Permanent Deputy Minister of Education and Training Pham Ngoc Thuong chaired the conference. The conference was held in a combination of in-person and online formats at the Ministry of Education and Training, 34 Departments of Education and Training and more than 3,000 commune and ward bridge points. At the Son La province bridge point, leaders of the Department of Education and Training attended the conference.
At the conference, representatives of specialized units of the Ministry of Education and Training provided guidance on state management in the field of education under the two-level local government model; at the same time, introduced related documents such as: "Guidelines for implementing state management of education under two-level local government" and "System of legal documents regulating decentralization, delegation of authority, and assignment of state management authority on education when implementing two-level local government".
Local delegates shared practical experiences, difficulties, obstacles and proposed solutions to effectively implement the decentralization of education management at the grassroots level. Issues of local concern were received, answered and discussed by representatives of the Ministry's functional units.
In his closing speech at the conference, Deputy Minister Pham Ngoc Thuong affirmed that after more than a month of operating the two-level government model, the Ministry of Education and Training and localities are making efforts to ensure the system operates smoothly and without interruption. He asked management officials, from the Department of Education and Training to the Commune People's Committee, and teachers to continue studying the Ministry's guidance documents to effectively organize implementation.
In the coming time, the Ministry of Education and Training will establish a focal point to receive and reflect difficulties from the grassroots, compile Q&A documents to support localities in the implementation process. The Ministry also emphasizes the viewpoint: Do not let any difficulty go unsolved, any arising problems need to be handled proactively, flexibly, and within authority.
