On October 3, the Fire Fighting and Rescue Team of Area No. 13 (Fire Prevention, Fire Fighting and Rescue Police Department (PCCC & CNCH) - Hanoi City Police) said that the unit has coordinated with the People's Committee of Thanh Xuan Ward to organize propaganda and instruct on fire prevention and fighting and rescue safety skills for 250 people who are owners of multi-storey houses, many apartments, individual houses combined with production, business, and rental houses in the area.

The reporter of the Fire Fighting and Rescue Team of Region 13 disseminated and thoroughly grasped the provisions of the law on fire prevention and rescue, especially focusing on analyzing the new points of the Law on Fire Prevention and Rescue, effective from July 1, 2025 and the documents guiding its implementation, in which, clearly stipulates the responsibilities of owners of production and business establishments under the state management of fire prevention and rescue to declare and update the national database on fire prevention and rescue.

Facilities must regularly maintain fire safety and rescue conditions, establish and practice fire fighting plans, equip and maintain the operation of on-site fire fighting equipment to prevent and minimize fire and explosion incidents.

After the law dissemination section, the reporter instructed the establishments on some practical skills such as: Recognizing fire and explosion risks; safe escape skills; first aid, and how to skillfully use on-site fire fighting equipment. Representatives of the establishment owners directly practiced using portable fire extinguishers to handle simulated fire incidents, thereby reinforcing proactive and flexible response skills when incidents occur....

Through the propaganda classes, representatives of households, businesses, production and all people have acquired basic knowledge about fire prevention and fighting and search and rescue; the ability to handle situations when a fire or explosion suddenly occurs; how to escape, give first aid to victims, and many other useful knowledge.
