Hue soon regulates irrigation dams after storm No. 12

Despite prolonged heavy rains due to storm No. 12, water levels in low-lying areas of Hue city, where flooding frequently occurs, remain low.

This shows the effectiveness of early regulation and operation of reservoirs to welcome floods in Hue city, which has somewhat limited flooding in low-lying areas.

According to VNA reporters, at the historical flood measurement point in Hoa Chau ward, Hue city, the water level is still very low compared to the historical flood record in 2020, which was determined to be nearly 4 meters high. Here, some low-lying roads are often flooded, but traffic is still running normally, despite the heavy and prolonged rainfall in recent days in Hue city.

Born and raised in the low-lying area of ​​Hoa Chau ward, Ms. Do Thi Hoa is used to living with floods. Every time she hears a forecast of heavy rain, she prepares to stock up on food, put things up high, fully charge her batteries, and be ready to prevent floods.

Ms. Hoa shared: “Every time it rains here, the water rises very quickly. Hearing the forecast of heavy rain, I had to quickly clean the house, raise my belongings and stock up on food to prepare for the flood that could happen at any time. Although it has been raining heavily in the past few days, surprisingly the water is still at the edge, not rising high yet.”

Also living in the flood-prone area of ​​Hoa Chau ward, Ms. Cao Thi Thanh Phung said: “The biggest fear here is flooding. The water rises very high, up to the chest. Every time it does, we have to move the house and move our belongings, which takes a lot of time and effort. Not only that, the flood water flows rapidly and is very dangerous. Luckily, this time, despite the heavy and prolonged rain, the water still did not rise very high.”

Based on weather developments, since October 10, the Hue City Irrigation and Climate Change Sub-Department has advised the City Civil Defense Committee to issue Operation Orders for reservoirs in the Huong River basin. In order to gradually lower the water level of the reservoirs to create flood prevention capacity, preparing for heavy rains caused by storm No. 12. Currently, most of the water levels in the reservoirs are maintaining lower levels than normal water levels.

Mr. Dang Van Hoa, Head of the Department of Irrigation and Climate Change of Hue City, said that the early regulation of reservoirs, bringing the water level to the lowest level to welcome floods, has partly reduced floods, limiting the possibility of flooding downstream. Therefore, during this period of rain, although there was heavy and prolonged rain in the city, it did not lead to widespread flooding.

According to Mr. Dang Van Hoa, as of 7:00 a.m. on October 23, the safety of irrigation and hydroelectric reservoirs in the city is guaranteed. The irrigation reservoirs have reached 73% capacity, with a capacity of 82 million m3/113 million m3 and currently have plans to proactively operate the works and downstream areas safely according to heavy rain scenarios. The current water level of Huong Dien and Binh Dien reservoirs is capable of cutting the flood peak of a 400mm rain, and Ta Trach reservoir is capable of cutting the flood peak of a 500mm rain.

Currently, the water level of the Huong River at Kim Long station is 1.63m, 0.37m below alarm level II (alarm level II is 2.0m); the Bo River at Phu Oc station is 2.13m, 0.63m above alarm level I (alarm level I is 1.5m); at Thuan An estuary it is 1.18m; and at Tu Hien estuary it is 1.36m.

It is forecasted that from October 23-24, total rainfall in mainland Hue city will be 200-300mm, with some places over 500mm. Based on the actual situation, the city's Department of Irrigation and Climate Change will regulate the operation of reservoirs accordingly to limit flooding and reduce damage caused by natural disasters.
