Meeting on administrative procedure reform when implementing administrative unit arrangement and deploying the 2-level local government organization model

(binhdinh.gov.vn) - On the afternoon of June 11, the Government Office held a national online meeting to deploy a number of contents related to administrative procedure reform when implementing the arrangement of administrative units and implementing the 2-level local government organization model.

Attending the meeting at Binh Dinh bridge point were comrade Lam Hai Giang - Vice Chairman of the Provincial People's Committee and representatives of relevant agencies and units.

At the meeting, the Administrative Procedure Control Department ( Government Office ) introduced the new points of Decree No. 118/2025/ND-CP dated June 9, 2025 of the Government on implementing administrative procedures under the one-stop, one-stop mechanism at the One-stop Department and the National Public Service Portal. Accordingly, Decree No. 118/2025/ND-CP has inherited a number of provisions in Decree No. 61/2018/ND-CP. At the same time, amend and supplement the provisions related to the organization and operation of provincial-level public administrative service centers and commune-level public administrative service centers, abolish the provisions on the district-level One-stop Department; Adjust the provisions on receiving, processing records, and returning results of handling administrative procedures to perform administrative procedures regardless of administrative boundaries within the province; Amending and supplementing regulations on the National Public Service Portal and the Information System for handling administrative procedures at the ministerial and provincial levels.

Decree No. 118 clearly states that organizations and individuals can submit documents and receive results of administrative procedures through the following methods as prescribed in legal documents regulating administrative procedures: Directly at the One-Stop Department. Through public postal services as prescribed by the Prime Minister , through hiring services from enterprises, individuals or through authorization as prescribed by law. Online at the National Public Service Portal.

The meeting also guided and urged the updating of information and data on the National Public Service Portal; upgraded the information system for handling administrative procedures at the provincial level. At the same time, urged the implementation of Resolution No. 66/NQ-CP dated March 26, 2025 of the Government .

At the meeting, the leaders of the Government Office requested localities to focus on promoting administrative reforms, especially administrative procedures related to production and business; disseminate, thoroughly understand and issue plans to implement Decree No. 118 with clear goals, tasks and products. Localities need to improve the Public Administration Service Centers at the provincial and communal levels, ensuring smooth and uninterrupted operation when switching to a two-level government model. At the same time, promptly announce the list of administrative procedures, full online public services, partial online public services and integrate them into the National Public Service Portal; strictly implement the digitization of records at the One-Stop Section; prioritize upgrading essential public services with many records, effectively serving people and businesses.
