National conference to disseminate and implement Resolution 11 of the 13th Central Committee

On the morning of April 16th, the Politburo and the Secretariat of the Central Committee held a national conference to disseminate and implement the Resolution of the 11th Plenum of the 13th Central Committee of the Communist Party of Vietnam.

At the Dien Hong Hall of the National Assembly, the following comrades attended and directed the conference: To Lam - General Secretary; Luong Cuong - Member of the Political Bureau, President; Pham Minh Chinh - Member of the Political Bureau, Prime Minister; Tran Thanh Man - Member of the Political Bureau, Chairman of the National Assembly; Tran Cam Tu - Member of the Political Bureau, Standing Member of the Central Party Secretariat.

Attending the conference were members of the Politburo , former members of the Politburo, members of the Secretariat, members of the Central Committee of the Party, leaders of central departments, ministries, branches, and mass organizations...

The conference was connected online to locations at provincial and city Party committees, Party committees directly under the Central Committee; central ministries, departments, and public service units; and district and commune-level locations nationwide, with more than 21,000 connection points and 1.5 million delegates participating.

At the Dak Lak provincial venue, the attendees included: Nguyen Dinh Trung - Secretary of the Provincial Party Committee; along with members of the Provincial Party Standing Committee, the Provincial Party Executive Committee, the Provincial Party Inspection Committee; former members of the Provincial Party Standing Committee, heads and deputy heads of departments, agencies, and organizations under the province, the Fatherland Front, and political and social organizations...

At the conference, Prime Minister Pham Minh Chinh delivered the first presentation on "Draft Documents to be submitted to the 14th National Congress of the Party: New points in the summary of some theoretical and practical issues on the socialist-oriented renovation process in Vietnam over the past 40 years; New points in the draft report summarizing the work of Party building and implementation of the Party Charter to be submitted to the 14th National Congress of the Party; New points in the draft Political Report; New points in the draft report on the 5-year implementation of the 10-year socio-economic development strategy 2021-2030; directions and tasks for socio-economic development in the 5 years 2026-2030".

National Assembly Chairman Tran Thanh Man delivered the second presentation on "Amendments to the Constitution and Laws; Directions for the Election of Deputies to the 16th National Assembly and Deputies to People's Councils at all levels for the 2026-2031 term".

Next, Head of the Central Organizing Committee Le Minh Hung delivered the third presentation on "Continuing to streamline the organizational structure for efficiency, effectiveness, and efficiency; amending and supplementing regulations implementing the Party Charter; amending Directive No. 35-CT/TW, dated June 14, 2024, and Conclusion No. 118-KL/TW, dated January 18, 2025, of the Politburo of the 13th Party Congress on Party congresses at all levels for the 2025-2030 term."

Delivering a keynote address at the Conference, General Secretary To Lam stated that at the 11th Conference of the 13th Central Committee of the Communist Party of Vietnam, the Central Committee reached a high level of consensus on major, core issues. This was a historic conference, deciding on important and breakthrough issues of the new revolutionary period, creating a new momentum and impetus for comprehensive reform, and leading the country into a new era of development.

Based on absolute consensus, the Central Committee issued Resolution 60/2025 with many particularly important contents, focusing on two groups of issues: Continuing to reorganize and streamline the apparatus, rearrange administrative units, and organize local governments at two levels; and preparing for the 14th National Congress of the Party. These contents are closely related and all address key, urgent issues that we must focus on implementing immediately after this conference and until the end of 2025.

According to the General Secretary, after the Conference, agencies, units, and localities have identified the tasks that need to be done in the coming period. Each cadre and Party member has also envisioned their individual responsibility in the country's overall "revolution." Party committees and organizations at all levels are responsible for continuing to study and thoroughly understand the contents of the Resolution and developing specific action plans and programs for its implementation.

Faced with the simultaneous demands of implementing a massive volume of work, on a wide scale, within a short timeframe, with high quality, and many unprecedented tasks, and to ensure unity in leadership and organizational implementation, the General Secretary requested that the highest level of political determination be demonstrated in leading and directing the implementation of the Resolution of the 11th Central Committee Conference, recognizing this as a "revolution" in organizational restructuring, administrative unit reorganization, and reform and innovation for national development.

Party committees, party organizations, and leaders at all levels must be thorough and decisive in leading, directing, and ensuring that cadres and party members fully and deeply understand the special importance of this policy, creating unity of understanding and thought throughout the Party and spreading it throughout society, determined to successfully achieve the goals and directions set by the Central Committee. They must focus on leading and directing agencies to decisively implement tasks in the spirit of "playing their roles correctly and knowing their responsibilities," coordinating synchronously, smoothly, and closely from the central level to localities and between localities themselves, avoiding any "my way or the way" mentality, and ensuring that all actions are for the common good of the country and the people.

General Secretary To Lam requested that the selection and placement of leaders, especially the heads of provincial and commune-level agencies, be done well after the mergers.

Regarding personnel work, the General Secretary requested that Party committees and organizations at all levels strictly adhere to the principle of unified Party leadership in building organizational structures, personnel work, managing the cadre and staffing of the political system; they must be extremely fair and objective in personnel placement; and they must fully implement regulations and guidelines on personnel work to ensure transparency, strengthen control over power, and link power with individual responsibility.

It is necessary to do a good job in selecting and appointing leaders, especially the heads of provincial and commune-level agencies after the merger; a synchronized and interconnected approach must be considered across all four stages: Personnel placement after the merger - Personnel for the Provincial and Commune-level Party Congresses - Personnel for the 14th National Party Congress - Personnel for the National Assembly and People's Council elections at all levels.
