Regarding the incident of "Waste soil with no way out in the Van Nien clean water plant project" in Hue City, Thua Thien - Hue Water Supply Joint Stock Company (HueWACO - investor) said that the unit has coordinated with the Value Chain Joint Stock Auction Company to successfully organize an auction of the asset, which is a mixture of soil used as filling material.
According to the auction documents, this waste soil mixture has a volume of 316,176 m3 with an area of 13.35 ha. The auctioned asset has a starting price of 7,150,000,000 VND. This price does not include taxes, fees and charges that the buyer must pay according to the provisions of law such as: Value Added Tax, Resource Tax, Environmental Protection Fee, etc.
After 2 auctions, there were still no buyers. At the 3rd auction on September 11, the starting price was reduced to 6,970,000,000 VND. With the offered price of 7,000,000,000 VND, a business household won the auction of the property.
According to the regulations in the documents, the auction winner must bear the costs of unloading and transporting the property out of the site, returning the site to its original condition within 6 months from the date of signing the contract for the sale of the auctioned property and handing over the property on site.

Specifically, installing an automatic tire washing station, located at the main entrance to the Factory; Building a 400 m3 settling pit to collect wastewater from the washing system; Spraying water to prevent dust on transportation routes near the Project; Setting up a fence made of corrugated iron or canvas around, avoiding soil and rocks falling and affecting the landscape, aesthetics of the area and surrounding residential areas; Committing to implementing other environmental protection measures....; Committing to transporting on the correct route as prescribed within the scope of project implementation.
As TN&MT Newspaper has reported, for many years, the amount of waste soil generated from the construction of the Van Nien Clean Water Plant project has been stagnant in the project area in a very large volume, affecting the environment and the lives of people around. In particular, there are places where waste soil and rock are piled up as high as a "mountain". Most of the waste soil is located close to the banks of the Huong River, and every time it rains, a large amount of soil flows down the river, causing the water to turn yellow and cloudy.
The Van Nien Clean Water Plant project has a total investment of 794.1 billion VND and is built in 2 phases, phase 1 from 2020-2022 with a capacity of 60,000 m3/day and night and phase 2 from 2023 - 2025 with a capacity increased to 120,000 m3/day and night.
This project, once completed, is expected to provide safe clean water to over 80% of the province’s population, including Hue City, Huong Tra Town, Huong Thuy Town, Quang Dien and Phu Vang Districts, replacing old and degraded plants and contributing to improving water supply capacity, ensuring clean water security and completing the province’s water supply infrastructure. This is also considered the largest clean water treatment plant in Thua Thien – Hue Province.
