Workshop on Improving the effectiveness of innovation work in Cao Bang province

On the morning of November 29, the Department of Science and Technology (KH&CN) organized a workshop on "Improving the effectiveness of innovation work in Cao Bang province" for over 120 comrades from departments, branches, organizations and Party Committees, People's Committees of communes and wards. Attending and directing the workshop were: Comrade Nong Thi Thanh Huyen, Provincial Party Committee member, Director of the Department of Science and Technology, Comrade Hoang Thi Binh - Chairwoman of the Provincial Union of Science and Technology Associations, Comrade Dam Thu Hang - Chief of Office of the Provincial People's Council and officers in charge of Emulation and Reward work.

Overview of the Workshop

The workshop heard 03 reports: Current situation and solutions to improve the effectiveness of innovation work in the Education and Training sector; Promoting the effectiveness of initiatives through the Competition, Science and Technology Innovation Competition and promoting solutions to replicate award-winning initiatives; enhancing the connection between innovation activities and reward work.

At the same time, share some difficulties and problems in the process of implementing innovation work at the commune and ward levels after implementing the 2-level local government model...; exchange and discuss solutions to improve the quality of innovation activities; propose support policy mechanisms; share experiences in considering and recognizing initiatives for emulation and rewards...

Accordingly, the Workshop also listened to 05 opinions, discussed and answered questions about the following contents: Regulations on the percentage limit of contributions to initiatives that are recognized as emulation achievements; Initiative reports of heads of organizations and People's Councils are confirmed by which units; Solutions that have been recognized as winners in competitions are eligible for recognition of emulation and commendation and which Council evaluates the effectiveness of the solutions? Based on the content of the level of expenditure for evaluating initiatives; the establishment of the Initiative Council; funding for implementing initiatives..., at the same time, many practical solutions were proposed to improve the mechanism, process and improve the quality of initiatives in the coming time. Based on the questions of representatives of units attending the workshop, the leaders of the specialized departments of the Department of Science and Technology answered and clarified the difficulties and problems and basically the participants understood the work of evaluating and recognizing initiatives...

Through the workshop to gradually improve the effectiveness of innovation work in Cao Bang province, the leaders of the Department of Science and Technology also emphasized that the province's assessment and recognition need to continue to be improved to meet new requirements. To continue to improve the effectiveness of innovation activities in the coming time, focus on implementing the following key tasks: Strengthening the responsibility of the heads of agencies and units directly directing innovation activities, including innovation criteria in assessing the level of task completion of collectives and individuals, building a target of at least 01 innovation applied and evaluating the effectiveness each year in the spirit of Plan No. 26-KH/TU dated November 5, 2025 of the Cao Bang Provincial Party Committee; The Department of Science and Technology continues to promote training and guidance for commune/ward level officials; strengthen the dissemination of innovations on the province's electronic information portal and the Department's information page...; Closely linking initiatives with emulation and reward work: Strengthening the connection between the Department of Science and Technology and the Emulation and Reward Board to ensure the correct assessment of value when considering effective emulation and rewards./.
