In the third quarter and the first nine months of 2025, the local economy is stable and growing well, forestry and fishery production is developing steadily; industrial production maintains growth. Total budget revenue by September 10, 2025 reached VND 9,621 billion, equal to 86.24% of the central budget estimate and 80.83% of the local budget estimate.

Cultural, artistic and sports activities to celebrate the 80th anniversary of the August Revolution and National Day on September 2 were organized enthusiastically and meaningfully. People's health care and social security continued to receive attention and improvement; security, order and social safety were ensured. In addition, the fields of Party building and national defense and security achieved positive results. The operation of the 2-level local government model initially ensured smoothness and efficiency.

Party congresses at all levels were successfully held, creating an important premise to prepare for the 1st Provincial Party Congress, term 2025 - 2030.

At the conference, delegates discussed and gave opinions on the report on Party building work in the third quarter and key tasks in the fourth quarter of 2025; discussed the socio-economic situation in the third quarter and tasks in the fourth quarter of 2025, including proposing solutions to remove difficulties, promote public investment disbursement; develop agriculture , prevent natural disasters, prevent diseases in livestock; develop energy; attract the implementation of key projects in economic zones and industrial parks; planning work, promote digital transformation, continue to perfect the organizational apparatus, arrange public assets, and effectively implement the 2-level local government model.

Speaking at the conference, Provincial Party Secretary Le Ngoc Quang requested relevant agencies to urgently complete the draft political report and related contents based on the conference's comments and direction of the Politburo; review and supplement goals and targets in accordance with the province's actual conditions; specify breakthroughs and key tasks and solutions for the 2025-2030 term; update the Central's strategic resolutions in the political report.

Regarding the operation of the 2-level local government model, Provincial Party Secretary Le Ngoc Quang suggested that after the congress, departments and branches continue to grasp the situation at the grassroots level, listen to opinions to propose solutions to overcome difficulties, ensure the smooth and effective operation of the 2-level government, and operate effectively, efficiently and effectively. Complete the staff restructuring after the reorganization, overcome the shortage of professional staff. Improve the quality of administrative procedure settlement, promptly overcome difficulties and problems, especially in the application of information technology and digital transformation. Invest in improving facilities, headquarters, and information technology infrastructure, especially in remote areas. Resolutely resolve petitions, complaints, and lawsuits.

The results of the congress also need to be communicated soon and an action plan to concretize the congress resolution should be issued immediately to focus on implementation. Party committees at all levels should develop action plans suitable for each locality and unit. Perfect the organization and arrange personnel according to the correct procedures.

Along with that, build a socio-economic development plan for 2026 and 5 years 2026 - 2030; review and adjust the work plan for the last 3 months of 2025; strive to achieve the target of 8% GRDP growth in 2025. Focus on boosting budget collection, removing difficulties and obstacles in implementing key and driving projects of the province. Mobilize the entire political system in disbursing public investment capital and ensuring social security, caring for people's lives, maintaining national defense - security, social order and safety.
