In order to strongly implement the Resolutions of the Politburo , and at the same time complete the goals and tasks assigned in Resolution No. 66/NQ-CP dated March 26, 2025 of the Government on the Program to reduce and simplify administrative procedures, the Ministry of Culture, Sports and Tourism has developed a draft plan to simplify administrative procedures related to the production and business activities of the Ministry in 2025.
However, in order to collect opinions and ensure that the plan to simplify administrative procedures is developed in accordance with the reality and needs of organizations and individuals; at the same time, identify problems, complications, and inconveniences in regulations on administrative procedures and regulations related to production and business activities to continue proposing simplification plans, the Ministry of Culture, Sports and Tourism has recently developed a Plan to organize consultations on regulations on administrative procedures and regulations related to production and business activities of the Ministry of Culture, Sports and Tourism in 2025.
Speaking at the Conference, Mr. Nguyen Thanh Son, Deputy Chief of Office of the Ministry of Culture, Sports and Tourism - Deputy Head of the Standing Administrative Reform Subcommittee - Deputy Head of the Organizing Committee said: "The Ministry of Culture, Sports and Tourism is a multi-disciplinary Ministry with 350 administrative procedures, of which over 50% are still in the Central Government, 14 fields including 257/350 administrative procedures related to production and business activities, there are 21 business lines with conditions to discuss the Investment Law, containing over 1060 requirements for business conditions, including many sensitive fields related to ideology, aesthetics, art such as cinema, performing arts, fine arts, press, publishing, ... or security, safety related to life, health such as tourism, sports , ... or related to international commitments such as cultural heritage, copyright, ... cutting, reducing, simplifying administrative procedures is a great pressure, at the same time a task with a target to be implemented.
In the past 2 months, implementing the direction of the Politburo, the Government, the Prime Minister, the Ministry of Culture, Sports and Tourism, the Minister and Deputy Ministers have held 3 meetings, issued 12 documents for implementation with a high spirit of determination, aiming to minimize intervention and eliminate administrative barriers, the "ask - give" mechanism, the "can't manage, then ban" mindset. People and businesses are free to do business in industries not prohibited by law. Strongly shift from pre-inspection to post-inspection associated with strengthening inspection and supervision; shift the management of business conditions from licensing and certification to publishing business conditions and post-inspection, except for a few fields that are required to carry out licensing procedures according to regulations and international practices".
The Consultation Conference on regulations on administrative procedures and regulations related to production and business activities of the Ministry of Culture, Sports and Tourism in 2025 was held to seek consultation on proposed plans to simplify administrative procedures and regulations related to production and business activities of the Ministry of Culture, Sports and Tourism in 2025.

At the Conference, delegates focused on discussing and analyzing regulations on administrative procedures, regulations related to production and business activities of the Ministry; the implementation of plans to reduce and simplify administrative procedures and citizen papers; decentralization of administrative procedure implementation, regulations related to business activities in the fields of: Culture, sports, tourism, performing arts, cinema, copyright, cultural heritage, press, publishing, printing and broadcasting, etc.
Also at the Conference, representatives of the Department of Culture, Sports and Tourism, Department of Culture and Information, Department of Tourism of provinces and cities, businesses and organizations asked many questions related to cultural activities, sports, tourism, performing arts, cinema, copyright, cultural heritage, press, publishing, printing and broadcasting, etc. All questions were explained, answered and guided specifically and in detail by representatives of the Ministry's Office and Departments under the Ministry of Culture, Sports and Tourism.
Here, representatives of the Ministry Office and Departments under the Ministry of Culture, Sports and Tourism listened to and received opinions from agencies, units; organizations, associations, and enterprises on administrative procedures and regulations related to the production and business activities of the Ministry. Thereby, identifying difficulties and obstacles in administrative procedures and regulations related to business activities in related fields.
From there, the Ministry of Culture, Sports and Tourism will propose to handle and completely remove difficulties and obstacles in mechanisms, policies and administrative procedures that are barriers to production and business activities of enterprises and people's lives within the scope and authority of the Minister of Culture, Sports and Tourism.
