On the afternoon of December 17, at the Provincial Conference Center, the People's Committee of Bac Giang province held a conference to announce Resolution No. 1191/NQ-UBTVQH15 dated September 28, 2024 of the National Assembly Standing Committee on the arrangement of administrative units (ADUs) at district and commune levels in Bac Giang province, period 2023-2025. Comrade Tran Thanh Man - Politburo member, Chairman of the National Assembly attended and delivered a speech at the conference.
The conference was attended by members of the Party Central Committee: Hoang Thanh Tung - Chairman of the National Assembly's Law Committee; Nguyen Thanh Hai - Head of the National Assembly Delegation Affairs Committee, Deputy Head of the Central Organization Committee; Nguyen Dinh Khang - President of the Vietnam General Confederation of Labor. Also attending were Lieutenant General Nguyen Van Long - Deputy Minister of Public Security; leaders of ministries, sectors, unions and central agencies.
On the side of Bac Giang province, there were comrades: Nguyen Van Gau - Member of the Party Central Committee, Secretary of the Provincial Party Committee; Mai Son - Acting Chairman of the Provincial People's Committee; Lam Thi Huong Thanh - Permanent Vice Chairman of the Provincial People's Council; Nghiem Xuan Huong - Vice Chairman of the Provincial People's Council; Phan The Tuan - Vice Chairman of the Provincial People's Committee; leaders of the Provincial Fatherland Front Committee, comrades of the Provincial Party Standing Committee; former Standing members of the Provincial Party Committee, People's Council, People's Committee, Provincial Fatherland Front Committee, members of the Provincial Party Standing Committee through different periods; comrades of the Provincial Party Executive Committee. At the conference, Comrade Hoang Thanh Tung - Member of the Party Central Committee, Chairman of the National Assembly's Law Committee announced Resolution No. 1191/NQ-UBTVQH15 dated September 28, 2024 of the National Assembly Standing Committee on the arrangement of administrative units at district and commune levels in Bac Giang province, period 2023-2025. The Resolution takes effect from January 1, 2025.
Accordingly, Bac Giang province rearranges 4 district-level administrative units: Merging the administrative boundaries of Yen Dung district with Bac Giang city; rearranging and adjusting the administrative boundaries of Luc Ngan district and Son Dong district to establish Chu town, Luc Ngan district and Son Dong district; rearranging 34 commune-level administrative units to establish 17 commune-level administrative units; establishing 13 wards in Bac Giang city, 5 wards in Chu town; establishing Phi Dien and Bien Dong towns in Luc Ngan district.
After the arrangement, Bac Giang province has 10 district-level administrative units, including 7 districts, 2 towns and 1 city; 192 commune-level administrative units, including 143 communes, 35 wards and 14 towns.
Bac Giang city has 31 commune-level administrative units, including 21 wards and 10 communes; Luc Ngan district has 19 commune-level administrative units, including 17 communes and 02 towns. Son Dong district has 17 commune-level administrative units, including 15 communes and 02 towns. Chu town has 10 commune-level administrative units, including 05 wards and 05 communes. Hiep Hoa district has 19 commune-level administrative units, including 17 communes and 02 towns; Lang Giang district has 19 commune-level administrative units, including 17 communes and 02 towns; Luc Nam district has 24 commune-level administrative units, including 22 communes and 02 towns; Tan Yen district has 19 commune-level administrative units, including 17 communes and 02 towns; Yen The district has 17 commune-level administrative units, including 15 communes and 02 towns.

At the conference, National Assembly Chairman Tran Thanh Man presented Resolution No. 1191/NQ-UBTVQH15 of the National Assembly Standing Committee to the Standing Committee of Bac Giang City Party Committee, the Standing Committee of Chu Town Party Committee, and the Standing Committee of Luc Ngan District Party Committee. Secretary of Bac Giang Provincial Party Committee Nguyen Van Gau presented flowers to congratulate the comrades in the Standing Committee of Bac Giang City Party Committee, the Standing Committee of Chu Town Party Committee, and the Standing Committee of Luc Ngan District Party Committee.
