Guidelines for implementing human resource development support for small and medium enterprises by 2025

CTTĐT - The Department of Labor, War Invalids and Social Affairs has just sent an official dispatch to provincial departments, branches, sectors, and organizations; People's Committees of districts, towns, and cities and the Provincial Business Association on guidelines for implementing support for human resource development for small and medium enterprises in 2025.

SMEs submit their application for support directly or by post to the Department of Labor, War Invalids and Social Affairs of Yen Bai province.

In order to support human resource development for small and medium enterprises (SMEs) using the central budget in Yen Bai province in 2025 according to regulations, the Department of Labor - Invalids and Social Affairs requests provincial departments, branches, sectors, and mass organizations; People's Committees of districts, towns, and cities; Provincial Business Associations, based on their assigned functions and tasks, to coordinate in propagating, disseminating, and guiding SMEs under their management authority to support human resource development.

Scope of support : Support SMEs in Yen Bai province in human resource development.

Supported subjects : Enterprises established, organized and operating in accordance with the provisions of the law on enterprises and meeting the regulations on criteria for determining SMEs in Chapter II of Decree No. 80/2021/ND-CP dated August 26, 2021 of the Government .

Total support budget : 120 million VND

Content to support human resource development for SMEs

1. Direct training support on business start-up and business administration

Accordingly, 100% of the total cost of a business startup training course and up to 70% of the total cost of a business administration course for small and medium enterprises will be supported.

Exemption of tuition fees for students of small and medium enterprises in areas with special socio-economic difficulties, small and medium enterprises owned by women, small and medium enterprises employing many female workers, and small and medium enterprises that are social enterprises when participating in business administration training courses.

2. Support direct training at small and medium enterprises in the field of production and processing

Accordingly, support up to 70% of the total cost of a training course at small and medium enterprises but not more than 01 course/year/enterprise.

Support 100% of the total cost of a training course at small and medium enterprises owned by women, small and medium enterprises employing many female workers and small and medium enterprises that are social enterprises, but not more than 01 course/year/enterprise.

Principles for implementing support according to Article 4 of Decree No. 80/2021/ND-CP dated August 26, 2021 of the Government .

Method of receiving and processing application for support request

SMEs submit their application for support directly or by post to the Department of Labor, War Invalids and Social Affairs of Yen Bai province. Address: No. 159, Dinh Tien Hoang Street, Dong Tam Ward, Yen Bai City, Yen Bai Province.

Proposal documents include :

(1) Declaration form identifying micro-enterprises, small enterprises, medium-sized enterprises and proposing support needs. Clearly stating the content and budget level requested for support (Appendix I attached) .

(2) Registration form for training course (Appendix II attached).

(3) Other directly related documents (if any) .

Number of files : 02 sets (Documents and files related to the proposed support content are copies or photocopies of the original, original and do not need to be certified. If necessary, SMEs are requested to provide the original or original copies for information comparison).

Application submission deadline : Before February 24, 2025 .
