Towards modern and sustainable marine farming

In order to promote the development of marine aquaculture in a modern and sustainable direction, in recent times, the provincial agricultural sector has made efforts to digitize marine zoning, develop solutions for managing high-tech marine aquaculture (CNC) and a set of criteria for CNC aquaculture areas as a basis for calling for and allocating marine areas to organizations, businesses and individuals to invest in CNC marine aquaculture.

Comrade Dang Kim Cuong, Director of the Department of Agriculture and Environment, said: Ninh Thuan has a long coastline, high and stable salinity, combined with coral reef bottoms that can clean water, so the quality of seawater is suitable for aquaculture. However, cage aquaculture in the province in recent years has been mainly on a small scale, not developing commensurate with the existing potential advantages; production activities are mainly based on household economy , not attracting investment, not creating development motivation.

Pursuant to Decision No. 1664/2021/QD-TTg of the Prime Minister approving the Project on developing marine aquaculture to 2030, with a vision to 2045; To concretize the goal of "Developing Ninh Thuan into a strong maritime province in the region, focusing on mobilizing all resources to make the marine economy a driving force for development" in Resolution No. 17-NQ/TU dated January 17, 2022 of the Provincial Party Committee, term XIV, on marine economic development to 2025, with a vision to 2030, the Department of Agriculture and Environment has advised the Provincial People's Committee to issue Decision No. 1752/2024/QD-UBND on approving the Project on management and development of marine aquaculture areas in Ninh Thuan province to 2030, with a vision to 2045. Specifically: The project determines the scope of the marine area managed and developed for CNC aquaculture in the sea area of ​​Nhon Hai commune (Ninh Hai), with an area of ​​2,043 hectares and providing marine farming water surface according to clusters.

Accordingly, the C1 aquaculture area of ​​742ha has 5 map pieces and is divided into 238 sub-clusters, with areas ranging from 0.91ha to 4.25ha (of which, 26 sub-clusters have coral reefs that need to be preserved). The C2 aquaculture area of ​​1,301ha has 8 map pieces and is divided into 61 sub-clusters, with areas ranging from 7.26ha to 25.85ha. The project also clearly stipulates sea cages, using HDPE cages, in which, designing from 10-20 cages/cluster for square HDPE cages (in the specialized sea farming area next to C1) with each cage size from 4x4m or 3x4m; designing from 2-10 cages/cluster for round HDPE cages with a circumference of 50m; with distances between cages to suit each sub-cluster and each farming object. Marine aquaculture objects, focusing on groups with high economic value such as: Cobia, grouper, barramundi, yellowfin pompano, red snapper, giant trevally, snapper, etc.; star lobster, spiny lobster, etc. Marine aquaculture feed, encouraging marine aquaculture facilities to use 100% industrial feed, limiting and gradually eliminating the use of trash fish from fishing to minimize environmental pollution and enhance biosafety...

Comrade Dang Kim Cuong added: The aquaculture sector is on the list of special investment incentives; Ninh Hai district is located in an area with particularly difficult socio-economic conditions. Therefore, the project with special investment incentives, located in an area with particularly difficult socio-economic conditions, is exempted from land rent, corporate income tax and is not subject to value added tax. Regarding the fee for using the sea area for aquaculture, it is expected to be 4 million VND/ha/year (equal to the minimum price of the price frame prescribed in Point d, Clause 1, Article 34 of Decree No. 11/2021/ND-CP), lower than the fee collection of 17/28 coastal provinces and cities. This is considered a legal incentive for small and medium-sized enterprises to pioneer in investing in CNC marine aquaculture in Ninh Thuan province. Currently, there are 5 investors registered for marine farming projects with a total area of ​​nearly 300 hectares, focusing on high-value farming species such as: sea bass, squid, lobster...; The registered marine farming projects are basically in line with the provincial planning, land use planning of Ninh Hai district and the project for management and development of the provincial marine farming area.

In order to effectively implement the project's objectives as well as further promote marine aquaculture, the agricultural sector is urgently developing a plan to manage, arrange, allocate sea areas and grant licenses for marine aquaculture to organizations and individuals engaged in aquaculture according to planned functional zones. At the same time, organize the review and adjustment of provincial planning to ensure consistency and synchronization with the national marine spatial planning, the master plan for sustainable exploitation and use of coastal resources and national sectoral planning; organize propaganda, dissemination and guidance activities for organizations and individuals to carry out administrative procedures related to marine aquaculture.