Speaking at the conference, Comrade Vu Tri Hai - Secretary of Bac Giang City Party Committee, representing the localities arranged according to Resolution No. 1191/NQ-UBTVQH15 of the National Assembly Standing Committee, thanked the National Assembly; the National Assembly Standing Committee; the Government; central ministries and branches; Party and State leaders; provincial leaders; provincial departments, branches and sectors for always paying attention to leading, directing and helping the localities to carry out their tasks.
He said that the Party Committee, government and people of Bac Giang city, together with the district and commune-level localities subject to the arrangement and adjustment of administrative units, were happy and excited to receive Resolution No. 1191/NQ-UBTVQH15 of the National Assembly Standing Committee . This is an important historical milestone for Bac Giang province in general and the localities in particular. After the arrangement and adjustment, the localities have opened up new opportunities and development potentials, meeting the requirements of reality and the long-term development trend in the future.
To prepare conditions for the implementation of Resolution No. 1191/NQ-UBTVQH15 of the National Assembly Standing Committee , effective from January 1, 2025, under the leadership of the Provincial Party Committee, People's Council, and Provincial People's Committee, up to now, localities and Bac Giang city have prepared the organization, apparatus of Party committees, authorities at all levels and conditions of facilities and working equipment to ensure stability and put into operation from January 1, 2025. From January 1, 2025, Bac Giang city will open up many new opportunities and new advantages for the city's development.
On behalf of the Party Committee, government and people of the new Bac Giang city, he promised the Party, State and people to continue to preserve and further promote the tradition of solidarity; promote the potentials and strengths of the new city, with a spirit of determination and innovation to build Bac Giang city to develop rapidly and sustainably in the direction of a green and smart urban area; taking people as the center to build a livable city, contributing significantly to the overall development of the province and the country.
Speaking at the conference, National Assembly Chairman Tran Thanh Man emphasized that the arrangement of administrative units is an important task in the country's development orientation for the 2021-2030 period, associated with the implementation of innovation in the organization and arrangement of the political system to be streamlined, operate effectively and efficiently, reduce staff, reform the salary regime, restructure and improve the quality and efficiency of the contingent of cadres and civil servants, effectively promote resources for socio-economic development, improve people's lives, maintain national defense and security and social order and safety; better serve people and businesses, especially in the context that the Central Government is promoting decentralization, delegation of power, granting autonomy and self-responsibility to local governments as General Secretary To Lam directed at the 10th conference of the 13th Party Central Committee.
The arrangement of administrative units is a difficult and complicated task, greatly affecting the organization and operation of agencies and organizations in the political system, of cadres, civil servants, public employees, workers and the people. In that context, strictly implementing the direction of the Central, National Assembly, Government, the Standing Committee of the Provincial Party Committee, People's Council, People's Committee, and the Fatherland Front Committee of Bac Giang province has focused on leading, directing, coordinating, and mobilizing the participation of the entire political system with a spirit of urgency, seriousness, high responsibility, and conducting it methodically, scientifically, and firmly, creating unity among cadres, party members, and consensus and support from all walks of life.
The issuance of Resolution No. 1191/NQ-UBTVQH15 by the National Assembly Standing Committee dated September 28, 2024 on the arrangement of administrative units at district and commune levels in Bac Giang province for the period 2023-2025 is a recognition by the Party and State for the efforts, endeavors and high determination of the Party Committee, government and people of Yen Dung district, Luc Ngan district, Bac Giang city in particular and Bac Giang province in general. Despite the huge workload, the entire political system of Bac Giang province has been highly determined, made great efforts, and taken drastic, focused and key actions to well implement the set requirements and tasks.
On behalf of the Party, State and National Assembly Standing Committee leaders, National Assembly Chairman Tran Thanh Man acknowledged, highly appreciated and commended the efforts and outstanding results in socio-economic development, ensuring national defense and security as well as in the arrangement of administrative units at district and commune levels of Bac Giang province achieved in the recent past.
