutenant General Pham Hoai Nam, member of the Party Central Committee, Deputy Minister of National Defense chaired the conference. Also attending were representatives of a number of Departments, Ministries and functional agencies inside and outside the Army.

According to the report, as of October 8, 2024, the General Department of Defense Industry - the Standing Office of the Drafting Committee has received a total of 51/146 comments for the following areas: Decree detailing a number of articles of the Law on Defense Industry, Security and Industrial Mobilization; Decree on science , technology and innovation activities serving the defense and security industry; Decree stipulating a number of policies for core defense industry establishments, core security industry establishments and regimes and policies for employees in core defense industry establishments, core security industry establishments; Decree detailing a number of articles on the management of financial resources for the defense and security industry and the defense and security industry fund; Decision of the Prime Minister stipulating criteria for the titles of experts, leading scientists, chief engineers in the field of defense and security industry, etc.

Speaking at the conference, Senior Lieutenant General Pham Hoai Nam praised the efforts of the General Department of Defense Industry and related agencies. Despite the tight deadline and large workload, with high determination, the agencies were proactive in implementing the work, giving correct and accurate advice to speed up the progress of drafting documents.

To ensure the drafting of quality documents, on schedule and in accordance with the order and procedures prescribed by law, Senior Lieutenant General Pham Hoai Nam requested members of the Drafting Committee and Drafting Teams to strictly follow the operating regulations and assignment in researching and drafting documents. Drafting Teams continue to receive and explain comments to revise and complete draft documents; closely coordinate with members of the Drafting Committee and relevant ministries and branches, mobilize the participation of experts and scientists to draft documents of the best quality.

Senior Lieutenant General Pham Hoai Nam also directly assigned the General Department of Defense Industry to direct the meetings of the Drafting Teams to develop, unify and complete the draft documents to ensure quality and progress according to the approved plan. Complete the dossier to report to the Head of the Ministry of National Defense and send the first draft to seek opinions from agencies and units in the Ministry of National Defense and the Ministry of Public Security before October 20, 2024. Send for opinions from relevant agencies, ministries and branches and post the dossier on the Electronic Information Portal of the Government and the Ministry of National Defense (second draft) before November 5, 2024; send the draft documents to the Ministry of Justice for appraisal before February 15, 2025 and submit them for promulgation on schedule before April 15, 2025.

Emphasizing that the drafting of documents detailing the Law is a difficult content, playing an important role in the construction of the defense and security industry, Senior Lieutenant General Pham Hoai Nam requested the Ministry of Public Security and the Military Industry - Telecommunications Group (Viettel) to continue to closely coordinate with the Standing Agency to research, send staff to regularly participate in proposing related contents; have mechanisms to support resources for the Standing Agency to ensure the drafting of documents detailing the Law is timely, quick and effective.