In order to successfully organize the arrangement of administrative units at district and commune levels in the province to ensure progress, high efficiency, and compliance with Party regulations and State laws, in the coming time, he requested Party committees at all levels, authorities, the Fatherland Front, and organizations to continue to unite, make greater efforts and determination to focus on implementing the arrangement of administrative units at district and commune levels in the province in conjunction with the implementation of Plan No. 04 dated November 13, 2024 of the Central Steering Committee summarizing the implementation of Resolution No. 18 of the 12th Central Executive Committee. Ensure good personnel work for the Party Congresses at all levels of the province for the 2025-2030 term and prepare for the successful election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term. The most important thing is to rearrange administrative units so that the local socio-economy can develop more, businesses can be served more conveniently, the material and spiritual life of the people can be better; traditional cultural values can be preserved, transmitted and promoted more effectively.
Strengthening the information and propaganda work of the Resolution of the National Assembly Standing Committee, especially the regulations and guidelines on the State's regime and policies on the arrangement of administrative units at district and commune levels so that each cadre, party member and people clearly understand, correctly understand, agree and actively implement. Timely grasp the thoughts and aspirations of cadres, party members, civil servants, public employees and workers, especially those affected when implementing the arrangement of administrative units to have timely solutions and support. At the same time, it also requires the team of cadres and civil servants to strive to improve their qualifications and working capacity, and further enhance their sense of responsibility to meet the requirements of tasks in the new situation.
National Assembly Chairman Tran Thanh Man welcomed the People's Council of Bac Giang province for issuing two Resolutions on support policies for redundant commune-level cadres and civil servants due to the rearrangement of commune-level administrative units in the 2019-2021 and 2023-2025 periods.
Arrange, manage and use the headquarters and public assets of the agencies and units after the rearrangement in accordance with regulations, ensuring savings and efficiency. Take measures to mobilize resources and increase investment in the administrative units after the rearrangement, especially urban administrative units. Create the most favorable conditions for organizations and individuals in changing seals and documents; in conducting transactions with state agencies, especially in handling administrative procedures, ensuring the legitimate rights and interests of people and businesses.
Party committees at all levels, authorities, the Fatherland Front, and mass organizations of the province need to continue to be imbued with the leadership role and fighting strength of Party committees at all levels, further strengthen Party building work, improve the quality of cadres and Party members; in particular, it is necessary to thoroughly grasp and strictly implement the direction of General Secretary To Lam on preventing and combating corruption, waste, and negativity, contributing to creating resources for development, bringing the country into a new era, an era of national growth.
The National Assembly Chairman believes that Bac Giang province will successfully reorganize administrative units at district and commune levels; take advantage of and promote its potential and advantages to achieve remarkable development and breakthroughs in socio-economic development, ensure national defense and security, build a strong political system, successfully implement the Resolution of the 19th Provincial Party Congress, soon complete the goal of becoming a fairly developed province in the country, actively contribute to the successful implementation of the Resolution of the 13th National Party Congress; continue to make important contributions to the revolutionary cause of the Party, the nation, and the industrialization and modernization of the country.
Speaking at the conference, on behalf of the Provincial Party Committee, People's Council, and People's Committee of Bac Giang province, Secretary of the Provincial Party Committee Nguyen Van Gau thanked and seriously accepted the direction of the National Assembly Chairman. The Provincial Party Committee will focus on leading and concretizing the tasks directed by the National Assembly Chairman into specific programs, plans, and tasks of the province and each locality for implementation.
Provincial Party Secretary Nguyen Van Gau affirmed that the Party Committee, government and people of all walks of life in the province will always uphold the spirit of solidarity and unity; promote democracy and self-reliance; strive to overcome all difficulties and challenges; confidently look forward to a bright future as Uncle Ho taught: "After the rain, the sun will shine"; determined to build Bac Giang homeland to become increasingly prosperous, civilized and modern; worthy of the tradition, history and trust and expectations that the Party and State leaders have placed in the locality.
